RICHARDSON CHAIRMAN, PHYSICS POLICY COMMITTEE THE AMERICAN PHYSICAL SOCIETY Mr. Chairman, Ms. Woolsey and members of the Subcommittee, I am Robert C. Richardson, Vice Provost for Research at Cornell University and Chairman of the Physics Policy Committee of the American Physical Society, a professional organization that represents more than 40,000 physicists nationwide. I would like to thank you for the opportunity to testify today about the Department of Energy’s Office of Science. My testimony concerns the administrative structure of the Department and the effect that the structure has had on the performance of the Office of Science. I am confident that this subcommittee will use its collective wisdom as it has so many times in the past on other issues to craft solutions that will redound to the benefit of American science and our nation. I am here today, speaking as a representative of panel of ten other distinguished scientists who have had extensive administrative and policy experience with DOE’s scientific programs. Robert C. Richardson
Born in Charleston, South Carolina on October 27th, Richardson was wounded in the Moro Rebellion shortly after graduating from West Point. Richardson later went on to be a part of General Pershing's general staff in France during World War I. During World War II, he served, among other duties, as military governor of Hawaii and commanding general of the U.S. Army Forces in the Central Pacific Area. General Richardson received his 4th star posthumously after his death while on vacation in Italy on March 2, 1954. Abstract
Reverse engineering is a matter of inferring adaptive function from structure. The utility of reverse engineering for evolutionary biology has been a matter of controversy. I offer a simple taxonomy of the uses of engineering design in assessing adaptation, with a variety of illustrations. The plausibility of applications of engineering design reflects the specific way the models are elaborated and derived. At the very top of Robert Richardson's stories, above the headlines and in bold letters, the editors put two words: Eyewitness Account. They were making sure that readers of the Los Angeles Times understood. The Negro district of the south Los Angeles area that would come to be known as Watts was exploding with some of the fiercest rioting ever in the United States. Those two words eyewitness account signaled that with Richardson, the Times had a person on the inside to see firsthand and to report in detail exactly what was going on in the Negro district. Just below Richardson's byline, in much smaller type, was an editor's note: "Robert Richardson, 24, a Negro, is an advertising salesman for the Times ...." That was the newspaper's way of admitting that it did not have a single reporter who was black. And that to effectively cover what was happening just a few miles from its newsroom, it had to grab a guy who wasn't a reporter and had no training but who was black and could get on the inside in Watts when it mattered.
