Sydney On Aug. 30, the people of East Timor will go to the polls in a self-determination referendum supervised by the United Nations. Our hope is that it will settle a bitter international dispute that erupted in 1975, when Indonesia invaded the former Portuguese colony. Most observers believe, as I do, that in conditions of freedom an overwhelming majority of East Timorese would opt for independence. But conditions remain far from appropriate for a free and democratic vote. Indeed, there is a real danger that the ballot could turn into the biggest electoral fraud of modern times. Despite repeated assurances by Indonesian authorities to end a terror campaign against independence supporters waged by militia groups in East Timor, intimidation and violence remain widespread. The militias want East Timor to remain part of Indonesia. They are, in fact, gangs of criminals recruited, trained and financed by the Indonesian army. Militia violence this year has killed more than 1,000 civilians, razed entire villages and uprooted more than 80,000 people. Yet not a single militia leader or military officer has been brought to justice.

Dr José Ramos-Horta I often enjoy chatting with my friends back in Timor about what I did with some colleagues in the 60s in our High School in Timor. I was always very bad in Maths, Physics, Chemistry and we had a small gang of colleagues who would steal the pass. I heard there was a huge scandal in England recently and I'm very sympathetic to Tony Blair for wading through that embarrassing scandal with exams. Well, we would steal it, then sit the paper and would get some decent grades. Or if we did not succeed in stealing the paper beforehand, we knew the teachers would keep the completed tests in their office for 2 or 3 days before they started doing the corrections. So we would go into their rooms and then replace the tests.
Until one day we were caught. We were caught because of two friends of mine - one actually worked for many years here in Melbourne at SBS, a Timorese lady. She and her sister and two others were suspicious of our good grades and started putting pressure on us to share with them. So my group met. It was almost like a council of ministers. We met to discuss what to do, and I recall I was the only person who voted no. I said, "We must not.". In those years I was not terribly conscious of gender issues, and I said to my colleagues, "Let us not involve women here. They would mess up everything".
The school teacher, a very tough Portuguese lady went to the weak link, spoke to the two ladies and they confessed. So we were caught and then we met again to decide how to respond. I told my colleagues, "Best if we actually admit our culpability, but we must also ask the Rector to forgive the girls because they were not responsible. We were the ones who induced them in this terrible mistake". I told my colleagues, "If we do that, they might even praise us for being such gentlemen." And actually that's what we did. We got one week's suspension from school, which we didn't mind because we then went to the beach to enjoy ourselves, and received a note of commendation for our chivalry.

American Reporter Correspondent SAN FRANCISCO ~ Dr. José Ramos-Horta is an exemplary statesman. He has played a central role in East Timorese politics since the founding of pro-independence politics there. In 1975, he urged the UN to take action to protect his homeland from the Indonesian military onslaught. In 1992, Ramos-Horta formally presented the National Council of Maubere Resistance (CNRM) three-stage peace plan before the European Parliament, calling for a phased resolution of the conflict, release of political priosners, and respect for human rights. In 1996, culminating a career devoted to the struggle for justice, Ramos-Horta shared the Nobel Peace Prize with East Timorese Bishop Carlos Felipe Ximenes Belo. They were honored for "their sustained and self-sacrificing contributions for a small but oppressed people." The American Reporter interviewed the Nobel laureate in his hotel suite, during his visit to San Francisco in June to be keynote speaker at both the Second World Congress on Family Law and The Rights of Children and Youth, and a conference called Peacemaking: the power of nonviolence Dr. Ramos-Horta is about 5'7", dark-eyed, swarthy, with wavy black hair. Besides his familiar wire-rimmed glasses, he wore a white shirt with Nehru collar, black and white vest, and dark slacks. He speaks in an expressive, bass voice with great eloquence as well as lucidity, force, and wit.

Nobel Peace Prize Laureate Jose Ramos-Horta will give a public lecture, East Timor and the Region: The Opportunities and Perils Ahead, at the University of New South Wales tomorrow night.
Commenting on recent events in East Timor Dr Ramos-Horta said: "Notwithstanding a quarter of a century of violence and humiliation inflicted upon almost every East Timorese family, the East Timorese are determined to put the past behind them and forge a new relationship with Jakarta.
"Bearing the scars of 25 years of occupation we have walked half way to meet our tormentors carrying an olive branch. Yet we have been met by some with hatred as if we are the ones who had invaded, occupied, looted and raped."
Dr Ramos-Horta is a Visiting Professor of Law at UNSW where he established the Faculty of Law's Diplomacy Training Program in 1989 to train human rights defenders in the Asia Pacific.

Answer: I remain totally opposed to dictators who violate human rights, who commit systematic abuse of people’s physical well-being, their dignity, their right to life, their right to live without fear. This stems not only from my personal conviction, but I believe it is a sentiment that is shared by all humanity. But too much has been inflicted on East Timor, too many of his friends and relatives killed, the diplomatic war he has waged has carried on too long for him not to feel an abiding resentment. Ramos-Horta is by nature a jovial and hospitable man, given to suavity and bow-ties, and his answers are characteristically measured and thoughtful. But when it comes to the Indonesians he can be venomous. And it is difficult to blame him. On 7 December 1975, 10,000 Indonesian troops invaded East Timor. Since then, nearly one third of the population-around 200,000 people-have died. Some have been shot while peacefully protesting, others tortured to death, still more allowed to starve. The Indonesian regime in East Timor has engaged, and continues to engage, in systematic rape, torture, extrajudicial detention and execution as well as forcible relocation and sterilization. East Timorese culture and language-which are wholly distinct from that of Java-dominated Indonesia-have been carefully repressed. Tens of thousands of Indonesian settlers have been given the best land and jobs while the locals become increasingly impoverished and malnourished.

SECOND THOUGHTS
Jose Ramos-Horta once shared a stage with John Pilger. Now the East Timorese foreign minister, furious over the attack on the UN in Baghdad that killed Sergio de Mello and more than 20 others, says he will be happy to see Islamic terrorists executed I am so angry about this act of terrorism that I now have second thoughts about opposing the death penalty for terrorists. Why should taxpayers pay for the rent, meals, electricity bills and medical care of a convicted terrorist who kills, maims, destroys and takes away the lives of the innocent? Many times in the past, I have signed petitions pleading to spare the life of someone on death row. And I will continue to do on a case-by-case basis. But I will not shed tears when those responsible for the countless terrorist bombings in Bali, Jakarta, New York, Washington and Baghdad are put to death. Clearly, Sergio's death has changed the way I look at life and the issue of the death penalty.
Hmmm. East Timor must not be subject to Australia’s strict no debate laws.

On February 28th, Jose Ramos-Horta, East Timor's Transitional Foreign Minister, spoke at the Kennedy School to a packed audience. Invited by the Center for Public Leadership and the Program on Justice in Times of Transition, he flew for over 48 hours to speak on the struggle for East Timorese independence and the challenges that the new nation faces.
Located on the eastern part of Timor Island in the Indonesian archipelago, East Timor has a current population of just under one million. It was a Portuguese colony until 1975 when it was granted independence - briefly. In November of that year and with much bloodshed, Indonesia invaded East Timor and began an oppressive twenty-five year rule.
After the fall of Indonesian President Suharto in May 1998, growing international pressure led B.J. Habibie, the interim Indonesian president, to agree to a referendum for independence. International scrutiny intensified after Jose Ramos-Horta and Bishop Carlos Belo received the Nobel Peace Prize in 1996. In 1999, seventy-eight percent of East Timorese supported secession and independence, rather than the autonomy package tendered by Indonesia. The Indonesian military, strongly opposed to the independence plan, had been put in charge of supervising the elections, with the help of some unarmed U.N. monitors.

Belo , received the 1996 Nobel Prize for Peace for his efforts to bring peace and independence to East Timor, which has been under Indonesian control since 1975. Ramos-Horta's mother was a native Timorese, and his father was a Portuguese national who was deported to East Timor for revolting against the dictator Antonio Salazar. After studying law in the United States, Ramos-Horta returned to East Timor (then still a colony of Portugal) to participate in the independence movement. His activities brought the ire of the Portuguese rulers, and he was forced to flee to Mozambique in 1970. Returning in 1972, Ramos-Horta sided with the Fretilin faction in the East Timor civil war. The Fretilin gained control of the government on Nov. 28, 1975, and declared East Timor an independent nation; Ramos-Horta was named foreign minister. However, Indonesia invaded East Timor nine days later, and Ramos-Horta was again forced into exile. Eventually settling in Sydney, Australia, Ramos-Horta joined the faculty of the University of New South Wales. From this position he became one of the primary voices for East Timor in the international arena. He spoke out against human rights violations by the occupying Indonesian military forces, and he promoted a peace plan to end the violence in his country.

Biographie
Jos© Ramos-Horta wurde in Dili , der Hauptstadt von Osttimor, geboren als Sohn einer einheimischen Mutter und eines Portugiesen , der wegen der Diktatur von Ant³nio de Oliveira Salazar aus seiner Heimat ins Exil ging. Ramos-Horta ging zur Schule in eine katholische Mission in dem kleinen Dorf Soibada, das sp¤ter nach der indonesischen Besatzung zum Hauptquartier der FRETILIN ausgew¤hlt wurde, die f¼r die Befreiung Osttimors k¤mpfte. Seine aktive Beteiligung an der Entwicklung des politischen Bewusstseins von Osttimor veranlasste ihn von bis 1971 ins Exil nach Portugiesisch-Ostafrika (das heutige Mosambik ) zu gehen. Es war eine Familientradition, sein GroŸvater erduldete auch Exil, von Portugal auf die Azoren , sp¤ter Kap Verde Portugiesisch-Guinea und zuletzt Portugiesisch-Timor . Als Gem¤Ÿigter in der auftauchenden nationalistischen F¼hrung war er als AuŸenminister der Regierung der "Demokratischen Republik von Osttimor" vorgesehen, die im November 1975 von unabh¤ngigkeittreuen Parteien ausgerufen wurde. Prepare: José Ramos-Horta won the Nobel Peace Prize in 1996, sharing the award with Carlos Filipe Ximenes, for "their work toward a just and peaceful solution in East Timor."
