Jose Ramos-Horta: Achieving peace amid Muslim tensions
Jose Ramos-Horta is the foreign minister of East Timor, and co-recipient of the 1996 Nobel Peace Prize. South Pacific island of East Timor had been controlled by military forces from nearby Muslim-dominated Indonesia since 1975. During that time, about one-third of the East Timorese were killed by war, starvation and human rights abuses allegedly imposed by the Indonesian military. Ramos-Horta, as the island's then-Ambassador to the United Nations, brought worldwide attention to the plight. He joined the CNN.com chat room via telephone from Oslo, Norway. Jose Ramos-Horta addresses the press ahead of the Timor's formal announcement of independence By Craig Francis CNN Hong Kong (CNN) Perhaps more than any other, Jose Ramos-Horta is the man who has fought the longest and hardest for East Timor's right to self-rule. For a quarter of a century, Horta has been badgering and lobbying the international community to pay attention to plight of the East Timorese. The co-recipient of the 1996 Nobel Peace Prize along with Bishop Carlos Belo, Horta's accomplishments on the world stage will likely stand him in good stead in his role of East Timorese foreign minister. Born on 26 December 1949, in Dili, the capital of East Timor to a Timorese mother and Portuguese father, Horta was educated in a Catholic mission in the village of Soibada. After working as a radio and television journalist from 1969 to 1974, he was appointed Minister for External Affairs and Information in the first Transitional Government of the Democratic republic of East Timor.

Country: East Timor (now Timor-Leste). Cause: Liberation of East Timor from Indonesian regime. Background: East Timor is colonised by the Portuguese in the 16th Century. When the Portuguese leave in 1975 it appears the colony might finally gain its independence. But Indonesia invades at the end of the same year. The East Timorese begin a 24-year struggle to liberate their homeland. More background Mini biography: Born on 26 December 1949 in Dili to a Timorese mother and Portuguese father. He is educated in a Roman Catholic mission. - He is working as a journalist and radio and television correspondent in East Timor. - He is exiled to Mozambique, another Portuguese colony, for three years when his efforts to secure independence for East Timor raise the ire of the colonial administration. - The announcement by a new government in Portugal that it intends to withdraw from its colonies divides the East Timorese population and results in the formation of new political groups. The Marxist Revolutionary Front for East Timor's Independence (FRETILIN), founded on 20 May, calls for the immediate participation of East Timorese in the colonial government leading to full independence. Ramos-Horta, who has by now returned to East Timor, joins the group. The Timorese Democratic Union (UDT) initially favours a continued association with Portugal. When the UDT shifts its position the two groups join in an independence campaign.

This article was published in the Chicago Tribune on March 18, 2003. Only a miracle or real courage and statesmanship can prevent a war with unpredictable consequences against Saddam Hussein. And yes, a war would be against the dictator, not against Iraq. The use of force is not always necessary in resolving international disputes. Diplomacy is invariably the preferred solution. There have been times, however, when force and armed intervention has been necessary and justified. The U.S.-led interventions in Europe and Asia saving Europeans and Asians from Nazi Germany and Japanese occupations were necessary wars. I supported the U.S.-led interventions in Bosnia, Kosovo and Afghanistan. In the late '70s and '80s there were at least two unilateral armed interventions that were fully justified. The first was the Vietnamese intervention in Cambodia in 1977, which led to the overthrow of the brutal Pol Pot regime. The second was intervention in Uganda. The UN Security Council did nothing to end the reign of terror of the Khmer Rouge. The Security Council was inactive on the genocide in Uganda, which ended only when Tanzanian troops were ordered by the then-President Julius Nyerere, a real African statesman, to intervene. The UN Security Council was also inactive for most of the 24 years of Indonesian occupation of my own country, East Timor, during which more than 20 percent of our population perished. A groundswell of world opinion persuaded the UN to act in 1999, and that intervention remains a shining example of multilateralism.

Nobel Peace Prize-winner Human Rights Diplomat Jose Ramos-Horta was born on December 26, 1949, in Dili - East Timor. He was educated in a Catholic mission in the retired village of Soibada. Of his eleven brothers and sisters, four were killed by the Indonesian military. He was actively involved in the development of political awareness in East Timor which caused him to be exiled for two years in 1970-1971 in Mozambique. A moderating influence in the emerging Timorese nationalism, he was mandated in 1974-75 by the pro-independence parties to represent East Timor abroad. He left the island three days before the Indonesian troops invaded. In December 1975, he arrived in New York to address the UN Security Council and urge them to take action in the face of the Indonesian military onslaught which resulted in over 200,000 East Timorese deaths between 1976 and 1981. Jose Ramos-Horta was the Permanent Representative of the FRETILIN to the UN for the ensuing ten years, and tells of his experience as a diplomat to Funu: the Sage of East Timor (Red Sea Press, New York, 1987).
