Professor John Charles Polanyi. P.C., C.C., F.R.S. John C. Polanyi, educated at Manchester University, England, was a postdoctoral fellow at Princeton University, U.S.A. and the National Research Council. Canada. He joined the University of Toronto, Canada. in 1956. His research is on the molecular motions in chemical reactions in gases and at surfaces. He is a Fellow of the Royal Societies of Canada (F.R.S.C.), of London (F.R.S.). and of Edinburgh (F.R.S.E.), also of the American Academy of Arts and Sciences, the U.S. National Academy of Sciences and the Pontifical Academy of Rome. He is a member of the Queen's Privy Council for Canada (P.C.) and a Companion of the Order of Canada (C.C.). His awards include the 1986 Nobel Prize in Chemistry (shared) the Royal Medal of the Royal Society of London and some thirty honorary degrees from six countries. He has served on the Prime Minister of Canada's Advisory Counci l on Science and Technology, the Premier's Council of Ontario, as Foreign Honorary Advisor to the Institute for Molecular Sciences, Japan and as Honorary Advisor to the Max Planck Institute for Quantum Optics, Germany. He is presently on the Board of the Steacic Institute for Molecular Sciences, Canada. He was a founding member of both the Committee on Scholarly Freedom of the Royal Society, and a further international human rights organization, the Canadian Committee for Scientists and Scholars, of which he is the current President. Additionally he was the founding Chairman of the Canadian Pugwash Group in 1960, and has been active for 35 years in International Pugwash. He has written extensively on science policy, the control of armaments. and peacekeeping. He is co-editor of a book, "The Dangers of Nuclear War", and was a participant in the recent 'Canada 21' study of a 21st defense posture for Canada. He was co-chair (with Sir Bryan Urquhart) of the Department of Foreign Affairs International Consultative Committee on a Rapid Response Capability for the United Nations.

Nobel Prize Winning Chemists John C. Polanyi The Nobel Prize in Chemistry 1986 John Charles Polanyi was born in 1929 in Berlin, Germany, of Hungarian parents, Michael and Magda Elizabeth Polanyi. The family moved to England in 1933 where he received his education. His university training was at Manchester University, where he obtained his B. Sc. in 1949, and his Ph. D. in 1952. From 1952-1954, he was a Postdoctoral fellow at the National Research Council Laboratories in Ottawa, Canada, and from 1954-1956 Research Associate at Princeton University. In 1956, John Polanyi was appointed as a Lecturer at the University of Toronto where he was successively Assistant Professor (1957-1960), Associate Professor (1960-1962) and Professor (1962-present). He was given the title University Professor in January 1974. In 1958, he married Anne Ferrar Davidson. They have two children, Margaret Alexandra (born 1961), and Michael Ferrar (born 1963). He was awarded the Marlow Medal of the Faraday Society , Centenary Medal of the British Chemical Society, the Henry Marshall Tory Medal of the royal Society of Canada, and the Royal Medal of the Royal Society of London. He was also recipient of the Nobel Prize for Chemistry 1986 together with Dudley R. Herschback and Yuan T. Lee, "for their contributions concerning the dynamics of chemical elementary processes".

Polanyi S ensing the historic nature of the occasion, the General Assembly adopted the Human Rights Declaration without dissent. No nation wished to place itself in opposition to the tide of history, though many may have said, with St. Augustine, "God make us good, but not yet". Nonetheless, such is the moral force of this Declaration that it is in the process of changing the world. It begins by spelling out the fundamental trinity of rights: that to life, which is paramount; that to liberty, which gives life meaning; and that to security, which permits the enjoyment of life. The recognition of these rights is not new. They have been in the process of definition for centuries. What makes the Universal Declaration an epochal document is first of all its global impetus and secondly the breadth of its claims, a commitment to a new social contract, binding on all the Governments of the world. Through its 30 articles, all nations commit themselves to observe equality before the law, submit to the rule of law, foster freedom of speech and assembly, validate their own authority through free elections with universal franchise, and (strikingly) recognize the right of all to adequate food, shelter, health care, education and employment. These articles, written by human beings at a particular juncture in history, will eventually prove to be incomplete, but will endure as a declaration of principle that is both civilized and visionary. Let us look back at least to the beginning of this century, which was to be the century of science. Science, it seemed, held the key to an age of ease and plenty, and for many that proved to be the case. But for still more, it did not. That is because technology does not guarantee equity nor even elementary decency.
