Members of the Norwegian committee that awards the annual Nobel Peace Prize have launched an unprecedented verbal assault on Israeli Foreign Minister and Nobel peace laureate Shimon Peres. Mr Peres accepted the peace prize jointly with the Palestinian leader Yasser Arafat and Israel's late prime minister, Yitzhak Rabin, in 1994.

The Haaretz account is "Peretz waives demand to serve as vice PM." Last week Professor Steven Plaut of Haifa University anticipated the return of Peres as the current fulfillment of the Likud Party's traditional role of returning the Labor Party to power: "Israel's single-issue party." Peres is of course the former Prime Minister of Israel; as Yitzhak Rabin's Foreign Minister he was an architect of the Oslo Accords that brought Yasser Arafat and the PLO to power on the West Bank and Gaza. In 1994 Peres shared the Nobel Peace Prize with Rabin and Arafat. Rabin and Peres made the cynical calculation that Arafat's brutal thuggery would be turned on the Arabs in the territories that had become a burden for Israel to govern under civilized constraints. Their bargain with Arafat must be judged one of the twentieth century's most most misguided acts of statesmanship misguided statesmanship for which Israel and others continue to pay the price. As a distant lover of Israel, I have been genuinely puzzled by its failure to produce a statesman equal to the challenges faced by the country over the past 20 years. In every area of modern life the country boasts a genius that on a per capita basis must be unrivaled. Yet on the world stage its politicians seem almost retarded.

QUESTION (Andrea Mitchell, NBC News): Madame Secretary, could we trouble you? I know it's been a long day, but with such terrible happenings in the attack at Sharm el-Sheikh. Does the American Government have any idea who could be behind it? It has all the trademarks of an (inaudible) al Qaeda kind of operation. Do you have any information? SECRETARY RICE: Well I know of no information, beyond what we are reading in the public reports. Obviously, we will offer the Egyptian Government any help that they need. I am certain that our law enforcement and intelligence officials are in touch. But let me just say again, that the world has to thoroughly and completely condemn the kinds of attacks that are taking place against innocent people, like the one that took place in Sharm el-Sheikh, in London just a little while ago. And to the people of Egypt, our deepest condolences to those who have lost their lives. Our deepest sympathies and hopes for the recovery of those who were injured and our support and solidarity to the Egyptian people who are experiencing yet again this terrible surge of terrorism that we all are coming to know too well.

Monday, October 22, 2001 FM PERES: Ambassador, ladies and gentlemen, I haven't been here since September 11th, but following the events from Israel, permit me to say that all of us were moved to our bones by the way that the American people, its leaders did take this terrible experience, this unbelievable horror; the dignity in the face of victims, the unity in a state of tears, the determination in meeting the unknown and unprecedented test. It shows more than at any other time not only the American greatness in economy, technology, administration, but American depth in its souls, in its relations. If I may, so for the first time I felt that you have not just the United States but a united state, a sense of brotherhood and togetherness that one can rarely see in history by such a large nation. I know you didn't invite it, and I know that none of us can escape it. The war that America is now waging concerns all people all around the world and every person individually. It's war that if it will not be won, we shall be unable to walk, to work, to fly, to commerce, to remain free, to build buildings, to drink water, to breathe fresh air. It's uncompromising, unforgiving, no way to postpone it, and I know it's extremely challenging, because it's also unprecedented.

Epilogue to Israeli Elections
Dr Abdelwahab Al-Affendi from the Center for Study of Democracy at the Westminster University published his article under the headline “Shimon Peres: Political Obituary” in The Daily Star . The author of the “obituary” wrote about the sadness with which he witnessed the defeat of Israel’s Labour Party at the recent parliamentary elections. However, the party’s defeat was even a sadder event for Former Foreign Minister Shimon Peres, “the generous Nobel Prize laureate who has to watch the country seeking salvation and protection of a war criminal.”
Al-Affendi says that Peres partly shares the burden of the Israeli leadership’s responsibility for the oppression of the Palestinian people. But at the same time he respects Peres as a politician who has been establishing contacts with those whom he called “our Arab brothers” for many years.
At present, the leader of the Labour Party is also unsympathetic for al-Affendi; the author of the article considers Peres’ position unsteady and contradictory. The scientist says that the peace process is dying out, and the Labour Party is quitting the political scene at the same time.
As for Shimon Peres, he is just one of the party’s permanent leaders; what is more, he will be 80 soon, the age is not very “creative” for a politician.

RUSSIA FOR DIALOGUE BETWEEN SHIMON PERES AND YASSER ARAFAT
Russia supports the idea of establishing a dialogue between Israeli Foreign Minister Shimon Peres and Palestinian National Authority leader Yasser Arafat, report informed diplomatic sources in Moscow.
On Wednesday Palestinian representatives announced the plans of holding a Palestinian-Israeli meeting. According to preliminary information, leader of the Palestinian National Authority Yasser Arafat will meet Israeli Foreign Minister Shimon Peres next week.
Though the meeting site has not been specified yet, it is known that the two high-ranking officials will meet in a Mideastern country.
Peres himself has recently voiced the initiative to organise a direct meeting with the Palestinian leader saying that he was ready to meet Yasser Arafat "any time and anywhere." In his turn, the Palestinian leader consented to the meeting.
Meanwhile, Israeli Prime Minister Ariel Sharon said on Tuesday that Israel would not agree to a political dialogue with the Palestinians until the latter stop violence altogether.
Diplomatic sources report that Moscow "will render comprehensive assistance to the sides on their way towards specific positive results and will encourage any efforts to bridge the gap between the Israeli and Palestinian leaders." A meeting of Peres and Arafat may help launch concrete Israeli-Palestinian negotiations and create conditions at which the Mitchell plan is realised.

Having spent the last six decades negotiating for peace in the Middle East, 1994 Nobel Prize winner Shimon Peres, an HBS AMP alum, was on hand to impart his learned wisdom to Harvard students at the John F. Kennedy School of Government on October 20th. In his remarks, Peres covered a range of issues including his thoughts on why the Israeli peace process has taken so long to unfold, examples of negotiated resolutions to global conflict he most admires, and his take on the situation in Iraq.
Looking back, Peres identified what he called a lack of "generosity" on the part of Israel in negotiating a just peace settlement with Palestine. Pointing out that "occupation" is by no means a Jewish virtue, he pronounced the eleven years since Palestinian agreement to abide by the 1967 map (versus the 1947 map, which would have allotted Palestine nearly twice as much land) to have been filled with a number of Israeli "mistakes"-mistakes that the Israelis, including current Prime Minister Ariel Sharon, have learned from over the years.
One mistake, Peres intimated, was in neglecting to negotiate as seriously with the interest groups on one's own side and not merely the other side. Peace, Peres said, is a necessarily inclusive process, as well as being a complex end to which either rightist or leftist factions could potentially lead. Currently, "We don't intend to monopolize peace," announced Peres. "We can even privatize it," he added to laughter.

    Shimon Peres' reputation in Israel has hit rock bottom and we can thank three journalists for that: David Bedein, Yoav Yitzhak and Karolyn Glick. Bedein revealed that in 1999, Peres handed the Middle East UN head Terje Larsen and his wife Marianne (Mona), the Norwegian ambassador to Israel, a $100,000 "prize" pilfered from the treasury of the Peres Center For Peace. Yitzhak revealed that the money was a payoff for Larsen's intervention to get Peres a Nobel Prize in 1994. And Glick put all the pieces together, showing how "peace" is just extortion in the hands of Peres and and his Oslo deputy Yossi Beilin.
