Never at any time have I tried to be the complete master of my own fate. The strongest impulse of the moment has governed all my actions. I have my hours of penance and regret. I am introspective enough to take an interest in the examination of my own conscience. But this self-analysis has always been detached. Under the terms of his last will and testament of 27 November 1895 Alfred Nobel established five prizes to be distributed “to those who, during the preceding year, shall have conferred the greatest benefit to mankind”. The Nobel Peace Prize shall, he specified, be awarded by the Norwegian Storting “to the person who shall have done the most or the best work for fraternity between nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses”. The first Peace Prize went jointly to Henry Dunant and Fr©d©ric Passy one hundred years ago, in 1901.

l'arbitrage international Ligue internationale de la paix qui devint plus tard la Institut de Droit international Tout autre était le profil de William Randal Cremer qui venait du prolétariat urbain. Elevé dans la misère, embauché à 12 ans comme "bouilleur de poix" dans un chantier de fabrication de bateaux, il aborda la politique en militant pour la journée de travail de 9 heures, la liberté syndicale et l'abolition du suffrage censitaire mais le caractère concret de ses revendications n'ayant pas été jugé suffisamment radical, son adhésion à la Première Internationale fut de courte durée. Après avoir entendu prôner dans une réunion publique le règlement des querelles entre nations par des moyens pacifiques, il se voua entièrement à la cause de l'arbitrage international. Proche des idées socialistes, il fut membre de la Chambre des Communes de 1885 à 1895, puis de 1900 à 1908. I NAUGURATION DU CENTRE D'ARCHIVES FRÉDÉRIC PASSY Genève 17 mars 2004 INTERVENTION DE M. ROBERT DEL PICCHIA PRÉSIDENT DU GROUPE FRANÇAIS DE L'UNION INTERPARLEMENTAIRE Monsieur le Secrétaire général, Monsieur l'ambassadeur, Mesdames, Messieurs, Nous sommes réunis ici pour rendre hommage au co-fondateur de l'Union interparlementaire, Frédéric Passy, en inaugurant ce magnifique centre d'archives qui porte désormais son nom. Le président, Christian Poncelet, m'a demandé de le représenter à cette manifestation et vous dire tout le regret qu'il a de ne pas être parmi nous. Il est retenu dans les Vosges par la campagne pour les élections régionales et les élections départementales qui ont une grande importance pour le Sénat qui est le représentant des collectivités locales françaises et dont l'approfondissement de la décentralisation politique et administrative est l'un de ses axes politiques majeurs . Frédéric Passy c'est bien évidemment, dès 1867, le fondateur de la " Ligue internationale et permanente de la paix " qui se transformera, en 1871, en " Société française des amis de la paix ", puis, en 1889, en " Société française pour l'arbitrage entre nations ". Cet engagement pour la paix de ce grand libéral et de ce grand humaniste reposait sur une horreur profonde de la violence, sur le respect du droit et de la liberté, sur la substitution de la justice à la brutalité des armes, sur la solidarité entre les peuples et entre les hommes, sur une vision profondément humaniste et chrétienne mais aussi sur la bêtise de la consommation improductive qu'est la guerre et qui scandalisait cet économiste.
