United Nations' High Commissioner for Refugees (UNHCR) 1. INTRODUCTION
The United Nations' Convention 1951 relating to the Status of Refugees and the 1967 Protocol provide for co-operation between individual states and the office of the United Nations' High Commissioner for Refugees (UNHCR).
The UNHCR oversees the implementation of the various articles of the Convention (detailed in Annex II of the UNHCR Handbook) in signatory countries and seeks to persuade other countries to become signatories or to provide safe sanctuary for refugees without signing the Convention or its 1967 Protocol.
A list of states who are party to the 1951 Convention and/or 1967 Protocol is attached at Annex A. This list may alter and it might be necessary to check the UNHCR website, or with a country officer, to ensure that a country not listed at Annex A has still not signed up to the 1951 Convention and/or the 1967 Protocol.
2. UNHCR HANDBOOK
All asylum applications lodged in the UK are determined in accordance with the Convention and Protocol. To assist refugee-determining organisations in their task the UNHCR has produced the "Handbook on the Procedures and Criteria for Determining Refugee Status" which is issued to asylum caseworking staff in the ICD. All staff should read the Handbook and may need to refer to it in dealing with specific cases.

Bangkok 10200, Thailand Dear Mr. Von Arnim: I am deeply concerned about with the many questions and problems of Hmong and Lao refugees in the Napho camp, Nakhon Phanom Province, Thailand, expressed to me by the refugees in that camp who have appealed to me to contact you for humanitarian assistance and help. Indeed, I am appreciative of the efforts and humanitarian assistance which the United Nations High Commissioner for Refugees (UNHCR) has been providing for Hmong and Lao refugees in many camps, including the Napho forced repatriation camp, Thailand in the past. I am pleased to share some reliable and important information and reports of Hmong and Lao refugees in Thailand and returnees in Laos to you and other officials of the UNHCR as follows: 1. Mr. Kou Yang, a leader of more than 1,153 Hmong returnees in Ban Phan Thao, Van Vieng repatriation site, Northern Vientiane, Laos, declared in his letter of March 25, 1997, that officials and employees of the UNHCR and the Communist Lao government did not provide adequate food, assistance and other basic human needs for returnees in Laos. Mr. Kou Yang stated:
In Laos, I talked about and planned to request humanitarian assistance and support from the United Nations, such as supplies to develop agricultural projects, hospital buildings, medical needs, and the way to raise chickens, ducks and transportation construction. The United Nations and the Communist Lao government have promised to provide these projects to help Hmong and Lao returnees in Laos.

Mister Guterres served from nineteen ninety-six to two thousand two. He resigned after heavy losses by his Socialist Party in local elections. Since nineteen ninety-nine, Mister Guterres has been president of the Socialist International. That is an organization of one hundred sixty-six social democratic, socialist and labor parties around the world. Since two thousand three, Mister Guterres has also advised the board of directors of one of the largest banks in Portugal.

The Office of the United Nations High Commissioner for Refugees was established on December 14, 1950 by the United Nations General Assembly. The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country.

Mr. Chairman, Allow me at the outset to express appreciation of my delegation for the introductory statement of the United Nations High Commissioner for Refugees, Mr. Ruud Lubbers, as well as for the report on the work of UNHCR before us. Slovenia has joined the statement by Denmark on behalf of EU member and associated states delivered last week under this agenda item. Allow me therefore to focus this intervention on some issues of relevance to Slovenia, also by way of a follow-up to Slovenia’s comments provided to the last session of the Executive Committee of the UNHCR’s Programme. Mr. Chairman, Slovenia continues to support the efforts of the UNHCR in dealing with situations within its mandate, recognising the growing complexities of the issues at hand. While it is encouraging to note some positive recent developments, particularly successful returns in a number of countries, we also note the ongoing challenges to protect the vulnerable refugee population in all stages of their tragic plight and our shared responsibility to provide them with an adequate assistance in a manner respecting their fundamental human dignity. Millions of refugees around the world continue to need care and protection and the international community must respond to this call and find more effective ways to address it.

U.S. Contributes Additional $85 Million to the United Nations High Commissioner for Refugees
The United States is pleased to announce an additional contribution of $85 million to the United Nations High Commissioner for Refugees in support of their 2003 Annual and Supplemental Programs budget. Of this $85 million contribution, $75 million will go toward Annual Program activities, and $10 million for their Supplementary Program in Afghanistan.
This funding will allow the UN High Commissioner for Refugees, the lead United Nations agency responsible for protection and assistance of the world’s refugees, to provide assistance and emergency response activities to the following regions: Africa $34 million
East Asia $3.9 million
Europe $13.5 million
Near East $ 1.8 million
South Asia $15.2 million
Western Hemisphere $2 million Multiregional $14.6 million This $85 million contribution brings the total U.S. contribution to the UN High Commissioner for Refugees in Fiscal Year 2003 to $258 million. Secretary of State Colin L. Powell and UN High Commissioner for Refugees Ruud Lubbers discussed during their meeting today the High Commissioner’s return and repatriation plans for Iraqi refugees, the impact of security concerns in Afghanistan on refugee return and reintegration, and Mr. Lubbers’ recent visit to West Africa.

THE UNHCR MISSION IN UKRAINE
UNHCR current main role in Ukraine is to advise, assist and monitor the country's implementation of its responsibilities for the protection of refugees. Working with the government, parliament, central and regional authorities as well as with NGOs, UNHCR supports the development of a comprehensive asylum system. UNHCR also assists Ukraine in preventing and reducing statelessness. It promotes the improvement of citizenship legislation as well as Ukraine’s accession to the two UN statelessness conventions.
MAJOR DEVELOPMENTS IN REFUGEE PROTECTION
Ukraine adopted the first Refugee Law in 1993 and started to implement it in 1996. Until 2001 some 5,100 asylum seekers were recognised as refugees of whom around 2,500 continued to reside in Ukraine in January 2005. More than half (1,290) originate from Afghanistan, 709 from NIS countries (including 188 from Chechnya, Russian Federation), 318 from African countries, and 120 from the Middle East. Most recognised refugees reside in the cities of Kyiv, Kharkiv and Odesa.

Today there are more than 20 million refugees - 10 times more than when the Geneva Convention was adopted 50 years ago.
But thousands of them are not recognised as refugees by the strict wording of the convention, and many are not given asylum.
