Mechanisms for the protection and promotion of human rights
The United Nations system for the promotion and protection of human rights consists of two main types of body: bodies created under the UN Charter, including the Commission on Human Rights, and bodies created under the international human rights treaties. Most of these bodies receive secretariat support from the Treaties and Commission Branch of the Office of the High Commissioner for Human Rights (OHCHR). It succeeded the earlier International Refugee Organization and the even earlier United Nations Relief and Rehabilitation Administration . UNHCR was awarded the Nobel Peace Prize in and . The agency is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. UNHCR's mandate has gradually been expanded to include protecting and providing humanitarian assistance to what it describes as other persons "of concern," including internally-displaced persons (IDPs) who would fit the legal definition of a refugee under the 1951 Refugee Convention and 1967 Protocol, the 1969 Organization for African Unity Convention, or some other treaty if they left their country, but who presently remain in their country of origin. Top Story: Asylum applications continue to tumble in industrialized countries

The number of asylum applications in industrialized countries has continued to fall during the first half of 2005, maintaining the sharp downward trend that began in 2002, according to the latest figures released on Tuesday by the UN refugee agency. The United Nations High Commissioner for Refugees (UNHCR) is an impartial humanitarian organisation mandated by the United Nations to lead and co-ordinate international action for the world-wide protection of refugees and the resolution of refugee problems. Based in Switzerland, UNHCR has two basic and closely related aims: to protect refugees and to seek ways to help them restart their lives in a normal environment. In the UK the UNHCR's London office offers both legal and information services:
The Legal Protection Unit liaises with and offers advice to the Government on refugee and asylum policy. It provides training for officials working with refugees and advises the Government on best international standards as well as UNHCR positions in respect to EU legislation and policy. UNHCR intervenes in individual cases when they raise important issues of principle, which set standards for the wider protection of refugees.

It superseded the International Refugee Organization. It seeks permanent solutions to refugee problems, offers international protection to refugees, coordinates the activities of voluntary agencies, and assists the most needy refugee groups. It was awarded the Nobel Peace Prize in 1954 and 1981. In the late 1950s the office of UNHCR aided refugees from Hungary, Algeria, Morocco, and Tunisia, and Chinese refugees in Hong Kong. Since the 1960s most of its economic assistance has gone to refugees created by tribal and political conflicts and civil wars. unhcrsa@unhcr.ch HISTORY AND PRESENT STATUS The Statute of the Office of the UN High Commissioner for Refugees, detailing its functions and responsibilities, was embodied in resolution 428(V)(1950), and the Office came into being on 1 January 1951. The UNHCR reports annually to the UN General Assembly through the Economic and Social Council (ECOSOC). The mandate of the UNHCR is renewed every five years. South Africa was elected in February 1997 to serve on the Executive Committee of the High Commissioner's Programme. The membership is for an indefinite period, for as long as South Africa wishes to be a member. The Executive Committee determines the general policies under which the UNHCR plans, develops and administers refugee projects and programmes and advises the High Commissioner, on request, on the discharge of the duties under the Statute of the Office.

for Refugees Date of Issue (December 14, 2000) In the year 2000, the Office of the UN High Commissioner for Refugees observes its 50th Anniversary. In 2001, the UN Convention on the Status of Refugees will be 50 year old. The longevity of the UN's efforts on behalf of refugees is not in itself a cause for celebration. What we could be proud of, is our ability to offer refugees educational and other opportunities, and the means to achieve these opportunities. This will help them not to be a burden, and not be seen as one. It will also help them make positive contributions to the communities giving them asylum or - upon return to their countries of origin. Their courage, determination and the contribution they have made to society throughout the world deserves respect and should be celebrated. Over the years, Pakistan has been an exemplary asylum country, which in the true spirit of Islamic generosity has hosted one of the world's largest and oldest refugee groups. The government and the people of Pakistan have made enormous sacrifices to accommodate the massive influx of refuges from war-torn Afghanistan. The commitment and co-operation of the government of Pakistan has made it possible to avert a tragedy by providing protection, and together with others, delivering urgent humanitarian assistance to the Afghani refugees. Although many Afghans have been able to return home, more than 1.2 million Afghan refugees remain in Pakistan.

Office of UN High Commissioner for Refugees to Focus Its Activity on Chechnya
The Russian presidential human rights envoy in Chechnya Abdul-Khakim Sultygov, and the UN High Commissioner for Refugees, Ruud Lubbers, discussed the problems and prospects of humanitarian co-operation in the North Caucasus.
In the course of the working meeting held in the headquarters of the Office of the UN High Commissioner for Refugees on Monday, said Sultygov, an agreement was reached that the Office would concentrate its activity on the Chechen Republic. No specific dates were announced, but "strategically, the question has been decided," said the Russian president's human rights envoy.
He pointed out that the Office of the High Commissioner and other humanitarian organisations had long dealt with Ingushetia alone and thus, "willingly or unwillingly, slowed down the refugees' return homeland." This happened because people were subjected to a kind of psychological pressure: when leaving for the Chechen Republic they were deprived of though insignificant, but still real assistance on the part of humanitarian organisations.
Until the March referendum in Chechnya, the Office, according to Sultygov, "refused to raise this issue, but today there is understanding on this score, and the aid will follow the people." "If some forced migrants remain in Ingushetia, their problems will be solved in accordance with the Russian legislation, but there will be no tent camps any longer in the territory of the Russian Federation," underscored the human rights envoy of the Russian president.

Refugees are people who cannot turn to their own governments for the protection of their basic human rights and physical security: they are forced to leave their home countries because of fearing persecution. Hence, they seek refuge abroad until they can return home in safety and with dignity. Asylum claims are first assessed by Home Office case workers who reject virtually all of them, they are then appealed in the courts where about 20% of claimants gain permission to stay in the UK . In early 2004 the Home Office asked the UNHCR to recommend improvements at the case-worker decision stage. Their first report has just been published. United Nations High Commissioner for Refugees QUALITY INITIATIVE PROJECT KEY OBSERVATIONS AND RECOMMENDATIONS MARCH 2004 - JANUARY 2005 Introduction UNHCR has consistently stressed the importance of having a high quality refugee determination procedure at the initial stage. High quality systems assist Governments to better meet their international obligations, are beneficial to refugees and reduce costs to the tax payer. UNHCR recognises the challenges inherent in conducting refugee status determination. These are faced by all states providing international protection in the global context of forced migration. In early 2004, UNHCR was invited to assist the Home Office to achieve an improvement in the overall quality of first instance decision making, through auditing existing practice, and providing recommendations. This project is called the Quality Initiative (QI). The initial implementation phase of the project was March - April 2004. During this period, UNHCR conducted a needs assessment through a review of the Home Office's first instance decision making systems. The review included
