OF THE UNITED NATIONS ON REFUGEES
Thursday, 7 November 2002 Mr. Chairman, Once again, the Holy See welcomes the Report of the United Nations High Commissioner for Refugees and adds its voice to those who commend the office of the High Commissioner for its fine work in promoting and protecting the rights and well being of the some of the world’s most vulnerable persons. My Delegation is pleased to note that, in the words of the High Commissioner, "Slight reduction from 21.1 million in 2000 to 19.8 million at the end of 2001", of persons of concern to the High Commissioner. With all that the people of the world have witnessed in the past twelve months, any decrease in the number of persons separated from home and family is a welcome sign of the unbreakable spirit which binds all people into one family. At the same time, my Delegation is distressed that the Report states that some people found borders that were closed to many or suffered violence, xenophobia and the denial of fundamental rights. Once again, the Holy See realizes that the world has gone through many changes in the past year. At the same time, however, it is those very changes and the situations that have risen that should focus on the reasons for the existence of the Office of the High Commissioner for Refugees. In December 2000, the United Nations celebrated the Fiftieth Anniversary of the Statute of the Office of the United Nations High Commissioner for Refugees. As it has done for more than these fifty years, since before the formal establishment of the Office of the High Commissioner, the Holy See continues to lend its support and take its place, within the world community to provide care and protection to those who have been forced from their homes, no matter what the reason.

Links Web Article The Office of the United Nations High Commissioner for Refugees (UNHCR) has been expanding its presence in Iraq to prepare for the return of an anticipated 500,000 refugees, including more than 204,000 currently in Iran, as well as 1 million internally displaced persons and more than 110,000 refugees from other countries inside Iraq. Excited relatives broke into "scenes of joy" as buses carrying 240 refugees arrived in the southern city of Basra on 30 July. The refugees were returning after having spent the last 12 years in exile in camps in the Saudi Arabian desert.

Photo/UNHCR Basra The convoy, under the supervision of UNHCR, was the first United Nations-assisted return of Iraqi refugees following the conflict, and though the journey that began in the Rafha refugee camp marked the start of voluntary repatriation, the agency stressed that Iraq is not yet ready for the mass return of hundreds of thousands of exiles.
"UNHCR is glad to see the first group of Iraqi refugees going home, but returns must be kept small and manageable for some time to come", its Deputy High Commissioner, Kamel Morjane, said. "Due to security problems and the still fragile humanitarian and economic situation inside Iraq, we're only aiding those refugees who want to go back."

Chapter I: General Provisions 1. The United Nations High Commissioner for Refugees, acting under the authority of the General Assembly, shall assume the function of providing international protection, under the auspices of the United Nations, to refugees who fall within the scope of the present Statute and of seeking permanent solutions for the problem of refugees by assisting governments and, subject to the approval of the governments concerned, private organizations to facilitate the voluntary repatriation of such refugees, or their assimilation within new national communities.

Commission on Human Rights Hears Update on Kosovo, Completes Debate
on Advisory Services and Technical Cooperation Programmes
High Commissioner for Human Rights Mary Robinson told the Commission on Human
Rights this afternoon that the number of refugees and displaced persons in the Kosovo conflict was still growing. In her weekly update on the situation in the Balkans, Mrs. Robinson said human-rights violations in the Federal Republic of Yugoslavia had not ceased, and again urged responsible authorities there to work in concert with the international community to reach a peaceful resolution to the conflict. Her comments came after the Commission completed the debate on its agenda item on advisory services and technical cooperation in the field of human rights. World Food Programme is planning to raise the vegetable oil ration to 100 per cent in early September, and to bring back to the full ration corn-soya blend and pulses in October. In addition, the authorities have started easing up on some of the restrictive measures introduced earlier this year, and UNHCR is looking into ways of addressing the security concerns of the authorities without any further limitations of the refugees' movement.

Background
The office of the United Nations High Commissioner for Refugees was established on 14 December 1950
by the United Nations General Assembly. Its aim is to lead and coordinate the necessary action to protect refugees worldwide and to help resolve their problems. It strives to ensure that everyone can exercise the right to seek asylum and find safety in another country. In over fifty years, the UNHCR has helped an estimated 50 million people restart their lives. At the beginning of 2004, the global population of refugees and people looked after by UNHCR was estimated at 18 million. Of this figure approximately 4,2 million live in Africa.
About the UNHCR in South Africa
UNHCR opened its office in South Africa, in 1991 to assist with the return of South African exiles, who had fled the country during apartheid. Three years later, UNHCR signed a Basic Agreement with the Government, which formally defined the organisation’s role in South Africa.

FORMER UN HIGH COMMISSIONER FOR REFUGEES WILL GIVE FRIDTJOF NANSEN MEMORIAL LECTURE AT UNU On 12 December, the United Nations University (UNU), in cooperation with the Royal Norwegian Embassy and the Japanese Minstry of Foreign Affairs, will host the 2001 Fridtjof Nansen Memorial Lecture. The lecturer will be Mrs. Sadako Ogata ,, former United Nations High Commissioner for Refugees, who will speak on the topic of "State Security - Human Security." Mrs. Ogata is currently co-chair of the Tokyo-based Commission on Human Security and Resident Scholar at Ford Foundation in New York, where she is writing a book examining the impact of global trends on the refugee protection regime. Mrs. Ogata was Japan's representative on the UN Commission on Human Rights from 1982 to 1985, and served as UN High Commissioner for Refugees, from February 1991 to December 2000, having been re-elected twice. She has a long and distinguished international career in issues related to human rights and international relations, and has served on numerous government advisory councils and the boards of academic associations and foundations. The Fridtjof Nansen Memorial Lecture is held annually to commemorate the life of Norwegian explorer, scientist, humanist and Nobel laureate Fridjtof Nansen. Born in 1861, Nansen undertook several expeditions to the Arctic. He served as Norwegian Delegate to the League of Nations and as Rector of St. Andrew's University in Scotland. In 1922, Nansen received the Nobel Peace Prize for his achievements as High Commissioner for Refugees of the League of Nations.

Since the 1960s most of its economic assistance has gone to refugees created by tribal and political conflicts and civil wars.
