The Office of the United Nations High Commissioner for Refugees (UNHCR) was originally established by the General Assembly of the United Nations for a three-year period from January 1, 1951, to December 31, 1953, but it has since been voted successive five-year extensions through 1958, 1963, 1968, and 1973. Within the framework of the United Nations, the UNHCR superseded the International Refugee Organization (IRO), 1947-1952, which had in its turn taken over the refugee work of the United Nations Relief and Rehabilitation Administration (UNRRA), 1943-1947.
With headquarters in Geneva and at present some thirty branch offices situated in strategic spots throughout the world in addition to special representatives and correspondents, UNHCR is not a specialized agency but an integral part of the UN, its High Commissioner being nominated by the Secretary-General and elected by the General Assembly.
The UN provides administrative expenses and extends to the High Commissioner permission to obtain appropriations for current programs from individual governments and to accept contributions from private sources. The funding target for any given year is determined by the Executive Committee upon recommendation of the High Commissioner whose budget varies in response to the needs of the time. Special programs are specially financed. For example, early in the 1950's the Ford Foundation provided a grant of about $3,000,000 (increased to about $8,000,000 with matching funds from other sources) to carry out pilot projects in the economic integration of refugees in Austria, Germany, France, and Trieste, and on the resettlement of refugees in Latin America, Canada, and Australia.

United Nations High Commissioner for Refugees, Office of the
(UNHCR), organization established as the successor to the International Refugee Organization by the UN General Assembly on Jan. 1, 1951, to provide legal and political protection for refugees until they could acquire nationality in new countries of residence. With its main office in Geneva and branch offices situated in important countries of asylum, the UNHCR intervenes with the various national governments in order to ensure such minimal rights as freedom from arbitrary expulsion, access to the courts, the right to work and to educational opportunities, and possession of identity and travel documents. Financed primarily by voluntary governmental contributions, the UNHCR also provides social and economic aid. The UNHCR initially focused its efforts on aiding refugees and displaced persons in Europe after World War II. In later decades effort was shifted to resettling refugees who were the victims of war, political turmoil, or natural disasters in Africa and parts of Asia and Latin America. The UNHCR was awarded the Nobel Prize for Peace twice, in 1954 and 1981.

Mr. Chairman, Mrs. Sadako Ogata, the High Commissioner for Refugees much regrets that at the last moment she was unable to travel here today and deliver her statement herself. She asked me to deliver it for her, and thus, I quote: "Over the last several weeks my office has faced one of the worst humanitarian catastrophes in recent years. The conflict in Eastern Zaire has forced a million Rwandan and Burundi refugees to desert their camps and many thousands of Zairians to flee their villages. As a result, an unknown number of women, children and men have died in recent days, many through lack of food. I am therefore extremely grateful for this opportunity to address the World Food Summit. The commitments, objectives and actions laid down in the Plan of Action are of fundamental importance to the work of my office, to protect and assist refugees and to find solutions to their plight. Today, there are more than 26 million refugees, internally displaced and other persons of concern to my office worldwide, victims of persecution and conflict. As we have experienced in many regions, poverty, famine and unfair land distribution policies, frequently linked to social discrimination and bad governance, risk leading to social instability and may exacerbate ethnic and other communal tensions. Ultimately, they cause outright conflict and large-scale refugee movements.

AT THE EXECUTIVE COMMITTEE MEETING OF THE OFFICE
OF THE UNITED NATIONS HIGH COMMISSIONER
FOR REFUGEES (UNHCR)
2 October 2001 This meeting of the Executive Committee takes place at a moment when we are commemorating the 50th anniversary of the 1951 Geneva Convention on the Status of Refugees. The Convention, with its 1967 Protocol, is and remains the foundation of the international protection regime for refugees. 1. There must be no corrosion of the international protection regime At the time of its publication, the 1951 Convention was undoubtedly an innovative and courageous document. It has been truly a lifeline for so many millions of persons in all parts of the world, who have been able to flee the horrors of persecution and to begin once again fully to realise their personal dignity, their inalienable rights and their rich talent. It is important that we celebrate its 50 th anniversary with that same innovative spirit and courage with which it was launched. It would be indeed be sad if, especially in parts of the world that have witnessed such widespread economic prosperity in the past fifty years, we were to witness a subtle move towards a narrower and more restrictive interpretation of the Convention. It would be sad if serious inadequacies in the application of the Convention were to be overlooked or tolerated or if a slow but constant erosion were to enter into the international protection system.
