Prix Nobel en 1936 Politique Carlos Saavedra Lamas est convaincu que les nations doivent se donner les moyens de régler pacifiquement les conflits qui peuvent surgir entre elles. Entre 1932 et 1935 une guerre terrible oppose la Bolivie et le Paraguay (la guerre du Chaco). Pour mettre fin à ce conflit, il organise et préside un comité international de médiation qui aboutit à la signature d'un armistice en 1935 qui règle définitivement le conflit en 1938. Cette action lui vaudra le prix Nobel en 1936. Son activité en faveur de la paix est infatigable, il est contre toute politique d'intervention. Dans les années 30 il va élaborer un " pacte anti-belliqueux " qui repose sur deux idées fondamentales : toute guerre d'agression doit être condamnée. les modifications de frontières ne doivent être reconnues que si elles ont été réalisées par voie pacifique. Ce Pacte sera signé par tous les Etats américains et par 11 autres Etats.

Carlos Saavedra Lamas (1878-1959) Carlos Saavedra Lamas nacio en Buenos Aires en 1878 , abogado y político era bisnieto de Cornelio Saavedra, presidente de la Primera Junta, establecida el 25 de mayo de 1810 y se graduó en la Facultad de Derecho de la Universidad de Buenos Aires en 1903, con medalla de oro.En la Facultad de Filosofía y Letras fue profesor y fundador de la cátedra de Sociología. En la de Derecho y Ciencias Sociales creó la de Legislación del Trabajo. El derecho internacional lo contó entre sus personalidades más notables, siguiendo la trayectoria de Luis María Drago, sobre todo en los arbitrajes. Fue miembro de la Corte Permanente de Arbitraje de La Haya. En 1928 fue elegido por el voto unánime de los representantes de 56 naciones como presidente de la XI Conferencia Internacional del Trabajo, reunida en Ginebra. Entre otros foros internacionales, Saavedra Lamas presidió también la Asamblea de la Sociedad de las Naciones en Ginebra. Fue ministro de Justicia e Instrucción Pública en 1915, ministro de Relaciones Exteriores y Culto en 1933 y 1938, y diputado nacional en dos períodos. Como canciller, fue el responsable de los éxitos que en política exterior logra el gobierno de Agustín P. Justo. Insiste en reincorporar al país a la Liga de las Naciones, mejora notablemente las relaciones con Brasil, y promueve en este contexto el intercambio de visitas entre los presidentes Justo y Getulio Vargas.
