By Reuben Staines
Staff Reporter Former President Kim Dae-jung on Thursday urged North Korea and the United States to engage in direct talks, saying the standoff over Pyongyang¡¯s nuclear weapons programs is entering a ``very ominous¡¯¡¯ stage. ``The current situation surrounding the Korean Peninsula is reaching crisis point,¡¯¡¯ Kim said during a lecture at Hanshin University in Osan, Kyonggi Province, referring to news reports that North Korea may be preparing to conduct a nuclear test. He said Washington and Pyongyang should urgently meet and hammer out a framework to resolve the deepening nuclear standoff. ``North Korea must completely abandon its nuclear programs and the United States must guarantee the security of North Korea and lift economic sanctions,¡¯¡¯ said Kim, who was awarded a Nobel Peace Prize for his ``sunshine¡¯¡¯ policy of engaging the communist North. ``If and only if North Korea and the U.S. come forward with this kind of approach can the six-way talks act to guarantee the deal,¡¯¡¯ he said. The comments came one day after an announcement by the North that it has finished unloading 8,000 spent fuel rods from its Yongbyon reactor and will transfer them into cooling tanks for reprocessing into weapons-grade plutonium.

But the scandal took an unexpected twist Friday as it was found to have been continued even under the following Kim Dae-jung administration, a major blow to the former president, who has been praised for his decades-long fight for democracy. ``The nation's intelligence agency continued wiretapping until March 2002 under the Kim Dae-jung administration,'' Kim Seung-kyu, director of the National Intelligence Service (NIS), said in a press conference. ``Since the inauguration of the Kim administration, NIS' wiretapping had been reduced in scope and size, but it continued.'' He said that when Shin Gunn was chief of the state spy agency in early 2002 it stopped bugging.

The Oval Office 12:03 P.M. EST PRESIDENT BUSH: Everybody in? It's been my honor to welcome President Kim here to the Oval Office. We had a very good discussion. We confirmed the close relationship between our two countries. We talked about a lot of subjects. And we'll be glad to answer questions on some of those subjects, but first let me say how much I appreciate this man's leadership in terms of reaching out to the North Koreans. He is leading, he is a leader. He is and we've had a very frank discussion about his vision for peace on the Peninsula. It's a goal we share. After all, we've got vested interests there. And we had a very good discussion. I made it clear to the President we look forward to working toward peace on the Peninsula, that we'll consult closely, that we'll stay in touch; that I do have some skepticism about the leader of North Korea, but that's not going to preclude us from trying to achieve the common objectives. So, Mr. President, welcome. Thank you for being here. PRESIDENT KIM: First of all, I would like to express my deepest gratitude to President Bush for inviting me to visit Washington and have this meeting with him, despite his very busy schedule, I'm sure, in these early weeks after inauguration.

A sudden announcement that the National Intelligence Service continued its illegal bugging operation under the Kim Dae-jung administration has raised hackles among supporters of the former president and puzzled onlookers. A spokesman for the elder statesman, Choi Kyung-hwan, said Sunday the NIS announcement that it continued eavesdropping for four years under Kim was another attempt to smear a government that brought about administrative reform. The statement indicates a belief that the NIS announcement was politically motivated and aimed at the Kim Dae-jung administration, which reformed the secret service. "Imagine how pained former president Kim must feel seeing people he worked with during his administration called before the prosecutors," Choi told the Chosun Ilbo on Monday. On Friday, the day the NIS dropped the bombshell, Choi said it was ¡°very regretful¡±, adding Kim¡¯s people would be watching the investigation closely. The mood around the former president then morphed into anger at President Roh Moo-hyun.

A Hot Summer for Kim Dae-jung
The camp of former president Kim Dae-jung on Tuesday reacted with unprecedented anger to a statement by President Roh Moo-hyun the previous day he could not ¡°cover up¡± claims by the National Intelligence Service that it carried on clandestine bugging operations during Kim¡¯s administration. "How can we cover up the truth?¡± Roh said Monday, calling an allegation that the announcement was politically motivated and designed to hurt the elder statesman ¡°an insult." A spokesman for the former president, Choi Kyung-hwan, shot back on Tuesday, "It is the Kim Dae-jung administration that is being insulted and targeted in a plot." Choi demanded to know what happened to thousands of bugging tapes made by an illegal surveillance team under the previous Kim Young-sam government. ¡°The essence of the eavesdropping scandal, the disclosure of political manipulations by the Kim Young-sam administration, has been turned on its head," Choi said. He said Kim Dae-jung was greatly pained by the scandal and was convinced no illegal wiretapping took place under his government given "the clean careers and transparent manner the four NIS directors who served Kim did business."

And I must conclude that the honor should go to them. I also think of the many countries and friends around the world, who have given generous support to the efforts of my people to achieve democratization and inter-Korean reconciliation. Dear President Kim:
I am writing to urge your government to allow the planned visit of the Dalai Lama to South Korea this coming November.

According to published reports, such pressure has led the South Korean Ministry of Foreign Affairs and Trade to urge the sponsor of the visit, a private group of citizens calling itself the "Preparation Committee for the Dalai Lama's Visit," to rescind its invitation.
You have a well-deserved reputation as a leader committed to the free exchange of ideas and freedom of thought, conscience, and belief. We believe that government interference with the visit would constitute a significant step backward for your administration and for South Korea.
Thank you for your attention to this important matter.

Dear President Kim,
We, a group of American film makers who seek to defend artistic freedom around the world, write to voice our grave concern about the case of Mr. Suh Joon-sik. We understand that the South Korean government is seeking to imprison Mr. Suh for five years and suspend his civil liberties for five years as a result of showing the film Red Hunt at a Human Rights Film Festival in 1997. We feel that Mr. Suh has been unfairly prosecuted for what amounts to non-violent exercise of his right to free expression.
Printer Friendly Version
Free Email Newsletter Contribute to Human Rights Watch In October 1997, Mr. Suh planned to show Red Hunt, which documents official collusion in the 1948 massacre of alleged pro-communist sympathizers on Cheju island, at the second Korean Human Rights Film Festival on the campus of Hong-ik University. After he refused to submit the film to national film censors for review, Korean authorities pressured university officials to withdraw permission for their campus to be used for film screenings. Mr. Suh went ahead and screened the film nevertheless, and was then charged with trespassing. Prosecutors also charged him with violating the National Security Law, because they said the film aided North Korea. Mr. Suh was originally supposed to be sentenced on July 6, 1999, but the court postponed the decision at the last minute until they viewed Red Hunt. As film makers, we recognize the incredible power of film and its ability to inspire and effect positive change. To deliberately censor an art form so rich in possibilities, so potent as a tool of unheard voices, is to rob people of a possibility to improve themselves and society. A truly democratic society, rather than censoring differing viewpoints, welcomes them as opportunities for intellectual and cultural growth.

South Korea's ex-presidents in recent weeks have been making all sorts of interesting noises. Consider Chun Doo-hwan, whose aide let it be known that the ex-dictator would like to be appointed as the government's special envoy to North Korea. Few would have thought of the old coup artist as the type for a sensitive diplomatic mission. But Chun's aide enthused that his boss would be just right for the job - because Chun is both hated and feared in North Korea, which tried to assassinate him when he was in office. Although it is no doubt a fascinating theory, within the current government Chun's patriotic offer to go north predictably elicited no enthusiasm.
But never mind, there are other ways for an old warhorse to serve. Chun then was said to be giving thought to returning to politics, perhaps joining with his successor, Roh Tae-woo, to start a party made up of the same political hangers-on - mostly from the city of Taegu and surrounding North Kyongsan province - who used to support the two ex-generals back in the '80s. Meanwhile, another ex-president, Kim Young-sam, said he was reviving the old political organization he used to head from his days as a pro-democracy crusader against the likes of Chun and Roh. That sparked talk that Kim also might be thinking of starting a new party - this one filled with his own old backers concentrated in Pusan and South Kyongsan province.
