Kim Dae-jung's second son faces arrest
President's son Kim Hong-up makes a public appearance before walking to the prosecutors' office for questioning Staff and wires SEOUL, South Korea Prosecutors are seeking to arrest a second son of President Kim Dae-jung on bribery charges, only a month after arresting his youngest son on charges of influence peddling. Prosecutors asked for an arrest warrant Friday for Kim Hong-up, the second oldest son of the president, who is charged with receiving bribes from businessmen. In a statement, prosecutors said he received $1.8 million in bribes from companies in exchange for using his influence in the government. The Yonhap news agency says Hong-up admitted wrongdoing. A Seoul criminal court was expected to decide Friday on whether to issue the warrant.

BBC Asia specialist Larry Jagan on the life and times of former dissident, Kim Dae-jung, President of South Korea. Kim Dae-jung was elected in December 1997 after promising voters democratic reform, and campaigns to curb corruption and the political power of the country's industrial conglomerates, known as the chaebols. He said he would start meaningful talks with North Korea's leader Kim Jong-il - a pledge which he has now made good.
Veteran leader who takes pains to look young
A veteran dissident, Mr Kim has survived several attempts on his life during 40 years in politics, one of which has left him with a permanent limp. In 1980, a military court sentenced him to death on a charge of sedition but the sentence was later commuted to life imprisonment and then reduced to 20 years in jail, during which time he taught himself English. He has long championed the democratic cause and enjoyed the loyal support of the trade unionists and the militant students during his long political career.

Kim Dae-jung says U.S. South Korea relations strong
Kim Dae-jung urged the U.S. to support a peace process on the Korean peninsula SEOUL, South Korea South Korean President Kim Dae-jung has returned home from the United States saying relations between the two countries are strong. U.S President George W. Bush expressed support both for Kim's policy of engaging communist North Korea and his hopes for a visit from its leader, Kim Jong Il, the South Korean president said. But his U.S. counterpart also raised questions about the reliability of Kim Jong Il and said he would not immediately resume negotiations on the communist regime's missile program until after his administration finishes a review of its policy toward North Korea. U.S. officials say North Korea is a major exporter of missile technology to Syria, other Middle Eastern countries and Pakistan. "It is true that President Bush expressed some skepticism about North Korea," Kim said, adding that South Korea will take such skepticism into account in establishing policies in the future and relay such concerns to North Korea.

Heritage Lecture #696 Mr. Ministers, excellencies, honored guests, ladies and gentlemen: It is an honor to be invited to take part in this commemoration of the first three years of Kim Dae-jung's presidency. I thank our friends at the Kim Dae-jung Peace Foundation for the Asia-Pacific Region for inviting me to participate in this historic conference. The work of the Kim Dae-jung Peace Foundation is well-known and admired by individuals around the world who share a strong and abiding belief in democracy and the rule of law as the principles that must guide all people who strive to build a civil society. I particularly thank my old friend Dr. Chang Heng-Hoon, the Secretary General of the foundation, for his leadership in assembling this international program of renowned scholars and leaders to commemorate this very exciting anniversary. To be included in this commemorative event is especially meaningful for me, because not only is President Kim a political leader whom I greatly admire and respect, he is also a friend and colleague of many years. Nearly 20 years ago, when he was living in exile in the United States, we at The Heritage Foundation were honored to host Kim Dae-jung for a variety of seminars and conferences. He taught us a great deal about the need for structural, political, and economic reform in Korea, and he articulated his views favoring a free and open market system to produce long-term economic vitality for Korea.

The year 2000 will long be remembered as the occasion of the historic summit between South Korean president Kim Dae-Jung and North Korean leader Kim Jong-Il. The meeting presented pleasant surprises not only to Koreans in the North and South but also to people around the world. Kim Dae-Jung was rewarded for his efforts with a Nobel Peace Prize. Given this, Kim deserves to relax. However, there’s little reason for him to do so. One matter for concern, perhaps the most important one, is that President Kim’s political influence has grown weaker. The majority of South Koreans disapprove of his government. With less than one-and-a-half years left in his term, more than two-thirds of the people have turned their backs on Kim. After his inauguration in February 1998, Kim Dae-Jung saw his approval rating skyrocket to as high as 80 percent. But the latest polls show that even his loyalists are defecting; at present, only 18.6 percent of South Koreans are willing to support him ( JoongAng Ilbo , June 4, 2001). Meanwhile, opposition camps led by the Grand National Party (GNP) and its president, Lee Hoi-Chang, are repeatedly reported to have a very good chance of winning the next presidential election, scheduled in December 2002. In short, President Kim’s political clock seems to be running out of time.

Former President of Korea and Nobel Peace Prize Winner
Former President Kim Dae-jung was born on December 3, 1925 in a small village on an island of South Korea's southwestern coast. He graduated from a commercial high school in 1943. When the Syngman Rhee Administration (1948-1960) began to become increasingly dictatorial, he decided to enter politics. His political career proved to be rather turbulent from the start. He was elected to the National Assembly in a bi-election in 1961 after two unsuccessful bids, but, within three days of his election, the National Assembly was dissolved following a military coup d'etat led by Major General Park Chung Hee. When he was elected again to the National Assembly in 1963, he began to emerge as a junior leader within his own party. He served as the spokesman for the Democratic Party in 1965 and became the chairman of the party's Policy Planning Committee the following year. As President Park Chung Hee sought constitutional revisions in 1969 to allow himself to run for a third term, Kim Dae-jung gave an address against the scheme in an outdoor rally, and he was widely acclaimed for his vision and courage. He was chosen the presidential candidate of the New Democratic Party in 1971, running against the all-powerful incumbent, Park Chung Hee. Despite the obstructionist tactics and illegal electioneering practices of the ruling party, he garnered over 46 per cent of the votes cast.
