Words cannot describe my emotion as I stand here today.
In the past, I spoke to you as the leader of the opposition party. On those occasions, I repeatedly pointed out that the Republic of Korea would be able to reform its domestic politics and confront North Korea with confidence only if it renounced authoritarian rule and embraced democracy.
You gave me full support on this, and now, I stand here before you as the president of the first genuinely democratic government since the founding of the Republic 50 years ago. As I look at this audience, I see many familiar faces and good friends who have been unfailing in their support of me throughout the years. Thank you for your support. My success is your success.

JIM LEHRER: In your dream world, do you see North and South Korea coming together again? Is that your goal? KIM DAE JUNG: To realize peace on the Korean peninsula, and to develop exchange, cooperation between both Koreas, they are the, you know, immediate target of our government. Unification is not our present goal. That is a future program. ELIZABETH FARNSWORTH: Long before he was elected president, Kim, now 75, spent four decades struggling for democracy in South Korea. He entered politics in the 19t0s and became a member of the national assembly in 1961. As the opposition leader he rose to major prominence by nearly defeating then-dictator Park Chung-Hee in 1971. In subsequent years, he spent a total of 15 years either under house arrest in prison or living in exile. He ran three more times for president, finally winning in 1997. When the new president of South Korea, Kim Dae Jung, is sworn in on February 25, he will be confronted with seven daunting challenges that comprise the most formidable trial for his nation since its liberation from Japan in 1945. This will be no ordinary change of government. President Kim's success or failure will determine not only the immediate future of Korea but the security posture of the United States in Northeast Asia, where 80,000 American troops are stationed in Korea and Japan in a single area of military operations. In addition, the fate of the new government will affect other Asian nations struggling to right their capsized economies, to sort out issues of governance, and to find safety in a volatile region. Until now, South Korea had been among the leaders of the "Tigers of Asia," the fastest developing nations in an increasingly interlocked region. Despite the immensity of the tasks before him, Kim Dae Jung is given an even chance for success by many Koreans, even those who did not vote for him, and by some foreign observers, including this correspondent who has known him for more than a quarter century. Kim Dae Jung's inauguration as South Korean president
From opposition leader to IMF linchpin
By Peter Symonds 11 March 1998 Amid a rapidly deepening economic and social crisis in South Korea, long-time opposition figure Kim Dae Jung was formally sworn in as president on February 25 at an elaborate ceremony attended by 45,000 people, including pop stars, diplomats, businessmen and political leaders. Every previous South Korean president and prime minister was on the guest list. The event illustrated the degree to which this 74-year-old veteran politician has become the linchpin for the maintenance of capitalist rule in South Korea. Kim has been widely hailed in the world media as a symbol of the struggle for democracy in Asia. He did, in fact, suffer persecution, long periods of imprisonment and attempts on his life in retaliation for his opposition to the military dictatorships which ruled South Korea for much of the post-World War Two period. He was a leader of the bourgeois opposition to the military regime and, at various times, had substantial support among workers and oppressed layers of the middle class. In reality, however, he always represented social interests distinct from and fundamentally antagonistic to those of the working class. To an increasing extent he became the spokesman for those sections of Korean business that were impeded by the military's close relations with the large corporations known as the chaebol.

Korean unemployment doubles in six weeks
By Peter Symonds 3 April 1998 Unemployment levels are soaring in South Korea, as the newly installed Kim Dae Jung government, backed by the trade unions, implements the International Monetary Fund's economic restructuring program. The official jobless rate has climbed far more rapidly than predicted. At the end of January, it stood at 660,000, or 3.2 percent, the highest level in 11 years. By mid-March, the figure had more than doubled to 1.65 million, or 8 percent, and it is expected to reach two million by the end of the year. Even by these official figures, one million jobs have been destroyed in just six weeksan average of 160,000 every week. The actual toll is far more serious. The government's statistics exclude the underemployed and those able to secure only casual work. Unemployment and other welfare benefits are almost nonexistent in South Korea. Many unemployed workers are in dire poverty, and the level of homelessness is rising. According to one report, at least 5,000 people are now sleeping on roadsides or in subway stations.

In the 1980s, some of thegreatest heroes of freedom were the political prisoners of repressiveregimes Lech Walesa in Poland, Vaclav Havel in Czechoslovakia,Nelson Mandela in South Africa, and Kim Dae-jung, who faced a deathsentence in South Korea after years of unjust and brutal treatment bythe government. How very different things are now. Lech Walesa waselected Poland's President; Vaclav Havel and Nelson Mandela are thePresidents of their countries; and Kim Dae-jung is here today asPresident, after the first ever democratic change of power from thegoverning party to the opposition in the 50-year history of theRepublic of Korea. (Applause.)     When Kim Dae Jung stood for election for the office of president of South Korea in 1997, he was given a seem-ingly modest gift. Nelson Mandela sent him a well-used wristwatch. It was the one that he had used to count the hours during the 27 years he spent as a political prisoner on Robben Island in South Africa. "I hope it will bring you luck" wrote Nelson Mandela. By Christian Borch Kim won the election. For the first time, South Korea experienced a switchover of power which was the result of an open, democratic process. When he moved into the presidential residence in Seoul in February 1998, Kim Dae Jung saw the realisation of a lifelong political dream, after decades of persecution, torture, death sentences and imprisonment. Like Nelson Mandela he had never accepted compromise. Reconciliation June 13th 2000 will go down in history as a turning point in one of the most bitter conflicts of our time. Kim Dae Jung was officially received in Pyongyang in North Korea. This was the first stage of a policy of reconciliation which it had been impossible to implement under any of the previous leaders of South Korea. In the weeks that followed, the world witnessed the sight of hundreds of Koreans throwing themselves into the arms of close relatives whom they had neither seen nor spoken to for almost fifty years.

    , this one got to its point faster than most: Zip-lock bags of human excrement mailed to MPs recently by long-suffering voters summed up their sense of betrayal with all South Korean politicians. But President Kim Dae Jung is getting most of the blame. He promised in 1997 that the country's democracy would be burnished and its shattered economy remodelled, but voters see next to no change. They are making their displeasure felt as well as smelt. President Kim's popularity ratings have dived below 30%, to the surprise of an international community that still reveres him. He's seen as a lame duck leader 19 months from a presidential election he is barred from contesting under a constitution that allows only one term. His party was thrashed in local by-elections in late April. His support-base of students and blue-collar workers are furious at job cuts. The economy is in a tailspin, exposing his patchy record on reform. Major parties bicker endlessly, instead of trying for compromise.
