The ILO was established through the Treaty of Versailles (along with the League of Nations) in 1919. Thus, for over eight decades, it has been the major global exponent of social justice and freedom from discrimination. Enshrined in the ILO's Declaration of Philadelphia is its premise that "There can be no lasting peace without social justice". It thus sets the tone for the UN principle that "all Human Beings, irrespective of race, creed or sex, have the right to pursue both their material well-being and their spiritual development in conditions of freedom and dignity, of economic security and equal opportunity".
Structure in Pakistan
Elimination of Child Labour

During the biennium 2000-01, IPEC has the second largest programme in Pakistan of all member States of the ILO, with a total commitment of US$ 700,000 for the country programme. In addition, donors have committed more than US$ six million for three years in a sector specific projects. IPEC in Pakistan aims to target about 26,000 working children and their younger siblings during this biennium. Until now, more than 40 per cent of the target group has been achieved.
It is worth mentioning that a South-Asian sub-regional Project on Prevention of Family Indebtedness with Micro finance Schemes and related Services is recently initiated in agriculture sector in Sindh. The objective of this Project is to prevent families from getting bonded through micro finance and related services such as health, education and capacity building for income generation. Besides, the Project would also play its role in rehabilitating the already freed bonded labourers through similar services. The Project would be expanded to the brick kilns sector of Punjab in future.

The General Conference of the International Labour Organization, Having been convened at Geneva by the Governing Body of the International Labour Office, and having met in its 87th Session on I June 1999, and Considering the need to adopt new instruments for the prohibition and elimination of the worst forms of child labour, as the main priority for national and international action, including international cooperation and assistance, to complement the Convention and the Recommendation concerning Minimum Age for Admission to Employment, 1973, which remain fundamental instruments on child labour, and Considering that the effective elimination of the worst forms of child labour requires immediate and comprehensive action, taking into account the importance of free basic education and the need to remove the children concerned from all such work and to provide for their rehabilitation and social integration while addressing the needs of their families, and Recalling the resolution concerning the elimination of child labour adopted by the International Labour Conference at its 83rd Session in 1996, and

However, Its standard-setting mandate was later broadened to include more general, but related, social policy, human and civil rights matters. Shortly before becoming an agency of the newly-formed United Nations in 1946, the ILO adopted what is now known as the Philadelphia Declaration, which affirmed the following fundamental principles:

    OTTAWA, ONTARIO - - On behalf of the Government of Canada, the Honourable Claudette Bradshaw, Minister of Labour, is pleased to announce the official visit of Mr. Juan Somavia to Canada from October 14-18, 2001. Mr. Somavia is the Director General of the International Labour Organization (ILO), a specialized agency of the United Nations that promotes social justice and internationally recognized human and labour rights. During his time in Canada, the Director General will meet with business and labour leaders, federal Cabinet Ministers, Members of Parliament and government officials, and representatives of civil society groups and the academic community. He will also address the XII Inter-American Conference of Ministers of Labour. "I am delighted to welcome Mr. Somavia. Canada has long supported the ILO in its efforts to improve the lives of working people everywhere. Globalization and trade integration are presenting new challenges to the world community.     The right to education and the right to work are very closely linked. UNESCO and ILO have cooperated in the field of the status of teachers and of Higher-Education teaching personnel. In this matter, they have adopted two recommendations:
    - Recommendation concerning the Status of Teachers, adopted by the Special Intergovernmental Conference on the Status of Teachers, Paris, 5 October 1966.
    - Recommendation concerning the Status of Higher-Education Teaching Personnel, adopted by the General Conference of UNESCO at its twenty-ninth session, Paris, 11 November 1997.

    ID: 12684 Date Added: 2003-01-23 2:12 pm Date Modified: 2003-06-19 11:50 am In conformity with the desire expressed by the 1966 Intergovernmental Conference, a joint ILO/UNESCO Committee of Experts on the Application of the Recommendation concerning the Status of Teachers was created in 1968 by the governing bodies of UNESCO and ILO. Furthermore, the two Organizations have jointly published a brochure to popularize knowledge and use of the Recommendation of 1966. The brochure is a handy tool to make daily use of international standards for teachers and aims at prompting decision-makers and teachers to use the 1966 ILO/UNESCO Recommendation Concerning the Status of Teachers in their work. In this brochure, teachers and education authorities can find dozens practical uses for these norms in dealing with complex matters such as recruitment, training, performance evaluation, salary and working conditions, and participation in major education reform. Experience has repeatedly demonstrated that where governments fail to involve teachers in the planning of major new education reform, the reform fails.

It was founded in 1919 and is the only surviving major creation of the Treaty of Versailles which brought the League of Nations into being and it became the first specialized agency of the UN in 1946. The ILO formulates international labour standards in the form of Conventions and Recommendations setting minimum standards of basic labour rights: freedom of association, the right to organize, collective bargaining, abolition of forced labour, equality of opportunity and treatment, and other standards regulating conditions across the entire spectrum of work related issues.
