Multilateral approaches to the nuclear fuel cycle
In the latest Lowy Institute Issues Brief, "Multilateral Approaches to the Nuclear Fuel Cycle", former Australian Governor on the Board of the International Atomic Energy Agency, Lance Joseph, addresses nuclear proliferation dangers of today and how these might be addressed. It would help, for example, if proliferation-sensitive technologies — enrichment and reprocessing — were put under multilateral control. Australia, with its strong non-proliferation credentials, might take a leading role with a coalition of countries to build support for such an approach.

Transnational Asset Finance and Security
This Course considers the phenomenon of credit and security in the financing of commercial transactions involving moveable assets, as well as intellectual property rights. In particular, it will examine the concept of security and the legal and economic justifications for taking security. The issue of legal reform is considered in the UK and more widely within the EU. Model laws are identified, for example, the North American Personal Property Security legislation. The dilemma of ensuring priority for financiers of valuable assets moving between frontiers is identified. Financial instruments as mechanisms for raising funds and notably the securitisation of receivables will be examined. Module Director: Professor Iwan Davies

This session centred on Prof. Sands’s new book, Lawless World: America and the Making and Breaking of Global Rules . In his introduction, Prof. Lim shared his understanding of Sands’ book, interpreting Sands to mean that the international legal order established since WWII has steadily eroded. What the US President Roosevelt and British Premier Winston Churchill sought to institute as foundations of the global framework –human rights, free trade, regard for basic standards of international behaviour –have been disregarded by these same countries today. This is evidenced by the US opposition to the International Criminal Court and the Kyoto Protocol. Such acts of the US and UK have led many to view them as attempts to remake international law, creating a new international legal order.

Before the World Trade Center and Pentagon attacks on September 11, 2001, many international security specialists claimed terrorists were simply not interested in creating mass fatalities. Before the October 2001 anthrax attacks in Florida, Washington, and New York, many specialists also insisted that public fears that terrorists would use weapons of mass destruction were unwarranted. [1] Today, no one doubts that terrorists might be interested in mass destruction terrorism. Efforts to address the global threat that now exists lies in the tools of nonproliferation, namely the Nuclear Nonproliferation Treaty (NPT), Comprehensive Test Ban Treaty (CTBT), Biological Weapons Convention (BWC) and Comprehensive Threat Reduction (CTR). Recently, in a direct breech of the NPT, both Pakistan and India conducted nuclear tests (1998) and now possess nuclear weapons that have required direct attention regarding their safety and security in terms of unauthorized or accidental use or accessibility to theft or seizure by terrorist groups. The complexity of containment of nuclear weapons, materials and expertise sought by proliferators requires direct action of the international community to prevent terrorist factions or unstable states from possessing nuclear weapons. The window of vulnerability for large quantities of fissile materials (Russia's inventory through 2007) encompasses the need for counter terrorism efforts to block the formation and activities of large scale international terrorist organizations. The Institute of International Relations of Kyiv Taras Shevchenko National University The Institute of International Relations (IIR) was founded in 1944. Initially, it was the Faculty of International Relations. In the course of the Faculty development, four departments were organized. The Faculty changed its status to that of an Institute in 1990. Currently, the IIR consists of the Departments of International Relations, International Law, International Economic Relations and International Information. The IIR provides training to more than 2,500 students, post-graduates and trainees. About 250 of them are foreigners from over 50 countries. 350 students participate in programmes of the Extramural Department. The IIR offers Bachelor's and Master's degree programmes. Research is an integral part of the international specialist training. The scholars of the Institute are actively engaged in the study of theoretical and applied issues of international relations and Ukrainian foreign policy, country studies, international business relations, international law, and contemporary humanitarian problems as well as linguistics. The research results are widely used in the teaching process to develop new general and specialized courses.
