SECRETARY OF STATE CORDELL HULL'S STATEMENT ON RELATIONS WITH THE FRENCH REPUBLIC June 5, 1941 [Department of State Bulletin , June 7, 1941.] In response to inquiries, Secretary Hull said on June 5: We have received some preliminary reports from Ambassador Leahy. Frankly we are very much concerned about the situation which seems to be growing up. As you know, we have throughout our history been sympathetic to the true aspirations of France. We have fought beside her. Her cause has been our cause. The principles of free, representative government by the people have been the bases of the democratic institutions of both of our countries. In her present difficult situation we have given concrete evidence of our sympathetic friendship and thought for the well-being of the French people and the French Empire. We have continued to maintain full and friendly diplomatic relations with the French Government at Vichy and have received its emissaries freely in this country. We have given the fullest and most sympathetic consideration to financial problems connected with the maintenance of French establishments, not only in this hemisphere but in the Far East, both diplomatic and semi-official services. We have, through Admiral Leahy, the American Ambassador at Vichy, consistently conveyed to the French Government our understanding of the difficulties of their position and our determination to be of every assistance we could in solving their problems for the ultimate benefit of the French people. We have made clear to the French Government that a basic policy of this Government was to aid Great Britain in her defense against those same forces of conquest which had invaded and are subjugating France.

SECRETARY OF STATE CORDELL HULL'S STATEMENT ON FRANCO-GERMAN COLLABORATION June 13, 1941 [Department of State Bulletin , June 14, 1941.] In response to further inquiries since his statement of June 4, 1941, the Secretary of State said on June 13: "From the standpoint of the French people and others who have a love for freedom and have freedom, the attitude of the present Government of Vichy is a matter of the deepest disappointment and sorrow. "The original scheme of the Darlan-Laval group to deliver France politically, economically, socially, and militarily to Hitler seems now to have been brought out into the open by a succession of public statements by French authorities and especially those by Messrs. Laval and Darlan. "But aside from the situation in Syria and considering the broader aspects of Franco-German collaboration, the public statements of the Darlan-Laval element demonstrate that the people of France are expected not only to surrender permanently and unconditionally their loyalty to all French traditions, institutions, liberties, interests, culture, and the entire way of life which made France great, but actually to transfer all of these loyalties-all hope of the future-to Hitler in the hope of securing his personal favor. The general adoption of Hitlerism would set the world back five to ten centuries. "In a statement on June 10, Admiral Darlan, Vice Premier of France, urged the French people to conquer their illusions and consent to sacrifices and indicated that France would be utterly destroyed unless the French people should take this unprecedented and revolutionary action.

The significance of the Reciprocal Trade Agreements Act of 1934 for the present GATT/WTO system lies in a very few central ideas. They are all principles espoused by Cordell Hull. It is therefore worth understanding how these ideas came to dominate the thinking of Cordell Hull and how they led directly, under his leadership, to the Reciprocal Trade Agreements Act of 1934. Against that background we can investigate how those ideas came to be central concepts in the second half of the Twentieth Century in the GATT system. The final question addressed in this paper is whether those concepts retain validity in the Doha Round and the post-Doha world. Cordell Hull was a Democrat from Tennessee. He was therefore from his beginning adult years a low tariff proponent as fit the pattern for Democrats not just in those days but from the earliest days of the Republic. It was after all the North that had sought protection for manufactures and the South that was more interested in exports, primarily agricultural products to be sure. Indeed, this difference goes all the way back to the Constitution itself, when it was the Southerners who backed the prohibition on export taxes. In Hull's days the economic truth that a country that taxes imports will find it harder to export was instinctively understood in the South.

Byrdstown, TN
The Cordell Hull Birthplace and Museum is a historic site owned by the State of Tennessee. It was placed under the TN Department of Environment and Conservation, Division of Parks in June 1997 by an act of the Tennessee General Assembly. The site is located on 45-acres on the Highland Rim, near Byrdstown, north of Cookeville, near the Kentucky border.
The site consists of a representation of Hull's log cabin birthplace, an activities center and a museum housing documents and artifacts. The collection includes his Nobel Peace Prize that is on display.

Deeply influenced by the political outlook of Woodrow Wilson and a firm believer in the removal of tariffs and trade barriers. 1933 - As Secretary of State, Hull sponsors the Montevideo Conference. 1934 - Later succeeds in persuading Congress to pass the Reciprocal Trade Agreements Act which sets pattern for tariff reduction and later leads to the 1944 General Agreements on Tariffs and Trade (GATT) summit. In the 1930s, Hull is the master organizer of President Roosevelt's Latin American Good Neighbor Policy and an advocate of the principle of non-intervention in the affairs of smaller nations. 1941 - Hull stands up for the rights of China and other nations against Japan's war of aggression throughout East Asia. During World War II - Hull opposes the Allied policy of strict unconditional surrender towards Germany, arguing that it will only reinforce the Nazi regime's hold on power and leave the German people and armed forces with no other option but to continue fighting. 1943 - At Moscow Conference of Foreign Ministers (Vyashlev Molotov, Athony Eden, Cordell Hull), Hull secures unanimous Allied pledge to carry on duty of guarding international peace and security in the postwar era which leads to the creation of the United Nations Organization.

Cordell Hull Dam, Lock and Powerhouse
Cordell Hull Dam, just north of Carthage, forms Cordell Hull lake. The dam and lake are one of many in the area which provide hydroelectric power. The lake is managed by the United States Army Corps of Engineers. The dam, powerhouse and lock are not open to the public. However, there is a nice parking area where you can view the massive structure. There are also picnic tables along the drive leading from TN 283 to the dam. Cordell Hull Dam is about two miles north of TN 25 just off TN 283. For more information, please visit the official web site:

Abstract: This collection consists of various materials which relate to the planned one-hundredth anniversary observance in 1971 of the late U. S. Secretary of State Cordell Hull, a native Tennessean. This anniversary also coincided with the twenty-fifth anniversary of his receipt of the Nobel Peace Prize in 1946 and the fortieth anniversary of his election to the U. S. Senate in 1931. Administrative Information Scope and Content: In conjunction with Hull's one-hundreth anniversary observance, U T Professor of Political Science and International Law, Salo Engel, supervised the editing of a proposed volume of essays evaluating various aspects of Hull's career, especially his service as U. S. Secretary of State during the Franklin Roosevelt administration. Among those contributing manuscripts for the proposed volume were the following: Sen. Albert Gore (D., Tenn.), Stanley J. Folmsbee, James A. Farley, Dean Rusk, and Averell Harriman.
