He was born on 14 September 1864. He married Lady Eleanor Lambton , daughter of George Frederick D'Arcy Lambton 2nd Earl of Durham and Lady Beatrix Frances Hamilton , on 22 January 1889. He died on 24 November 1958 at age 94.
He gained the title of 1st Viscount Cecil of Chelwood.
