Brown mfbrown@u.arizona.edu Office: Old Chemistry 226 Phone: Fax: Curriculum Vitae List of Publications Research Group Homepage Research Summary Physical Chemistry and Biochemistry; Nuclear Magnetic Resonance Spectroscopy Research in the Brown group centers about the development and application of nuclear magnetic resonance (NMR) techniques for the investigation of complex systems, including liquid crystals and lipid bilayers, membrane associated peptides and proteins, and nucleic acids. The interplay of structure as studied by NMR with material properties and biological function is a major point of emphasis. We are also using fast photochemical methods to study the molecular basis of visual excitation in rhodopsin-containing membranes.

Some programs he has advocated for include: New Hampshire Public Television, AIDS Response Seacoast and the AIDS walk, Alternative Spring Break, Habitat for Humanity, City Year, LGBT, and Lamprey Health Care, where he has volunteered and worked for the last 4 years. Mike explains that his work at Lamprey Health Care has really allowed him to grow and reach out to people. He has worn various hats in his time there from coordinator of an Outreach Program for asthma sufferers (he himself is an asthma sufferer) to a supervisory position in the Medical Records department. Brown's Birth, and Death
Justice Earl Warren did more inadvertent damage to our democracy than any other 20th-century American. When he and his Supreme Court colleagues issued the Brown v. Board decision, they set off a cycle of political viciousness and counter-viciousness that has poisoned public life ever since, and now threatens to destroy the Senate as we know it. Instead, Warren and his colleagues invented a right to integration, overturning more than a half-century of established precedent, and imposed a solution more extreme than the policies of just about any other comparable nation. Southern voters became alienated from their own government, feeling that their democratic rights had been usurped by robed elitists. Liberals lost touch with working-class Americans because they never had to have a conversation about values with those voters; they could just rely on the courts to impose their views. McPhie, Member OPINION AND ORDER These cases are before the Board on interlocutory appeal from the administrative judge’s September 25, 2002, orders certifying for review by the Board his September 11, 2002, rulings.  The administrative judge  ruled that in an annuity overpayment appeal and a representative payee appeal, where the appellant is incapable of representing himself and is unwilling to allow himself to be represented by pro bono counsel, the appropriate disposition under French v. Office of Personnel Management, 810 F.2d 1118 (Fed. Cir. 1987), is to dismiss the appeals without prejudice, subject to refiling at an indefinite, future date when the appellant regains his competency.  The administrative judge  further ordered the Office of Personnel Management not to initiate collection of the alleged annuity overpayment.  For the reasons set forth below, we AFFIRM the administrative judge’s dismissal of the appeals without prejudice. BACKGROUND The appellant appealed a reconsideration decision of the Office of Personnel Management (OPM) finding that he was overpaid $46,695.10 in annuity benefits under the Federal Employees’ Retirement System (FERS).  MSPB Docket No. DC-0842-01-0304-I-2, Initial Appeal File (IAFI2), Tabs 1, 4, 6, 9.  Based upon information provided by the appellant to the administrative judge indicating that he resided in a Maryland State psychiatric hospital, that he was unable to proceed with his appeal, and that his competency may be at issue, the administrative judge  dismissed the appeal without prejudice to its automatic reinstatement two months later.  IAFI2, Tab 9.

RULING ON CLAIMANT’S UNOPPOSED MOTION FOR FEES AND COSTS
On January 21, 2004, this Department issued a ruling in favor of the claimant, holding that an injury he incurred arose out of and in the course of his employment. That ruling followed the defendant’s denial of the claim, the filing of a record and legal arguments of counsel. In this post decision request, claimant’s counsel seeks attorney fees and costs. In support of this request, counsel filed the attorney contingency fee agreement and affidavit listing a total of $1,302.22 in expenses. Under 21 V.S.A. § 678 (a) and Workers’ Compensation Rule 10.000, an award of reasonable attorney fees is discretionary and an award of necessary costs mandatory when supported by the fee agreement and evidence establishing the amount and reasonableness of the request.

Every week, a group calling itself the Orange County Catholics gathers in a different member’s house and recites the Prayer to St. Michael the Archangel. "St. Michael the Archangel, defend us in the day of Battle. Be our safeguard against the wickedness and snares of the Devil," they whisper while kneeling on the floor. They then speak about the sinner to whom they direct the 19th-century prayer: Orange Diocese Bishop Tod D. Brown, a man whom one former Catholic-school teacher claims is "duped by the Devil." Each Orange County Catholic (OCC) member has a personal beef with Brown. Michael and Susan Teissere of Long Beach complain Brown ignored them two years ago when they pleaded with the bishop to defrock Father Rod Stephens, Michael’s cousin, for supposedly being gay. One woman frowns at Brown’s infamous Jan. 18 nailing of his "Covenant with the Faithful" outside the doors of Orange’s Holy Family Cathedral that pledged diocesan transparency in sex-abuse cases. "Since when has it been faithful to emulate Martin Luther?" she scoffs. And almost everyone is uncomfortable that Brown serves on a national ecumenical and interreligious-affairs council. "And he aligns himself with moderate denominations, not the Jerry Falwells or Southern Baptists!" gasps another lady.

Two more states, New Mexico and Michigan, join the ranks of states that issue permits allowing law-abiding citizens to carry concealed weapons. Two thirds (33) of the American states now fall into this category, if you include Vermont, which allows non-felons to carry for any lawful purpose without a special permit. Laws that allow good citizens to carry concealed weapons are typically known as "right to carry" or "shall issue" laws. They put the burden of proof on the state to show why a citizen should be denied the right to carry a firearm, rather than requiring the citizen to show a special need. In states where the old-style "discretionary" laws are still in effect, local government officials often issue permits only to their friends, political contributors and celebrities. When the right-to-carry concept first made national headlines with passage of the Florida law in 1987, the mainstream liberal media considered it a bizarre and stupid social experiment. Anti-gun lobbyists boldly predicted that blood would flow in the streets as gun-crazed people shot each other over minor disputes. When the predicted carnage failed to materialize, the media lost interest. Reporting the success of the law did not fit their anti-gun agenda.
