Briand was born in Nantes and educated as a lawyer in Paris. He was elected as a Socialist to the Chamber of Deputies (now the National Assembly) in 1902. By 1906 he had altered his political views to such an extent that he was ousted by the Socialist party. He then became minister of education and religion, the first of 26 ministries, including 11 premierships, he would ultimately hold. In his first term as premier, he was notable for his use of force to suppress a railway strike in 1909. From 1915 to 1917, during World War I (1914-1918), Briand headed a coalition government and also directed the foreign ministry. In 1921 Briand formed a new government. Aristide Briand L'homme, ses actions : Aristide Briand, surnommé le " Pèlerin de la paix " par Louise Weiss La Lanterne Gustav Stresemann Par ailleurs, il est à l'origine, avec le secrétaire d'Etat américain, du " Pacte Briand-Kellog " du 27 août 1928, qui met la guerre " hors-la-loi ". Ce pacte est approuvé par une soixantaine de pays mais n'a qu'une valeur morale. Richard de Coudenhove-Kalergi Il précise son projet dans le mémorandum du 17 mai 1930 qui rappelle que cette nouvelle institution s'inscrit dans le cadre de la SDN. Elle serait composée d'une Conférence européenne, organe représentatif rassemblant tous les représentants de tous les gouvernements européens membres de la SDN, d'un Comité Politique, organe exécutif comprenant quelques membres et enfin d'un Secrétariat. L'un des principaux buts consiste en " l'établissement d'un marché commun pour l'élévation au maximum du niveau de bien-être humain sur l'ensemble des territoires de la communauté européenne ". Cet objectif est repris dans le Le mémorandum n'est pas accueilli avec le même enthousiasme que son discours à la SDN. Si une coopération entre les Etats européens semble nécessaire à tous, l'évocation d'un " lien fédéral " incite à la méfiance. Seule la création d'une commission est décidée le 23 septembre 1930 afin d'étudier les conditions d'une éventuelle collaboration intergouvernementale au sein de l'Europe. Aristide Briand en est élu Président à l'unanimité. Il ne s'agit pas d'une institution européenne mais d'un organisme d'étude pourvu d'un pouvoir d'incitation et de proposition. La mort d'Aristide Briand en 1932 conduit à la disparition de cette commission.
