LETTER DATED 15 DECEMBER 1998 FROM THE SECRETARY-GENERAL ADDRESSED TO THE PRESIDENT OF THE SECURITY COUNCIL I have the honour to submit for your consideration reports from the Director General of the International Atomic Energy Agency (IAEA) dated 14 December 1998, and the Executive Director of the United Nations Special Commission (UNSCOM) dated IS December 1998, concerning their work In Iraq, as called for in the letter to me from the President of the Security Council dated 30 October 1995. The reports cover the period Since 17 November 1998. The report from IAEA states that Iraq "has provided the necessary level of cooperation to enable the above-enumerated activities to be completed efficiently and effectively. The report from UNSCOM includes material that relates to issues prior to l7 November 1998. With regard to the period since then, the report presents a mixed picture and concludes that UNSCOM did not enjoy full cooperation from Iraq. In the light of the findings and conclusions contained in the reports, taken together, the Council may wish to consider three possible options:

JERUSALEM (CNN) Israel's construction of a barrier thwarts the peace process in the Middle East, U.N. Secretary-General Kofi Annan said Friday, and the expansion of the barricade should stop and be reversed. The barrier's route stretches north to south, much of it inside the Green Line the pre-1967 border between Israel and the West Bank, which was part of Jordan at the time of the Six Day War but it juts into the West Bank in places. "Israel has repeatedly stated that the barrier is a temporary measure. However, the scope of construction and the amount of occupied West Bank land that is either being requisitioned for its route or that will end up between the barrier and the Green Line are of serious concern and have implications for the future," Annan said.

Annan equates AIDS fight with U.S. struggle for liberties
PHILADELPHIA, Pennsylvania (Reuters) U.N. Secretary-General Kofi Annan used the 225th birthday of the United States Wednesday to equate the global fight against AIDS with the struggle for liberties enshrined in the U.S. Declaration of Independence. Annan, who received the Philadelphia Liberty Medal during a Fourth of July ceremony, said the world would face an unprecedented catastrophe unless nations moved quickly to thwart the AIDS pandemic that has already infected 36 million people and orphaned 30 million children. MESSAGE BOARD AIDS prevention "When U.N. medical experts strive to find new ways to prevent the spread of HIV-AIDS and treat its victims, from Africa to Asia, they are fighting for liberty," he told hundreds of onlookers outside Philadelphia's Independence Hall, where the Declaration of Independence and the U.S. Constitution were adopted in the late 18th century.

U.S. letter to U.N. Secretary-General Kofi Annan
(CNN) The United States Monday notified the United Nations it was rejecting the International Criminal Court treaty. The U.S. State Department released a letter from U.S. Undersecretary of State for Arms Control and International Security John R. Bolton to U.N. Secretary-General Kofi Annan. Here is the text of the letter. "Dear Mr. Secretary-General: This is to inform you, in connection with the Rome Statute of the International Criminal Court adopted on July 17, 1998, that the United States does not intend to become a party to the treaty. Accordingly, the United States has no legal obligations arising from its signature on December 31, 2000. The United States requests that its intention not to become a party, as expressed in this letter, be reflected in the depositary's status lists relating to this treaty. Sincerely

April 24, 1998 Web posted at: 5:15 a.m. EDT (0915 GMT) HOUSTON, Texas (CNN) - The United States does not want to pay dues to any club that would have it as a member. U.N. Secretary-General Kofi Annan said the United States was hurting the world body's peacekeeping efforts by refusing to pay its dues when he spoke to about 4,000 people at Rice University on Thursday. He said the United States' indebtedness to the United Nations, which now totals $1.5 billion, was also poisoning international relations. "By withholding the payments the U.S. is provoking friends and foe alike," Annan said. "U.S. behavior is destroying trust among nations and this is a very serious charge." Annan said the United Nations had been unable to repay nations such as Fiji and Bangladesh for providing soldiers for peacekeeping operations in the western Sahara, which in turn made it difficult to call on them for other operations. "It does impede on our ability to function," he said.
