The General Concept of EMIS
The idea to develop the European Mathematical Information Service EMIS was born at the meeting of the executive committee of the EMS (European Mathematical Society) in Cortona/Italy, October 1994. It was decided to set up a system of electronic servers in Europe for Mathematics under the auspices of the EMS, and this was extended very soon to the current version of a central server collecting mathematical information and distributing this through a world-wide system of mirror servers. The installation of the central server began in March 1995 in co-operation with FIZ Karlsruhe at the editorial office of Zentralblatt fur Mathematik in Berlin. In June 1995 EMIS went on-line under the URL http://www.emis.de/

Introduction The increasing development of electronic devices for the publication of papers and books in mathematics lead to a drastic change in the communication facilities between authors and editors, to new ways of distributing mathematical publications to research mathematicians - like electronic journals, and to an extension of the offers of information on mathematical research to the mathematical community. Confronted with a permanently increasing number of research papers and high production and distribution costs for mathematical journals and monographs, it becomes more and more difficult to get access to these publications. Electronic publishing may provide better facilities for these purposes. It hopefully will reduce the production costs for the preparation of the articles and improve the methods to find his way through the tremendous bulk of mathematical research papers. It will enable reviewing journals to speed up and improve their procedures. Moreover, as an extension of these offers, a lot of additional items of interest for mathematicians appear in the web already like pre-prints, educational material in mathematics, software, graphical material and others. Information databases provide a qualified access to some of these offers, but for the whole set a uniform access facility with a high degree of de-duplication will be highly desirable. The result of the EULER project may provide one tool for this.

Zentralblatt MATH - The Core European Database in Mathematics

Introduction
Zentralblatt MATH is the most traditional reviewing and indexing service in mathematics covering all mathematical literature world-wide. Soon after the European Mathematical Society (EMS) had been founded there started a discussion that EMS may become involved in the edition of this service. This participation as an editorial institution became practise about four years ago, though the official contract was signed only later. This was accompanied by firstly trying to convert Zentralblatt MATH into an enterprise that is supported by all European countries, to complement electronic information services in mathematics with Zentralblatt MATH as the core service by additional components and to develop contracts which enable access to this gateway to mathematical research to all mathematical institutions at affordable rates. This note provides more detailed information on the facilities provided by Zentralblatt MATH and on the options negotiated by EMS and the other editorial institutions with Springer-Verlag to gain access to the service.

SCIENTIFIC PROGRAMME
The programme of the Congress includes nine plenary lectures, thirty invited lectures in parallel sessions, lectures given by the EMS prize winners, mini-symposia, round table discussions, and poster sessions. As in previous European Congresses, a number of prizes will be awarded to mathematicians under the age of 32. Mini-symposia are a new feature of the 3ecm; several current, interdisciplinary topics will be selected by the Scientific Committee. Short communications by participants will be possible in the form of posters. Demonstrations of mathematical software, video and multimedia are also planned.

Professor Uraltseva, currently the head of Mathematical Physics in St.Petersburg State University, is a well-known specialist in the field of nonlinear PDE's. Her fundamental results in elliptic and parabolic PDEs, have influenced and continues to influence generations of mathematicians working within the field. Nina Uraltsevas works range over classical problems such as the theory of quasi-linear equations, variational inequalities, Signorini problem, p-harmonic functions, quasi-conformal maps, extremal problems for area minimizing functionals, mean curvature flows, free boundary problems of obstacle type.During the last decade, she has been working on regularity for free boundary problems in vicinity of contact points between free and fixed boundaries.

Five Prizes to CNRS Researchers Paris, July 19, 2000 At its congress held from July 10 to 14, 2000 in Barcelona (Spain), the European Mathematical Society awarded prizes to 10 young European mathematicians under age 32. These prizes reward research work that is particularly promising. Five of the prize winners work in joint CNRS/ third party research laboratories. This international recognition corroborates the CNRS policy of recruiting and training young researchers in the field of mathematics.

Babbit: Services from the AMS
Currently more and more of the refereed literature is available on-line. Older journals are being scanned, digitised and made available by organisations such as JStor [4]. Traditional journals are introducing electronic versions. New, and often free, electronic journals are being created; a few of these, built on top of preprint archives, e.g. [1]. These developments open up the possibility of having direct links from indexes and reviews to the original articles. MathSciNet, the on-line version of Mathematical Reviews, now contains a large number of such links. For truly electronic articles, one can and should go further and provide links from the list of references to the reviews of the referenced articles. Merely putting up postscript or pdf files on the web is not taking full advantage of the technology. The AMS has introduced the free tool MR-lookup [5] that provides a simple search interface to reviews and bibliographic information, including a permanent URL for the review. Such links are now being included in on-line versions of articles published by the AMS, and other authors and publishers are free to include these URLs in their articles. This method supplies a two step link from reference lists to original articles via reviews. If user does not subscribe to MathSciNet, then the links are provided via bibliographic information instead. Providing good search facilities for the literature is not as easy as it might seem. Mathematical Reviews spends about half a million dollars a year on author identification alone. The problem is that the name of a given author appears in different forms on different articles. The simplest case is when first names are given in full or just as initials. Much worse is the many possible ways of transliterating e.g. Russian names. Babbit gave the example of I. M. Gelfand who has 477 publications listed in Mathematical Reviews containing 20 different variations of the author's name. There can be similar problems with identifying journals from abbreviations.
