Fran§ois Bugnion,
Arts graduate and Doctor of Political Science is Deputy Director of the ICRC Department for Principles, Law and Relations with the International Red Cross and Red Crescent Movement. He is the author of Le Comit© international de la Croix-Rouge et la protection des victimes de la guerre , ICRC, Geneva, 1994.
"The army is ready; not a gaiter button is lacking"
, declared Marshal Leboeuf, Napoleon III's Minister of War, when the funds needed for mobilization were being voted.
Rarely has such an ill-considered remark been made: the French army, poorly equipped, inadequately trained and, above all, incompetently led, was soon to suffer a succession of crushing defeats. As soon as the first clashes took place in August 1870 it was forced to abandon Alsace and Lorraine, save for a few strongholds Strasbourg, S©lestat, Neuf-Brisach, Metz and Belfort all of which remained under siege. On 2 September Napoleon III capitulated at Sedan with 80,000 men, bringing down the Second Empire, and the Prussians marched on Paris.
The Republic proclaimed on 4 September inherited a desperate situation: Paris was under siege from 18 September and the Government of National Defence was blockaded in the capital together with its best troops; Strasbourg, in flames, was forced to surrender on 28 September; and on 27 October Marshal Bazaine capitulated at Metz with 150,000 men, enabling the Prussians to reinforce the siege of Paris, where the hungry population soon began to suffer the effects of winter cold [1].

FORMALIZED LANGUAGE
"THE NEXT STOP IS APRELEVKA STATION", a hoarse voice announces through the loudspeaker. ''I repeat Aprelevka Station. The train does not have a stop at Pobeda Station.'' You are riding a commuter train on the Kiev Railroad and because you have forgotten to bring a book and there is nothing for you to do you begin reflecting on how carelessly we still treat our native language. Really, what an absurd expression ''does not have a stop.'' Wouldn't it be simpler to say ''does not stop"? Of these bureaucratic governmental expressions, people write about it all the time, but it hasn't done any good yet. If you do not get off at Aprelevka, however, and you have time for further reflection you will see that this is by no means a matter of a careless attitude toward our native language; in fact ''does not have a stop'' does not mean quite the same thing as ''does not stop.'' The concept of the stop in railroad talk is not the same as the concept of ceasing movement. The following definition, not too elegant but accurate enough, can be given: a stop is a deliberate cessation of the train's movement accompanied by the activities necessary to ensure that passengers get on and off the train. This is a very important concept for railroad workers and it is linked to the noun ''stop'' not to the verb ''to stop.'' Thus if the engineer stopped the train but did not open the pneumatic doors, the train ''stopped" but it did not ''have a stop."

Ya hemos hablado aquí (no siempre bien, ) de Bourbaki, y agreguemos unas líneas de este trabajo que pertenecen a Salomon Bochner que describen más que bien el espíritu:
Also, if examined "objectively," Euclid's work ought to have been any educationist?s nightmare. The work presumes to begin from a beginning; that is, it presupposes a certain level of readiness, but makes no other prerequisites. Yet it never offers any "motivations," it has no illuminating "asides," it does not attempt to make anything "intuitive," and it avoids "applications" to a fault. It is so "humorless" in its mathematical purism that, although it is a book about "Elements," it nevertheless does not unbend long enough in its singlemindedness to make the remark, however incidentally, that if a rectangle has a base of 3 inches and a height of 4 inches then it has an area of 12 square inches. Euclid's work never mentions the name of a person; it never makes a statement about, or even an (intended) allusion to, genetic developments of mathematics; it makes no cross references...

19th CENTURY PAINTED BOURBAKI PANORAMA
BOURBAKI PANORAMA IN LUZERN, SWITZERLAND
by Michelle Bienias
Although many are now familiar with VR tours or panoramas, you may not be familiar with their historical predecessor – the painted panorama.
“Panorama” is derived from Greek and means to “see all”. The Scottish artist Robert Blake is credited with first conceiving the idea of painting a 360-degree vista in a circular fashion in 1787, while walking in the outskirts of Edinburgh. Although the initial reception to his panoramas was lukewarm, he soon hit upon the idea of showing them in a rotunda-shaped building and their popularity took off.
Panoramas reached the height of their appeal in the early 19th century, when special buildings were constructed to hold these circular paintings that attracted crowds of patrons. Cities such as Rome, Paris, London and Geneva boasted panoramas of their locales, many of which can now be found in art museums. Panoramas would make their appearance in America, where they would become one of the most popular forms of public entertainment, in the mid-1800s.
Later, the Napoleonic wars became a popular theme and extreme care and effort were taken to ensure accurate representation of topographical details and minor scenes, with artists dispatched to the scene of the battle and veterans interviewed. The painting of these panoramas was no small affair but entailed a master artist who directed teams of other artists who specialized in landscapes, buildings, people and skies. These panoramas were so accurate that veterans often brought their families to the panorama exhibit to show them the exact point where they had stood in battle.
