What Is Pollution Prevention?
Pollution prevention simply means reducing the amount of waste you generate by changing the way you do business. Changes include using less hazardous materials, conserving energy and water, improving indoor and outdoor air quality, reusing or recycling leftover materials, and managing waste properly. The bottom line is pollution prevention can...
  • Save you money Reduce your regulatory burden Create a safer working environment Improve your public image

Consideration for the environment is a part of every employee's daily routine. A number of programs minimize pollution, reduce waste and encourage recycling. Through these various programs, Argonne diverts waste from landfills, conserves energy, improves indoor air quality and reduces operating costs. Since 1996, Argonne has saved about $11 million. Argonne 's pollution prevention program includes a program that has recycled more than 82,000 metric tons of materials over the past five years — about the weight of the U.S.S. John F. Kennedy aircraft carrier. This equipment includes chemicals, furniture, equipment and other supplies. This program has been named one of the best in the U.S. Department of Energy complex, recognizing the laboratory's efforts in education and information exchange, pollution prevention reviews, waste reduction and recycling and purchasing plans that encourage the use of recycled products.
Staff Education
To educate its staff about pollution prevention, Argonne offers a user-friendly Web-based course that allows employees to receive pollution prevention training from their desktop computers.

91. SSC's Environmental Assurance Program
Nonhazardous Waste Water Treatment, pollution prevention recycling. The SSC pollution prevention Plan describes methods to prevent or reduce
http://www.ssc.nasa.gov/environmental/wastemngmnt/pollution/polluprv.html
The SSC Pollution Prevention Plan describes methods to prevent or reduce pollution for NASA and its contractors. Three important aspects of Pollution Prevention include waste minimization, material substitution, and use of recycled products. Whenever possible, pollution will be eliminated or reduced at the source through process changes and material substitution. Wastes that are generated will be recycled whenever possible. Wastes that cannot be prevented or recycled will be disposed of in a way that is protective of human health and the environment.
NASA is always looking for recycling opportunities, and along with the entire resident agency and contractor population at SSC has established an aggressive recycling program. This program includes recycling over twenty different materials. The table below explains how to dispose of or recycle waste, and who to contact for waste disposal. It is NASA's goal to maximize the quantity of materials recycled and minimize the quantity of solid waste sent to our site landfill. The success of our recycling program depends upon the availability of markets for secondary materials, so we buy and use products with recycled content whenever possible.

Answering all of these questions should give you a pretty good idea of how you are doing on pollution prevention and recycling. Hopefully they will give you some ideas for doing some things that you are not currently doing. General Yes No Do you have a pollution prevention policy? Do have a pollution prevention plan or program? Are your employees actively involved in pollution prevention? Do you have an employee award or recognition program for accomplishments in pollution prevention? Have you considered pollution prevention as a way to: a. change your hazardous waste generator status? b. save money? c. achieve regulatory limits and avoid add-on controls? d. meet permit conditions? Purchasing Do you have a purchasing policy that includes pollution prevention concerns? Do you buy materials in returnable (recyclable) containers? Do you get help from your supplier on substitute materials that are less toxic (non-toxic)? Will your supplier take back damaged or outdated materials? Do your purchasing, environmental, and inventory control personnel communicate with each other to ensure purchases match inventory needs without overstocking and having materials become wastes due to limited shelf life?

The exclusion of recycling from the official definition of pollution prevention activities has Strictly speaking, recycling is not a form of prevention.
http://www.ornl.gov/adm/ornlp2/p2define.htm
Pollution Prevention as Defined Under the Pollution Prevention Act of 1990
Following passage of the Pollution Prevention Act of 1990, the U.S. Environmental Protection Agency (EPA) developed a formal definition of pollution prevention and a strategy for making pollution prevention a central guiding mission. Under Section 6602(b) of the Pollution Prevention Act, Congress established a national policy that:
  • pollution should be prevented or reduced at the source whenever feasible;
  • pollution that cannot be prevented should be recycled in an environmentally safe manner whenever feasible;
  • pollution that cannot be prevented or recycled should be treated in an environmentally safe manner whenever feasible; and
  • disposal or other release into the environment should be employed only as a last resort and should be conducted in an environmentally safe manner. (Source: Henry F. Habicht II, Memorandum: EPA Definition of Pollution Prevention. U.S. Environmental Protection Agency, May 28, 1992.)
This hierarchy of preferred options for dealing with environmental pollution officially places prevention at the top of the list. According to the EPA's official definition

Small Chemical Manufacturing Operations
Industries involved in the manufacture of chemicals produce many types of waste, coming from a variety of activities and processes. These wastes may be hazardous or non-hazardous and may be released to all media. Some types of waste that may be discharged to water or land are:
  • spent chemicals
  • laboratory chemical wastes
  • waste oils
  • spent and dirty filters
  • process wastewater
  • empty product containers
In addition, significant quantities of chemicals escape into the air, where they are no longer usable by the company and may pose a threat to human health and/or the environment. Whatever the nature and characteristics of the waste may be, it all has one thing in common: All waste represents loss of resources and loss of money. Businesses throughout the country have implemented waste reduction programs and found that there are many benefits to be gained from such an approach to the management of resources. Reducing the amount of waste your business generates can help you:
  • reduce operating costs
  • reduce waste disposal costs
  • reduce long-term liability
  • help sustain environmental quality
  • improve workplace safety and health
  • project a positive public image
The most effective way to minimize the losses associated with waste is to avoid producing the waste in the first place. This is the concept behind DNREC’s Pollution Prevention Program, which has produced this Guide to assist you and others in the chemical manufacturing business to reduce your losses while at the same time helping to improve the environment.

Automotive Repair Shops
Automobile repair shops produce many types of waste some hazardous, some not necessarily hazardous but still potentially damaging to the environment if not handled properly, and all requiring proper treatment and/or disposal at significant cost to the business. A list of the types of waste that the shop owner or manager must contend with would include:
  • solvents (paints and paint thinners)
  • antifreeze
  • scrap metal
  • batteries and other auto parts
  • oils and oil filters
  • fuels of various types
  • acids and alkalis (contaminated rags and towels)
Whatever the nature and characteristics of the waste may be, it all has one thing in common: All waste represents loss of resources and loss of money. The most effective way to minimize these losses associated with waste is to avoid producing the waste in the first place. This is the concept behind DNREC’s Pollution Prevention Program, which has produced this Fact Sheet to assist you and others in the automobile repair business to reduce your losses while at the same time helping to improve the environment. Businesses throughout the country have implemented waste reduction programs and found that there are many benefits to be gained from such an approach to the management of resources.
