About Pollution Prevention
Any actvity that reduces or eliminates pollutants prior to recycling, treatment, control or disposal, is considered pollution prevention. Pollution Prevention IS:

Pollution Prevention IS NOT:
  • disposal off-site recycling pollution treatment end-of-pipe control
Pollution prevention became a national policy with the Pollution Prevention Act of 1990. The Act established the waste management hierarchy (right) whereby wastes should be prevented or reduced at the source whenever feasible and safe disposal is the option of last resort.
The Pollution Prevention Act of 1990 FINDINGS - The Congress finds that:
  • The United States of America annually produces millions of tons of pollution and spends tens of billions of dollars per year controlling this pollution. There are significant opportunities for industry to reduce or prevent pollution at the source through cost-effective changes in production, operation, and raw materials use. Such changes offer industry substantial savings in reduced raw material, pollution control, and liability costs as well as help protect the environment and reduce risks to worker health and safety.

    National Pollution Prevention Policy
    Under Section 6602 (b) of the Pollution Prevention Act of 1990, Congress established a national policy that: pollution should be prevented or reduced at the source whenever feasible; pollution that cannot be prevented should be recycled in an environmentally safe manner whenever feasible; pollution that cannot be prevented or recycled should be treated in an environmentally safe manner whenever feasible; and disposal or other release into the environment should be employed only as a last resort and should be conducted in an environmentally safe manner.

    Pollution prevention means "source reduction," as defined under the Pollution Prevention Act, and other practices that reduce or eliminate the creation of pollutants through:

    What Is It?
    Pollution prevention means taking action to reduce the use of toxics and other potentially harmful materials at the beginning of a process or operation. Examples of pollution prevention practices include: the substitution of less hazardous, less toxic cleaning agents; employee and management training in environmental best management practices; and product redesign and process modification to reduce the amount or toxicity of raw materials and/or conserve energy and other resources. Pollution prevention can eliminate the necessity of applying for certain permits, thereby reducing your regulatory burden. Savings may be achieved by implementing pollution prevention practices.
    How Do I Begin?
    Evaluate product design and the production process to identify pollution prevention opportunities which will improve energy efficiency, minimize raw material consumption, and reduce or eliminate pollution to the air, water and land. You may wish to speak with Department staff to identify pollution prevention opportunities.

    What is Pollution Prevention?
    Like a water faucet that can be turned off thereby preventing water from pouring out, pollution prevention is the act of turning off the flow of waste before it enters the environment. Simply put, pollution prevention is doing things in your village like: "The Three R's": REDUCING the amount of things you purchase that will become waste, like detergent bottles and plastic shopping bags. REUSING the things you purchased before you throw it away, like juice jugs or water bottles. RECYCLING the things you purchase, like beverage cans and tires. Pollution Prevention starts with education Pollution Prevention education does not mean attending classes or seminars it could be as simple as just speaking with the people in your village and showing them alternative products that they can use. If people know that there are alternatives to disposable products and that the reusable products are cheaper in the long run then people will often switch to the reusable products. Compact fluorescent light bulbs, for example, last about 7 times longer than regular light bulbs and only use a quarter of the electricity.     Overview of Pollution Prevention and Sustainability at the MPCA
    The MPCA incorporates pollution prevention (P2) and other strategies for enhanced environmental outcomes, including sustainability (S), into the agency's permitting, inspections, enforcement, rules development, remediation, assistance and other functions.
    The purpose of the P2 effort is to focus MPCA and its customers first on long-term process improvements and best management practices that reduce or eliminate waste before it is generated in household, commercial and industrial scenarios. If no P2 options are available or feasible, the fallback is traditional "end-of-pipe" control techniques. Other innovations focus on enhanced environmental outcomes that consider sustainability, restore or rehabilitate Minnesota's natural resources, reduce the use of toxic materials, encourage recycling and reuse of materials, and conserve resources and energy.
    P2 and other innovative approaches benefit the environment, the workplace and the bottom line. In most cases, these approaches will reduce MPCA customers' cost of materials, scrap, energy, regulatory compliance, and insurance.
