    INTRODUCTION
    Noise, defined as unwanted or excessive sound, is an undesirable by-product of our modern way of life. It can be annoying, can interfere with sleep, work, or recreation, and in extremes may cause physical and psychological damage. While noise emanates from many different sources, transportation noise is perhaps the most pervasive and difficult source to avoid in society today. Highway traffic noise is a major contributor to overall transportation noise. A broad-based effort is needed to control transportation noise. This effort must achieve the goals of personal privacy and environmental quality while continuing the flow of needed transportation services for a quality society.

Depending upon the intensity of the sound, the length of time and how often over time the ear is exposed to it, noise affects our human condition in a number of ways from increased stress levels to permanent hearing loss.     Transportation planning and project development must reflect the desires of communities, and take into account the impacts on both the natural and human environments. Transportation projects are closely looked at to see how they might impact the community, the natural environment, and our health and welfare. Before any project can move forward to construction, the FHWA must address and comply with laws related to the environment. These laws cover social, economic, and environmental concerns ranging from community cohesion to threatened and endangered species. To get through this detailed process, FHWA and FTA use the National Environmental Policy Act (NEPA) process to evaluate impacts associated with each individual project. Two Offices within the Federal Highway Administration focus on environmental protection and enhancement. The Office of Natural and Human Environment primarily focuses on environmental programs associated with air quality, noise, and water quality, and on programs associated with the built environment, including transportation enhancements, bicycle and pedestrian facilities and scenic byways. The Office of Project Development and Environmental Review focuses on NEPA project development process as a balanced and streamlined approach to transportation decisionmaking that takes into account the potential impacts on both human and natural resources and the public's need for safe and efficient transportation improvements. QUEST is a grass-roots community organization dedicated to doing something about this growing noise problem. QUEST stands for QUieter Environment through Sound Thinking . It was founded in 1998 by a handful of volunteers and has been working ever since to seek solutions to this problem. 2003 was a big year for us. We helped launch the Morris County Aviation Committee, which has begun a number of initiatives, including the identification of additional "Noise Sensitive Areas" for helicopter routes.     Experts agree that continued exposure to noise above 85 dBA over time, will cause hearing loss. To know if a sound is loud enough to damage your ears, it is important to know both the loudness level (measured in decibels, dBA) and the length of exposure to the sound. In general, the louder the noise, the less time required before hearing loss will occur. According to the National Institute for Occupational Safety and Health (1998), the maximum exposure time at 85 dBA is 8 hours. At 110 dBA, the maximum exposure time is one minute and 29 seconds. If you must be exposed to noise, it is recommended that you limit the exposure time and/or wear hearing protection. Measure Up and Turn it Down: Decibel Levels Around Us The following are decibel levels of common noise sources around us. These are typical levels, however, actual noise levels may vary depending on the particular item. Remember noise levels above 85 dBA will harm hearing over time. Noise levels above 140dBA can cause damage to hearing after just one exposure.

    1 Annex I of the END discusses and defines the noise indicators that are to be used in the noise mapping to describe the external noise environment. This Annex provides some background information relating to noise and how it is described. 2 A noise indicator is an objective descriptor of noise that is intended to reflect how people react to noise. Research over many years has shown that people react to different noise in different ways and it is not just the level (or loudness) of the noise that affects the reaction.     4 Results of UK Review 4.1 Initial Screening Of the 460 questionnaires sent out, 335 were returned. This number of responses, equivalent to 73%, was greater than anticipated and is considered to be sufficiently high for some simple analysis of the responses to give reasonably reliable results. The questionnaire was a simple one page document (included in Annex C Figure 4.1a shows the percentage of Local Authorities (by type) that consider each of the different sources of noise as a issue in their area. Figure 4.1b shows the percentage of Local Authorities that perform the following particular activities that relate to noise climate assessment. (The relevant questionnaire question number is indicated in parenthesis in each case).
