STATEMENT OF THE AFRICA INITIATIVE ON MINING, ENVIRONMENT AND SOCIETY (AIMES)
May 2004 Observations Participants observed that the extractive sector activity in its current setting is contradictory to the interest and concerns of local communities and the developmental priorities of African national economies. Although perceived as catalyst for economic growth and development, extractive sector activity undermines economic development and environmental diversity; destroys community livelihood; violates peoples rights; and account for civil strives, social dislocation, and health impact. Impacts The increased investment has rather resulted in:
  • Increased poverty due to retrenchment, employment uncertainties, repatriation of extractive sector wealth, discriminatory tax regimes, low royalties, and general inequality regarding benefits sharing. Heightened environmental problems manifested in deteriorating health conditions, air and water pollution, dewatering effect, rapid decline of forest estates and biodiversity hotspots, land degradation and access to land, and the increasing externalisation of environmental cost by corporations.

Essential Elements in the Mine Development Process
Desmond M. Connor
After working on some 25 mining projects over the last 20 years, many of them involving cross-cultural situations, the following elements seem essential for a successful mine development process.
1. Adopt a comprehensive definition of the "environment."
Biology can resolve only about 50% of mining issues termed "environmental"; the other half can be dealt with only by understanding and working on the social and cultural concerns of nearby communities, regional towns and the NGOs and politicians of capital cities. For example, high heavy metal levels in a lake because of drainage through a waste rock pile can be solved with a lime flocculation system. Convincing the residents of a community who draw their potable water from that lake that their water supply is safe is something else again. In the mine development process, the Environmental Impact Study should have a Social Impact Assessment and Management component which will identify and address the social and cultural issues created by the proposed mine. A systematic program of public education and dialogue will be needed to develop informed majority public understanding, acceptance and support for the project.

New Delhi: It is an issue that has stirred deep emotions, fanned desperate conflicts, and upset the applecart of 'development'. It is also an issue that has largely gone under-reported or glossed over by the media. The mining sector in India is growing 6 per cent - 7 per cent every year. After mining was deregulated in 1993, there has been a deluge of foreign investment. In 2003-2004, the country mined ores worth Rs 66,308 crore - up from Rs 30,736 crore in 1994-1995. About two million people are employed by this sector. But what has it really meant for the environment and the people? How has it impacted livelihoods and socio-cultural systems? What has been the nature of environmental impact assessments (EIAs) and public protests related to mining? Have EIAs ever impacted operations in this sector in a positive manner?

PIKEVILLE, Ky. - Environmentalists have sued the federal government in an attempt to stop coal mining companies from lopping off the tops of mountains and dumping the rocks and dirt into valleys. The lawsuit seeks to stop the U.S. Army Corps of Engineers from issuing permits for the dumping, which environmentalists claim will destroy Kentucky's streams. "This is an absurd and outrageous abuse of their power and neglect of their duty to protect the nation's waterways," said Teri Blanton, a member of Kentuckians For The Commonwealth, one of three groups that filed the suit Thursday in Lexington. The mining industry has increasingly relied on mountaintop removal to expose coal seams because it's a quick and efficient process.

There are a number of ways to reduce the environmental impacts of mining, including:
  • Reducing the consumption of minerals
    People can reduce the consumer goods they use or the content of minerals in manufactured processes can be reduced. For example, instead of building more cars, we could rely more on public transit.
    The efficiency of manufacturing processes can be increased to reduce the amount of new minerals required
    For example, structural beams might be designed to be equally strong while using less steel.
    Substitution of other materials and processes with more environmentally friendly materials and processes
    For example, plastics might be used instead of metal to build appliances. Or biomass can be used instead of uranium to produce energy.
    Using recycled materials instead of mined materials
    For example, if tin cans are efficiently recycled, less material needs to be mined to make cans.
    Improving environmental performance at mines
    Mines can be designed so that they produce less waste or use less toxic chemicals.

    Email this story to a friend Link to this story Print this story Bush administration overturns Clinton mining environmental regulations (published on 2-Nov-2001) The US Government’s Bureau of Land Management (BLM) has announced that it is to modify a Clinton era rule governing surface mining of gold, copper, zinc and lead on public lands which, the department says, will better protect the environment, although the plan’s opponents claim it will open the door to greater environmental degradation. The amendment to the rules removes what the BLM describes as several unduly burdensome provisions, including one which provides power to the Interior Secretary to veto permits for mines that have the potential to cause substantial irreparable harm to local communities on the 260 million acres of land in the western states for which the BLM is responsible.

    Virtual Environments Program
    The Virtual Environments (VE) Program is concerned with the effective application of VE to industrial and scientific three-dimensional modelling and computer simulation tasks. A VE is created when a combination of one or more technologies (3D graphics, acoustics, haptics) is used to produce surroundings that is either familiar to a viewer, such as inside a building, or enables a viewer to be placed in a surrounding that is normally inaccessible, such as a particle accelerator. The main benefit of VE is user interaction in real-time with little awareness of the human-computer interface.
    A number of research projects made up the VE Program:

    What is MPERG?
    The Mining and Petroleum Environment Research Group is a cooperative working group made up of government agencies, mining companies, Yukon First Nations and non-government organizations for the promotion of research into mining and environmental issues in the Yukon. It has been expanded to support environmental studies related to petroleum development.
    Participants bring their resources and knowledge to work cooperatively on mining environmental issues and projects. For example, a mining company may have research commitments for the environmental assessment and water licensing stages of mine development. Members of MPERG would identify those projects planned by the company which could have general application across the Yukon by the addition of extra funding or by broadening the scope of the work.
    An added feature of research commissioned by the Mining and Petroleum Environment Research Group is that in addition to the final technical report, the final project results must be provided in non-technical language. The results of research undertaken by MPERG would therefore be disseminated to a broad audience, including the general public, First Nations and communities.
