RESPONSIBILITIES AND ACTIVITIES OF THE U.S. GEOLOGICAL SURVEY
RELATED TO MINING AND THE ENVIRONMENT
Charles N. Alpers
U.S. Geological Survey, Sacramento, California
ABSTRACT
The U.S. Geological Survey (USGS), a bureau of the U.S. Department of the Interior, is engaged in numerous investigations related to mining and its effects on the environment. The primary responsibility of the USGS with regard to mining-environment research is to provide the nation with reliable and impartial scientific information on geologic and hydrologic processes affecting mineral deposits, mined lands, and water quality. Much of this USGS work is funded directly by Congress; however, a significant portion is funded by cooperative agreements with other federal, state, and local agencies and with American Indian tribes. USGS activities involving mining and the environment include:

Jabiluka Long Term Care and Maintenance
Uranium was discovered at Jabiluka in the early 1970s. In 1991 ERA purchased the Jabiluka mineral lease, adjoining the northern edge of the existing Ranger project area, from Pancontinental Mining Ltd. An agreement to develop the lease was reached with the Northern Land Council representing Aboriginal interests in 1982. Development was, however, delayed for a variety of reasons including at various times, Aboriginal and environmental groups' opposition, and Federal Government policies. In 1997 ERA, then under the ownership of North Ltd, received permission to proceed with Stage 1 of Jabiluka. Stage 1 construction commenced in June 1998, but attracted heated protests from environmental and Aboriginal groups. Stage 1 construction was completed in September 1999, but agreement was not reached with Aboriginal groups for Jabiluka ore to be trucked to Ranger for processing. Subsequently, a commitment was made to the World Heritage Committee that full scale commercial mining at Jabiluka will only occur after the scaling down of production at Ranger. Relations between the company and the Aboriginal Traditional Owners suffered during the Stage 1 construction period. Rio Tinto acquired North Ltd in August 2000 and with it assumed control of ERA. Senior Rio Tinto executives have made it clear that Jabiluka will not be developed without the support of Aboriginal Traditional Owners.

    DATABASE
Online databases can be divided into 2 broad groups:
  • Databases that work through a web interface; Databases that work through a telnet interface.
  • Group 2 databases are a bit more difficult to work with than group 1 databases, and are therefore gradually being replaced by them. This page gives you step by step help in working with telnet. If you know of other relevant databases, please let us know
    Web-based databases
The following databases contain information on mining and the environment. In most cases, they cover other industries as well as mining. Best Practice Environmental Management in Mining Databases
The Case Studies Database provides examples supplied by the Australian mining industry of mine sites where best practice principles are being applied. Each case study sets out the problems faced at that site; how they were overcome; benefits which have resulted; and the lessons learned along the way.
The Technical References Database lists up to five references for each of 70 environmental issues.
