OVERVIEW State Site Investigation and Clean-up Program This program was established under State authorities and is State-funded. The goal of the program is to provide fair, comprehensive and consistent regulation of the investigation and remediation of hazardous waste and hazardous material releases consistent with federal program, yet implemented in a more timely and cost-effective manner. The State program is designed to determine if a site poses a threat to human health and the environment and efficiently determine a remedy which is effective but not overly burdensome to the parties involved. This program also supports the redevelopment and reuse of contaminated sites through the Brownfields program. Sites are identified, evaluated, and cleaned up, both in a reactive and proactive manner, and brought back to beneficial reuse in Rhode Island communities. This program is more cost effective, less of a burden and quicker than the federal program.

Container Storage Unit ... Waste Accumulation Area Hazardous wastes are generated during the course of the testing and evaluation processes at WSTF. These wastes must be managed in accordance with State and Federal laws to ensure safety for workers and protection of the environment. The Environmental Department is responsible for coordinating proper hazardous waste management and identifying the need for new compliance permits or modifying existing permits.
At WSTF, hazardous waste management and regulatory compliance is based on the RCRA Part B Operating Permit. This permit was approved on February 9, 1993 and is valid for 10 years. The current permit allows the operation of four hazardous waste management units. These units include the:
General compliance operations for these units include routine inspections, sampling, analysis, reporting, and recordkeeping. The operating permit also requires a waste analysis plan, training plan, and emergency preparedness or contingency plan. NASA submitted an application for permit renewal in July 2002.

This checklist is for the evaluation of policies, management systems, and practices for hazardous and solid waste and related programs within the U.S. Department of Agriculture.
Introduction
1. Purpose
This checklist is intended primarily to support USDA offices and agencies in meeting their management responsibilities for routine oversight and periodic evaluation in the subject environmental areas. While it is intended for use at all organizational levels, it is not sufficiently detailed to serve as a stand-alone inspection or audit checklist, as a substitute for legal advice on points of law, or as a replacement for an environmental audit program, although it may identify the need for such an audit program. This checklist can help managers and supervisors identify applicable requirements and design and implement management systems and compliance programs. It can also guide review of these systems and programs and help managers protect their agency, facilities, and themselves from liability and claims.
