Household Hazardous Waste
When certain household chemicals are not used up, they can become household hazardous waste (HHW). Many household products contain the same chemicals as strictly regulated industrial wastes and pose similar environmental and health problems. Although the quantities of chemicals disposed of by individual households may be small, the number of households in Minnesota are many, and the amount of waste adds up.
Minnesota's Household Hazardous Waste Program
The Minnesota Household Hazardous Waste Program is a partnership involving the OEA and Minnesota counties. The program provides education about household hazardous waste purchase, use, storage and disposal, as well as maintains a network of regional, local and mobile facilities to collect household hazardous waste statewide. In addition to the facilities, many counties offer one-day event collections or temporary collection sites. Locate a household hazardous waste disposal facility near you.

About our Divisions
oversees inspection and enforcement activities for hazardous waste treatment, transportation, and disposal within state and federal guidelines. Hydrogeology provides technical expertise with ground water related issues at solid waste, superfund and hazardous waste sites throughout the state as well as oversees the exploration, drilling, production and regulation of oil and natural gas in S.C. Environmental Indicators oversees compliance, permitting, planning and regulation development for mining and solid waste facilities throughout the state. The Office of Solid Waste Reduction and Recycling which is part of the division, promotes statewide educational programs as well as grants and technical assistance. The Office also oversees MSW Landfill Operator Certification, Full Cost Disclosure, solid waste planning/reporting and financial assurance for solid waste facilities.

    Purpose
    This fact sheet is designed to answer general questions and provide basic information on using "knowledge of process" in making hazardous waste determinations. This fact sheet is not intended to supersede the regulations. The information provided below addresses the requirements applicable to large quantity generators (LQGs), small quantity generators (SQGs), and conditionally exempt small quantity generators (CESQGs). The hazardous waste determination requirements are found in section 22a-449(c)-102(a)(1) of the Regulations of Connecticut State Agencies (RCSA), incorporating 40 CFR 262.11. GO USEPA Region 9 Preliminary Removal Goals (PRGs) - T his source, called R9 PRGs for short, not only gives you lots of soil cleanup values in table form but also has detailed technical information on calculating site-specific cleanup goals, including inhalation of volatiles methodology, info on calculating csat and cleach values, and those up-to-date and in demand toxicity values and chemical physical constants.     Introduction
    Most consumers are unaware of the toxic materials in the products they rely on for word processing, data management, and access to the internet, as well as for electronic games. In general, computer equipment is a complicated assembly of more than 1,000 materials, many of which are highly toxic, such as chlorinated and brominated substances, toxic gases, toxic metals, biologically active materials, acids, plastics and plastic additives. The health impacts of the mixtures and material combinations in the products often are not known. The production of semiconductors, printed circuit boards, disk drives and monitors uses particularly hazardous chemicals, and workers involved in chip manufacturing are now beginning to come forward and reporting cancer clusters. In addition, new evidence is emerging that computer recyclers have high levels of dangerous chemicals in their blood.

The solution for many years has been to export it to third world countries who have more lenient environmental regulations, are in greater need of funds and where concern for the health of the population is minimum or non-existent. Following several waste trafficking related scandals in the 1980’s, on March 22, 1989, the Basel Convention was adopted, with the goal of controlling movement and disposal of all kinds of toxic and hazardous waste.
    Initially the Convention -in force as of May 5, 1992- was criticized by environmental groups because it failed to effectively ban toxic waste exports to poor countries, succeeding only in excluding Antarctica as a destination for such waste. In 1995, however, and as a result of pressure exerted by several countries and environmental groups, an amendment to the Convention was introduced, prohibiting all exports of contaminating material. This ban will only enter into force when the amendment is ratified by 62 of the countries party to the Convention (as of May 2003, 36 countries had already done so). In any event, the scope of the Convention is severely limited by the fact that the United States, the largest toxic residue producer in the world, is not among the signatories.

The Hazardous Waste Program provides expertise in hazardous waste management and is responsible for permitting, compliance assurance, and technical assistance for hazardous waste management in Montana. The Program is divided into two units, Regulatory and Permitting.
