    "Partners for Livestock Environmental Management Systems" is a 4-year project piloting Environmental Management Systems on beef, dairy and poultry operations in nine states: Georgia, Pennsylvania, Virginia, New York, Idaho, Wisconsin, Montana, Iowa and Texas. Project leadership is provided by the University of Georgia, University of Nebraska-Lincoln, and University of Wisconsin-Madison.
    Goals of the project include:
    • Working with producers and industry representatives in tailoring the EMS model for a variety of beef, dairy and poultry production systems Developing risk assessments and other support tools for designing an EMS Working with collaborators and stakeholders to explore how an EMS can best reduce detrimental environmental impacts of livestock production Exploring policy implications of the EMS approach
    The project, which commenced in October of 2000, has made great progress in producing support materials, tailoring the EMS model for different types of operations, and in identifying and working with stakeholders and cooperating farmers.     EMS users, regulators, and policy-makers are trying to understand whether EMSs will be effective in ensuring environmental protection. Some companies are using certification to ISO 14001 as evidence of their good environmental protection record, but it is not yet clear that an ISO 14001 certified EMS proves that environmental improvement is taking place, or even that compliance with applicable environmental regulations is being achieved.
    Using EMS-Plus In Facilities that are Registered to ISO 14001
    Since the ISO 14001 EMS specifications are not performance specifications, it has been difficult to ascertain what environmental performance outcomes can be expected from the adoption of EMSs, even one that is registered to ISO 14000 and has obtained third party certification. EMS-Plus is one of a number of efforts that are currently underway to find ways to evaluate EMSs. EMS-Plus helps you evaluate your EMS based on whether it incorporates components known to promote environmental improvement. Some of those key components are:
    • Thoroughly identifying possible environmental aspects and impacts
    • Using pollution prevention, source reduction, and in-process recycling to achieve targets

    Introduction
    Since the Guide to Green Government was published in 1995, the federal government has been actively involved in the design and implementation of Environmental Management Systems (EMS) for its operations. Most departments have chosen to model their EMS after the International Organization for Standardization (ISO) 14000 series of environmental standards, which include ISO 14001 and ISO 14004, a standard and guideline respectively, describing the essential elements of EMS. An EMS is a management tool that provides a framework for practices, procedures and processes to manage an organization's environmental agenda, and documents, communicates and evaluates environmental performance. Quite simply, it is a systematic approach to incorporating the environment into every business decision. An EMS also provides an auditable system for tracking, managing and improving environmental performance. As such, an EMS should be integrated within an organization's existing management structure, in much the same way as a financial management system.

    Demystifying Environmental Management Systems
    Many of today's environmental managers are taking a hard look at implementing some form of an environmental management system (EMS) for their facilities. The arguments for doing so are persuasive. They include the possibility of reduced exposures to liability, more efficient management of environmental affairs with the elimination of duplicative efforts, improved employee and community relations, an opportunity for partnering with regulatory staff, and the very real possibility of bottom line savings. At the John Roberts Company, a commercial printer located in Minneapolis with 320 something employees, all these benefits of implementing an EMS have been realized. The question for the environmental manager is: Just what "model" for an environmental management system should be selected to pattern their own EMS after? And how can that system be integrated into the way the company does business every day? I would like to share with you just how the John Roberts Company developed their own environmental management system. It may surprise you to know that our EMS, which we have had in place since early 1993, didn't start out as an EMS. Rather, our system was begun in response to a request by our insurance carrier, whose agent commented on the excellent stand-alone compliance plans that we had already developed and implemented. These plans included Hazardous Communications, Emergency Response & Community Right-to-Know, Pollution Prevention, Lock Out/Tag Out, etc. The agent's comment, speaking in his language of "insurancese", was, "Why not consider combining these excellent plans into a single Loss Control document and then build upon them with the idea of lowering overall risk exposure?" This seemed like a good idea with some potential for a bottom line payoff, and we proceeded with that goal in mind.
