Washington State is known for its scenic beauty, rich agriculture, and thriving industries. Our state's rivers and streams are the lifeblood of our cities, farms, fish and wildlife. They quench our thirst, grow our food, run our machines, and beautify our surroundings. But for rivers to flow, water must be in them. In many places, water is overused, taken illegally, or wasted. Low river flows and depleted aquifers endanger fish and wildlife, threaten our health, and slow Washington's economic growth. We can overcome threats to our rivers by bringing balance, accountability, sustainability, and efficiency to Washington's management of our most precious resource: water. CELP is Washington's only water "watchdog." We take action through government oversight, research, education, and litigation to leave a legacy of clean, flowing water in Washington's rivers and streams for use and enjoyment by all. Pace Environmental Law Review Established in 1982, the Pace Environmental Law Review (PELR) was one of the first scholarly journals established in the then new field of environmental law. Edited by J.D. candidates, PELR provides -Pace students with a challenging opportunity to develop scholarly commentary and analysis of environmental law issues. This Law Review provides peer review of legal research alike by students, faculty or members of the bar and bench. PELR's rigorous training in legal research, writing and editing is an important enrichment of Pace's J.D. curriculum, while serving as a forum for the publication of original legal research by Pace J.D. and LL.M. candidates. Service on law reviews such as PELR is considered a valuable credential by law firms and government agencies alike, when interviewing to hire new lawyers. The editors and staff of PELR also undertake special projects during each year. In collaboration with the law faculty, the Center for Environmental Legal Studies and the Pace Environmental Law Society, PELR sponsors and organizes an annual colloquium on environmental legal issues. Internationally recognized experts in environmental law gather at Pace to deliver papers, engage in debate and exchange views. This is an unprecedented opportunity for Pace students to meet and confer with some of the leading specialists in environmental law. PELR edits and publishes the colloquia proceedings. Recent topics have included Implementation of the Clean Air Act Amendments, Factory Farming, The Rio de Janeiro "Earth Summit" Treaties, the "Takings" Decisions of the United States Supreme Court, and Environmental Taxation.

NELC Wins Landmark Ruling in Clean Water Act Enforcement Lawsuit
In September, U.S. District Court Judge Ancer L. Haggerty issued an order rejecting Pacific Seafood's request that the court dismiss the suit in deference to the company's negotiations with the Oregon Department of Environmental Quality (DEQ). The court's ruling effectively thwarted a larger scheme by corporate lobbyists to gut the Clean Water Act's public participation provisions in Oregon, and brought Pacific Seafood one step closer to a final reckoning for its environmental misdeeds.
