Illinois Commerce Commission Approves
On July 19th the Illinois Commerce Commission adopted Gov. Blagojevich's Sustainable Energy Plan. The plan, which calls for an 8% Renewable Portfolio Standard to be met by 2013 and an Energy Efficiency Standard to be met by 2015, will greatly increase the use of renewable energy and energy efficiency. These policies will create jobs, boost investment in rural communities, protect the environment, promote energy independence and help stabilize energy prices. ELPC has been working to pass an Illinois RPS and energy efficiency standard for several years and the ICC's action marks a significant step forward in that process. ComEd's Wind Energy and RECs Program Opportunity Notice (PON) ComEd is issuing a Request for Offers (2005 RFO) to solicit proposals from wind energy generations with proposed projects located in Illinois. The RFO will be open to bidders on September 1, 2005.

CIEL offers internships at our offices in Washington, D.C. and Geneva, Switzerland. To apply for a Washington, D.C. internship, please refer to the information below. To apply for a Geneva internship, please click here Internships/Externships CIEL's intern/extern program offers law students and other exceptionally motivated students and graduates excellent opportunities to gain experience in the field of international environmental law. Externs work full or part-time during the school year, usually receiving credit from their schools. Summer interns typically work full-time during the summer months. Due to limited resources, internships and externships are unpaid.
Responsibilities of an intern include researching and writing about areas of international law and policy; assisting with policy analysis and advocacy; attending meetings and conferences; assisting with the production of CIEL publications; and otherwise working closely with CIEL staff on various projects.
Successful applicants generally possess excellent research and writing skills and a strong dedication to public interest law. CIEL actively seeks applicants with diverse backgrounds.

The broad political purpose of Annex 2001 is to prevent jurisdictions outside the Great Lakes Basin from accessing water from the Great Lakes as well as to protect the waters from abuse within the Basin. There have been significant improvements over the first draft of the Annex 2001.While CIELAP supports adoption of these agreements, a few observations and recommendations that could be considered to improve the agreements, are mentioned below.
