After the Public Hearing, a final Environmental Assessment will be prepared. If appropriate, a Finding of No Significant Impacts (FONSI) will be prepared and attached to the final Environmental Assessment.     Environmental Impact Assessment
    SNH has produced a handbook intended to provide Competent Authorities statutory consultees and others involved in the Environmental Impact Assessment (EIA) process in Scotland with practical guidance and a ready source of information about the process. In places, it illustrates or concentrates on the treatment of natural heritage issues but, even where there is such a focus, the principles are often more widely applicable to other environmental topics. It is intended to help all of those involved in the process to make it more effective and therefore lead to better informed decisions. The Handbook is divided into six parts:
    • Introduction to this Handbook Introduction to the Environmental Impact Assessment Process.
    The Handbook then considers each of the main steps in the process of EIA, under four main stages:

Cianchi (3750-C5) Before any activity commences in the AAT or in the Territory of Heard Island and McDonald Islands (HIMI), an environmental impact assessment (EIA) must be prepared and submitted to the AAD's Environment Officer. This requirement also applies to any Australian anywhere in Antarctica (ie outside the AAT). If you plan to submit an EIA, you are strongly advised to contact the AAD Environment Officer at the earliest stages of planning to clarify your EIA obligations. The complexity of the EIA process depends on the likely environmental impacts: it can take several weeks, several months, or up to two years. The first and second editions of the UNEP EIA Training Resource Manual is the result of cooperation among a number of organisations and individual experts committed to supporting environmental assessment as a major part of capacity building for sustainable development. The process of its preparation has been characterized as being collaborative, participatory and open.
The preliminary version of this edition, published in 1996, underwent a series of formal trials in Uganda, Hungary, Viet nam, and Tegucigalpa. The results of the trials and updates, as well as feedback from various sources, were used in preparing the second edition.

    This report has examined the development of the environmental impact assessment process, and the rationale and procedures which should be followed when an EIA is undertaken. Some of the failings of the current procedures have been outlined and explored. The most significant of these is that although EIAs should take a holistic approach, including human health, the focus is primarily confined to the physical, chemical and biological environment, while human health is only referred to, if at all, indirectly.
    Despite these limitations, environmental impact assessments could provide a valuable means for ensuring that a consideration of the impact on public health is included within the decision-making criteria of developers, planners, officials, councillors and ministers. Not only have EIAs been required by legislation in many parts of the world, but the methodology of EIAs should include an integrated analysis of complex, cross-sectoral issues which affect all components of the environment, including human health. Considerable progress has already been made in some countries in integrating formal procedures for health impact assessments within EIA processes. We have considered in detail some of the ways in which positive and negative aspects of health, and the expertise of health specialists, can be more fully integrated into the EIA processes.

    The Regulations require that the Forestry Commission consider any significant environmental impact caused by these projects. A Quick Guide to the overall process is available - use the link on the left hand menu. Projects and Thresholds
    To assist with the initial decision making process about whether or not a project must be considered under these regulations, each of the forestry projects is given an area threshold. If the area of the project exceeds this threshold then the applicant should seek an Opinion from the Forestry Commission about whether or not an application for consent must be made. The level of area threshold is lower for projects that take place within a sensitive area e.g. National Park, AONB. Applying for Opinion
    Applicants should formally request an Opinion about whether consent is required before any work on the project starts. To help with this, a Determination form (60k - pdf) is available that, when completed, will give the Forestry Commission information to help make a decision. In some cases, the applicant may be asked to provide extra information.
