Introduction
The Environmental Assessment Process provides a means of reviewing projects to assess their potential impact on the environment. This process allows for full public participation and ensures economic development occurs in an environmentally responsible manner. The Environmental Assessment Process is set out in the Environmental Protection and Enhancement Act under Part 2, Division 1. Laid down by Royal Decree of 21 May 1999 pursuant to section 5 of the Public Administration Act of 10 February 1967 and sections 6, 33-2, 33-3, 33-5, 33-9, 33-12 and 120a of the Act of 14 June 1985 No. 77, the Planning and Building Act. Submitted by the Ministry of the Environment. Cf Appendix XX of the EEA Agreement (Council Directives 85/337/EEC and 97/11/EC).
§ 1. Purpose and administrative provisions
The purpose of environmental impact assessment is to elucidate the effects of projects that may have a significant impact on the environment, natural resources or the community. Environmental impact assessment shall ensure that such effects are taken into account during the planning of projects and when a decision is taken as to whether and if so subject to what conditions a project may be carried out.

Environmental Impact Assessment
The right to information on the consequences of encroachment on the environment is guaranteed by the Norwegian Constitution. Regulations in the Planning and Building Act for environmental impact assessments (EIA) make provision for public access to information on the consequences of major development projects which can have serious consequences for surrounding areas. The developer is required to draw up reports on the effects of the proposed project on the environment, natural resources and social structure. These reports ensure that the authorities have the information they need to decide whether the project should be approved. The reports also help ensure that the developer is made aware and obliged to take account of environmental consequences at the planning stage. The relevant sectoral authorities are responsible for supervising and approving the EIA. Regulations on EIAs are set out in Chapter VII-a of the Planning and Building Act. We have had provisions for EIA since 1990. The regulations conform to corresponding legislation in the EU, and are covered by the EEA agreement.

Why Environmental Impact Assessment?
The purpose of environmental impact assessment process is to:
  • Assess the impacts of a proposed activity on the environment before making the decision on whether to carry it out. To develop and assess measures to avoid or minimise those impacts if it is decided to carry out the activity.
The RTA's policy on Environmental Impact Assessment is to: "... undertake environmental impact assessments for all appropriate RTA activities and to satisfy the requirements of relevant NSW and Federal legislation".
EIA guidelines and procedures
The EIA Guidelines were developed to ensure that all RTA environmental impact assessments meet both legal requirements and community expectations. They outline how to prepare environmental impact assessment processes for RTA activities. The fourth version of the guidelines was released in April 2001. A number of amendments have been made since that date. If you wish to obtain a copy of the EIA Guidelines, please click on the link in the contact box. Paper copies are no longer issued. Amendments are noted in the guidelines’ amendment registers. Guideline users are expected to check that they have the current version when using the document.

    More measures needed to protect Borjomi area along Georgian oil pipeline In the Borjomi area at the Kodiana pass and in the Sakire area the risks of geohazards (especially risks of landslides) can be further reduced by improving drainage and re-evaluation of the slope stability. In case of capacity extension a new environmental report has to be made in which re-routing of the pipeline becomes a serious option. These are the main findings of the Dutch Commission for Environmental Impact Assessment asked by the Georgian Government (NCEIA) to assess the compliance of the project with the conditions for the environmental license.
