Environmental Impact Assessment is a procedure for considering the potential environmental effects of land use change. EIA helps to inform decision making and enables decisions on land use change to be taken with full knowledge of the likely environmental consequences. Defra is the competent authority for applying new EIA Regulations to projects for changing the use of land by bringing uncultivated land or semi-natural areas into intensive agricultural use. We are very concerned to apply these regulations in a sympathetic way which takes into account farming needs. We will discuss cases individually with farmers to try and identify a way forward which accommodates business needs without damaging the environment. These regulations will only apply to projects likely to have significant environmental effects. Many standard agricultural operations will not be affected

It aims to predict environmental impacts at an early stage in project planning and design, find ways and means to reduce adverse impacts, shape projects to suit the local environment and present the predictions and options to decision-makers. By using EIA both environmental and economic benefits can be achieved, such as reduced cost and time of project implementation and design, avoided treatment/clean-up costs and impacts of laws and regulations. UNEP promotes the appropriate application of the EIA process to major projects, and supports practitioners, clients and review agencies through the publication of guidance documents. A recent review of the EIA process recommended that it should consider, and be used during, the entire project cycle from planning through operation to eventual closure.
