NEW ENVIRONMENTAL ECONOMICS BLOG
Lynne Kiesling I am enjoying the relatively new Environmental Economics blog. It will be particularly useful in my Environmental Economics course in the fall, especially this post on cost-benefit analysis . It starts with a point that I always go out of my way to demonstrate graphically and mathematically: because of the existence of tradeoffs/opportunity costs, the optimal level of pollution is not zero. A recommended read.

Comments It appears that we are moving toward another attempt to establish "environmental externalities costs". Ken Malloy at CAEM is proposing a "litmus test" for proposals regarding electric competition which includes: 4. Generation decisions (building and producing) are driven purely by market forces, which include the cost of externalities in the prices to customers (externality defined http://tinyurl.com/drrnq).
5. Consumption decisions are driven purely by market forces in which customers have access to relevant data and information and prices include the cost of externalities.

Environmental Economics Unit
The Environmental Economics Unit (EEU) works to integrate environment and economic considerations in the decision-making process within the Department of Environment and Heritage. The Unit has a central role in supporting work on Australian Government environmental policy objectives with economic analysis. It is similarly important to ensure that economic policies take into account environmental considerations. Specifically EEU develops policies and provides advice on issues such as:
  • ecological and environmental economics; social and economic impact assessment (advice for Environment Protection and Biodiversity Conservation Act 1999); sustainable development;

Prerequisites : Introductory Microeconomics, knowledge of differential calculus Dr Eric Neumayer Environmental economics is a comparatively young, but by now well-established, branch of economics, which has attracted more and more students. In successfully applying standard microeconomic analysis to the field of the natural environment, economists have challenged many erroneous, but strongly held, preconceptions of policy makers and environmentalists alike. This course aims to provide students with a sound knowledge and understanding of the major basic results of environmental economics. Diagrams are widely used throughout the course. Some basic knowledge of partial differential calculus and constrained maximisation techniques is indispensable. The course covers the following topics:
  • environmental externalities and the theory of market failure economics of pollution control economics of natural resource use economics of sustainable development valuation of environmental resources economics of international environmental problems

An Agro/Forestry application of GIS
UEA is at the forefront in the UK in the field of Environmental Economics. These are techniques taken from economics for putting monetary values on environmental features or effects, either amenities or disamenities. The underlying assumption is that many environmental features have some kind of economic impact, which can be assessed in a variety of ways. These include, but are not limited to:
  • direct profits. Such as timber from a forest.
  • environmental protection. Such as the carbon-fixing qualities of a forest, and the subsequent economic impacts associated with global warming.
  • ascetic or recreational use: appreciation or use of a site by observers and visitors.
Associating a monetary value with the last of these has proven especially difficult. Surveying people to find out how much they would pay ( Contingent Valuation ) to keep a site protected is one approach, but the validity of the replies seems questionable. A less subjective approach is to find out the actual costs that visitors incur in order to visit a site, in what is known as the Travel Cost Method
4 kb We surveyed 351 visitors to a site in Thetford forest (about 35 miles from UEA), to find out why they had come to that site, and from where they had set out that day. The interviewed parties came from as far away as Wales, as well as from all parts of England.

Techniques and Policies for Sustainable Development
2nd Edition

by John Asafu-Adjaye (The University of Queensland, Australia)
Environmental economics, which used to be on the periphery of the economics discipline, is fast becoming mainstream as concern for the environment grows. Practitioners in other disciplines (e.g. engineering, science, natural resource management, social sciences) are increasingly faced with environmental problems that have an economic component. This invaluable book fills an important gap in the literature by teaching both economists and non-economists how to use economic tools to address environmental problems. The book is divided into three parts. Part I introduces theoretical concepts, including chapters on ecological economics and basic microeconomics for the non-specialist. Part II introduces tools for environmental policy analysis, while Part III discusses global environmental issues. The material is presented in an engaging manner with extensive use of graphs and diagrams to explain the key concepts. Exercises and an extensive bibliography are provided at the end of each chapter.
Contents:
  • Introduction to Environmental Economics: Theoretical Foundations:
  • Incorporating the Environment into the Economic System: Introduction to Ecological Economics
  • How Markets are Supposed to Work
