Energy Policy: Setting the Stage for the Current Debate
BACKGROUND AND ANALYSIS Energy policy has been a major issue during the first session of the 107th Congress. The challenge to craft an integrated balance of energy policies – to reconcile legitimate but competing policy objectives – is formidable. Addressing that challenge is proving to be one of the major debates in the 107 th Congress. It has also been re-focused and diverted by the terrorist attacks upon the nation on September 11, 2001. Fresh and very broad concerns are being raised about national energy security in both the short-and long-term. Economic conditions are also likely to depress energy demand during the coming year, making the supply problem less critical. At the same time, U. S. military actions and the fragile politics among Arab, Muslim, and oil-exporting nations in the Middle East might also present unanticipated complications affecting crude production and supply.

Bait and Switch: The Cynic's Argument for Gas Tax Cuts
by Bryan Caplan Lots of economists in the blogosphere have been arguing about the effects of cutting gas taxes on the price of gas. Here's James Hamilton's summary , which ends with the following: [E]lasticities are never really zero, and are easy to underestimate if you don't think things through. Notwithstanding, if we have the misfortune to find ourselves again in a situation where supply disruptions do require an immediate and drastic reduction in gasoline consumption, I am sufficiently pig-headed to offer the same policy advice then that I offered on September 1: I do not believe that cutting gasoline taxes is a sensible policy response to that kind of problem. Now I really want to convince him! Here's my best shot:

 For the past five years the Oil Spill Recovery Institute has funded a research program aimed at improving our knowledge of the physical and biological dynamics that comprise the Prince William Sound and Copper River Delta ecosystems. A Princeton Ocean Model (http://129.171.100.38/~nfs/) has been implemented for the PWS domain to describe and predict ocean currents on a 1.1km, 15 sigma level grid.  A Regional Atmospheric Modeling System (http://aeff.uaa.alaska.edu/) is also being implemented and linked to the ocean model to further describe the physics of the PWS ecosystem.  Information from both the atmospheric and oceanographic models provide inputs into an oil spill trajectory, chemical fates and effects and exposure model (http://www.sintef.no/units/chem/environment/oscar.htm)   which OSRI has implemented for PWS.  Other efforts underway are examining major physical and biological signals within the PWS ecosystem, such as zooplankton abundance, intertidal ecology, and herring and Pollock population assessment. The Oil Spill Recovery Institute is completing the planning for a second three-year phase of PWSNF and is hosting a pair of workshops in Anchorage to examine present and future efforts conducted through the program.  A PWSNF workshop will focus primarily on the physical observation and modeling program presently underway and will seek to establish the long-term role for PWSNF in the investigation and monitoring of Prince William Sound.  A second workshop element will focus on methods for incorporating biological modeling within the PWSNF program.  Please see the links at left for information on the agenda, the OSRI research program, the Meteorological Workshop hosted by OSRI in December of 2000 (one of the major planning efforts of the PWSNF effort), 2002 Intensive Observing Period (IOP) workshop, and information on the
