By Morton Kondracke AMID all the partisan rancor that besets Washington, it's worth noting that something remarkable happened last month: The Senate passed a broad- gauge energy bill by a vote of 85-12. Whether it makes it into law depends on President Bush. The bill represents what amounts to an emerging national consensus on energy and the environment that to become more energy-independent and to combat climate change, the United States needs to "do it all.' That is, we need to produce more domestic oil and gas in the short run, but also conserve energy and invest in cleaner and more efficient alternatives that could displace fossil fuels in coming decades not to mention restoring U.S. leadership in cutting-edge technology. While Congress and Bush have been wrangling about energy for five years and Bush has largely tilted toward the oil and gas sectors outsiders have helped spark the new consensus. They include General Electric CEO Jeffrey Immelt and broadly bipartisan alliances such as the Energy Future Coalition and Set America Free, which include everyone from defense hawk Frank Gaffney to liberal former Sen. Tim Wirth, D-Colo.

    Implications for society Energy consumption in Europe is expec-ted to grow by 20% between now and 2020, leading to a 14% increase in C0 emissions. How then can energy supply in the European Union be secured - and diversified - in order to meet this expected growth, while at the same time reducing harmful effects to the environment? Of course, this is a global problem, since demand from developing countries - which need considerable amounts of energy in order to raise their standard of living - will increase even faster. The solution will inevi-tably entail radical revision of our habits. We will have to give increasing preference to clean and renewable forms of energy. Implications for the economy The EU possesses over half the world's wind-powered power generation capacity (3 000 megawatts of installed power). 90% of the manufacturers of this machinery are based in Europe, and the sector represents over 20 000 jobs. Also in Europe, the gene-ration of photovoltaic solar energy is gro-wing by 20% a year. This sector employs 8 000 people, and represents one quarter of worldwide generation. In 1997, renewable forms of energy contributed 6% to the EU's total energy needs. The objective of the Member States is to double this figure by 2005. On a worldwide scale, the entire sec-tor will offer opportunities for rapid growth.
