Transportation planning and project development must reflect the desires of communities, and take into account the impacts on both the natural and human environments. Transportation projects are closely looked at to see how they might impact the community, the natural environment, and our health and welfare. Before any project can move forward to construction, the FHWA must address and comply with laws related to the environment. These laws cover social, economic, and environmental concerns ranging from community cohesion to threatened and endangered species. To get through this detailed process, FHWA and FTA use the National Environmental Policy Act (NEPA) process to evaluate impacts associated with each individual project. Two Offices within the Federal Highway Administration focus on environmental protection and enhancement. The Office of Natural and Human Environment primarily focuses on environmental programs associated with air quality, noise, and water quality, and on programs associated with the built environment, including transportation enhancements, bicycle and pedestrian facilities and scenic byways. The Office of Project Development and Environmental Review focuses on NEPA project development process as a balanced and streamlined approach to transportation decisionmaking that takes into account the potential impacts on both human and natural resources and the public's need for safe and efficient transportation improvements. Determining the quality of indoor air
The quality of the air in your home can impact your health or the health of those you live with. Most people are aware that outdoor air pollution can significantly affect people's health, but Environmental Protection Agency studies have shown that levels of air pollutants indoors may be anywhere from 2 to 5 times greater than outdoors, and in some cases more than 100 times greater. Indoor air pollution can be a real concern because people can spend as much as 90% of their time indoors, and much of that time is in their homes. You can have an immediate or long-term reaction to poor indoor air quality.

Indoor air quality (IAQ) refers to the physical, chemical, and biological characteristics of air in the indoor environment within a building or an institution or commercial facility. These characteristics can be influenced by many factors, even though these buildings or facilities do not have industrial processes and operations found in factories and plants.
Factors that influence IAQ include the following.
Inadequate supply of outside air.
Contamination arising from sources within the building (e.g., combustion products including carbon monoxide and environmental tobacco smoke; volatile organic compounds from building materials, fabric furnishings, carpet, adhesives, fresh paint, new paneling, and cleaning products; ozone from office equipment).
Contamination from outside the building (e.g., ozone, carbon monoxide, and particulate matter) through air intakes, infiltration, open doors, and windows.
