The MIT JOINT PROGRAM ON THE SCIENCE AND POLICY OF GLOBAL CHANGE was founded in 1991 as an interdisciplinary organization that conducts research, independent policy analysis, and public communication on issues of global environmental change. It is not a degree-granting entity.
The Joint Program combines the capabilities of two pre-existing MIT research centers: the CENTER FOR GLOBAL CHANGE SCIENCE and the CENTER FOR ENERGY AND ENVIRONMENTAL POLICY RESEARCH . It brings together an interactive group of faculty, staff and student researchers. Resources of the parent centers are strengthened by links to the MARINE BIOLOGICAL LABORATORY'S ECOSYSTEMS CENTER in Woods Hole, Mass., to the MIT CLIMATE MODELING INITIATIVE , and other MIT environmental programs.
The Program's work is focused on the integration of natural and social science aspects of the climate issue, to produce analyses relevant to ongoing national and international discussions. Cooperative efforts engage the Program with leading research institutions and non-profit organizations worldwide. Financial support is provided by an international group of sponsors from government organizations, foundations, and industry.

    NIGEC is composed of a national office at the University of California, Davis, and six regional center offices ( see below
    Research Thrusts
    NIGEC presently supports research under guidelines established by DOE as expressed in three research priorities, to wit:
    • The AmeriFlux network of whole ecosystem flux sites. NIGEC engages researchers to study the carbon balance of terrestrial ecosystems using the eddy covariance method. This is an important issue because terrestrial ecosystems annually exchange a large quantity of carbon dioxide with the atmosphere, and observations indicate that many terrestrial ecosystems in the United States are presently net annual sinks for carbon dioxide, thus slowing the rise in atmospheric carbon dioxide caused by fossil fuel combustion. This conference will focus on the many organisations, agencies, programmes and secretariats at the international level that are entrusted with identifying, analysing and managing problems of global environmental change. We invite presentations of research on all types of international and transnational organisations, including United Nations agencies, intergovernmental organisations outside the UN system, regional organisations, nongovernmental transnational actors, as well as novel multi-stakeholder organisations beyond the state. The deadline for paper submissions is 31 May 2005.

Conference Managers: Klaus Dingwerth, Rainer Brohm et al. The 2001 Berlin Conference, held 7-8 December, launched the now regular series of Berlin Conferences. The meeting focussed on the ways in which global environmental change and the emerging system of global governance has affected the role and sovereignty of the nation state. Participants discussed ways in which the nation state is today constrained through global institutions, and ways in which it has gained importance as the pioneer of new approaches, policies and technologies and as the key agent in the global diffusion of new ideas. The conference also featured case studies on national environmental policies that compared the ‘vertical influence’ of international institutions with the ‘horizontal influence’ of transnational diffusion. The meeting brought together 166 researchers from 28 countries with different perspectives on global change and the nation state, including students of international relations and international law, environmental sociologists and economists, as well as experts on national environmental policy and comparative politics.

Global environmental change is a subject area of considerable interest today. Change can be rapid and threatening; thus, the subject has forced itself before the world and its citizenry. It is now being addressed regularly by scientists, teachers, policymakers, economists, sociologists, lawyers, and the general public. The subject matter involves both the physiochemical and biological nature of change and the effects and consequences of natural and human-induced change for ecosystems, humans, and human infrastructures. The unifying theme of this course is consideration of both natural and human-induced environmental change, with emphasis on the latter. Earth’s ecosphere or exogenic systemthe Earth surface system of land, water, biota, air, ice, and sediments—has always been in a dynamic state of change. Change is probably more characteristic of the planet than constancy.

    No-till agriculture helps mitigate global warming
    No-till agriculture helps soil retain carbon. Using research, technology and tractors, farmers around the world are plotting and carrying out a small revolution-a revolution that has the potential to transform agriculture and use it as a tool to mitigate global warming. The concentration of greenhouse gases—mainly carbon dioxide, CO2—is increasing in the atmosphere at unprecedented levels. No-till agriculture offers one way of slowing further increases in atmospheric CO2. No-till agriculture produces crop yields similar to or better than those obtained with conventional tillage practices, protects soil against erosion, and results in increased storage of carbon in the soil. Researchers at Pacific Northwest National Laboratory are contributing to the no-till revolution by increasing understanding of the soil carbon sequestration process.

    A REPORT FROM THE FIRST NATIONAL CONFERENCE ON SCIENCE, POLICY, AND RECOMMENDATIONS FOR IMPROVING THE SCIENTIFIC BASIS FOR ENVIRONMENTAL DECISIONMAKING
    GLOBAL ENVIRONMENTAL CHANGE Human beings are now making profound changes to the environment on a global scale by altering landscapes, the atmosphere, and the oceans. The science aimed at understanding these changes has grown from research, primarily in the physical sciences, aimed at understanding climate change towards a synthetic global change science that also incorporates ecological and social sciences. Global change science is “focused on the accurate characterization of the vulnerability and resilience of natural and managed ecosystems and human society to global change.” (Our Changing Planet: the FY 2001 U.S. Global Change Research Program). Much of the research in this area is conducted under the auspices of the multi-agency U.S. Global Change Research Program (USGCRP). Because there are major policy implications of this research, new mechanisms are needed to provide “useful scientific products that contribute to the information needs of decisionmakers.” The importance and popularity of this topic led to the formation of two concurrent and independent sections. Each section (A and B) developed its own set of recommendations.
