W3C Publishes QA Handbook and Related Quality Assurance Specifications.
W3C has recently published four resources through its Quality Assurance Activity, chartered to formalize QA efforts for various languages and protocols developed by W3C: The QA Handbook, QA Framework Specification Guidelines, QA Framework Primer, and Variability in Specifications. Part of the collection of W3C QA Framework documents, these resources are designed to improve W3C specifications through guidelines, reviews, validation services, and test suites.
OASIS Advances CAP and Emergency Data Exchange Language (EDXL) Specifications.
The OASIS Emergency Management TC has advanced two specifications toward standardization, and commences work on a third XML-related standard for messaging within the Emergency Data Exchange Language (EDXL) suite. CAP v1.1 defines a simple/general format for exchanging all-hazard emergency alerts and public warnings over any network. EDXL Distribution Element standardizes a message distribution framework for data sharing across emergency information systems.

Most articles are accessible online. "The Extensible Markup Language (XML) is the universal format for structured documents and data on the Web." W3C XML Web site The Extensible Markup Language (XML) is descriptively identified in the XML 1.0 W3C Recommendation as "an extremely simple dialect [or 'subset'] of SGML" the goal of which "is to enable generic SGML to be served, received, and processed on the Web in the way that is now possible with HTML," for which reason "XML has been designed for ease of implementation, and for interoperability with both SGML and HTML." Note that the "HTML" referenced in the preceding sentence ( bis ) means HTML 4.0 and 3.2 which were in common use as of 10-February-1998, when the XML 1.0 specification was published as a W3C Recommendation. The next version of 'HTML' is expected to be reformulated as an XML application, so that it will be based upon XML rather than upon SGML. As of December 1998

ABSTRACT
The difference between content management systems and document management systems (which most content management systems are) lies in the appropriate use of XML related standards. We present how applying standards will enhance the value of your content. Content Management is a field of expertise that grew to maturity many years ago. Currently available content management systems usually only manage documents and their workflow. They should therefore be categorised as document management systems, which lack the content manipulation possibilities offered by true content management systems. With the help of XML true content management solutions can be developed. This will allow for content manipulation at content level (opposed to document level), which enables a more advanced approach to personalisation, and will also enhance the user experience. Generally speaking, the overall value of content will be much higher because of the far more effective use of it. The entire family of XML related standards offers sufficient support to create such a true content management system. The XML content management framework demonstrates which standards should be applied where, and will also prove to be valuable when selecting from existing tools.
