121. CDT | Communications Decency Act (CDA)
History of the litigation over the Communications Decency Act.
http://www.cdt.org/speech/cda/
Page Content Main Menu Section Menu Search Support Us Contact Us Communications Decency Act (CDA) In a landmark 1997 decision , the Supreme Court ruled that the Internet is a unique medium entitled to the highest protection under the free speech protections of the First Amendment to the US Constitution. This gives the Internet same free speech protection as print. The Internet is the first electronic media to achieve this because of low barriers to access, abundance, many speakers, no gatekeepers. The Court struck down the Communications Decency Act (CDA), Congress' first attempt to censor speech online. Writing for the court, Justice John Paul Stevens held that "the CDA places an unacceptably heavy burden on protected speech" and found that all provisions of the CDA are unconsitutional as they apply to "indecent" or "patently offensive" speech. In a separate concurrence, Chief Justice William Rhenquist and Justice Sandra Day O'Connor agreed that the provisions of the CDA are all unconstitutional except in their narrow application to "communications between an adult and one or more minors." The Communications Decency Act was passed in February 1996. The CDA imposed broadcast-style content regulations on the open, decentralized Internet and severely restricted the first amendment rights of all Americans. CDT strongly opposed this legislation because it threatened the very existence of the Internet as a means for free expression, education, and political discourse. Although well intentioned, the CDA was ineffective and failed to recognize the unique nature of this global, decentralized medium.

Introduction
We focus on two main research fields, Knowledge Discovery in Database (KDD or Data Mining) and Natural Language Processing (NLP). For KDD, our research concerns association rule mining, classification, clustering, prediction, and other data mining-related fundamental and practical topics such as the development of decision support systems. For NLP, our research topics include information retrieval, information extraction, text classification, word segmentation, speech processing. In both fields, we stress on the research and development of new basic techniques that can be applied to various applications. These techniques mainly involve with several different disciplines, such as machine learning, statistical learning, database technology, computational linguistics, decision theory, information theory and data visualization.

About us Natural Language Processing at IBM is a dynamic research area spanning a wide range of topics vital for the development of cutting-edge applications of language engineering. Our mission is to offer speech and language technologies that form the core of current and future products and solutions for processing natural language. We work on theoretical issues of computational linguistics and develop technologies such as speech processing, machine translation, universal and application-specific dialog engines, information retrieval, text mining and hypertext databases, automatic text summarization, natural language understanding and generation, to mention just a few. One key goal is to provide advanced NLP software for multiple languages and modalities exploited in business applications. Another fundamental goal is to provide the sophisticated NLP technologies required to linguistically enable human-computer interfaces.

    General Overview
Our ability to organize and intelligently combine sensory data derived from multiple sensors (modulated by perceptual relevance and sensory confidence) is crucial for building a robust model of objects and events in our environment, in spite of dramatically varying perceptual conditions. Our group's goal is to exploit this human perceptual principle of sensory integration (currently, the joint use of audio and visual information) to improve the recognition of human activity (e.g. speech recognition , speech activity, speaker change , etc.), intent (e.g. speech intent ) and identity (e.g: speaker recognition ), particularly in the presence of acoustic degradation due to noise and channel, and the analysis and mining of multimedia content The applications for this work include (but are not limited to) accurate transcription of human activity for improved human information interfaces, multimedia content mining and meeting transcription. The links provided in the left side menu contain more detailed information about the different areas we are exploring. The project is currently being managed by
