Air Quality Modelling Air Quality Measuring The Laboratory incorporates an eddy covariance flux measuring station. This station was incorporated as part of the EU projects: SREMP, EXAMINE and MEDFLUX between 1993-1998. The flux station is located at the Campus of Montegancedo (in the surrounding area of the Computer Science School). The station includes a sonic anemometer, a fast response ozone sonde, slow response sensors for ozone, sulphur dioxide and nitroge oxides (NO + NO2). A software system to control automatically the gathering of data at two levels (usually at 0.35 and 5.35 m in height) is also incorporated to the system. Slow response sensors for temperature, global solar radiation and humidity are also incorporated. The station includes also a so-called AMANDA system which is a gradient denuder system to measure gas fluxes (vertical) which was developed in the ECN (The Netherlands). We use theAMANDA system for measuring NH3 fluxes. The system is partially being incorporated to the WWW (see Data Acquisition Software).

Abstract
This paper discusses some of the issues involved in designing robust and comprehensive algorithms which convert singular English nouns, verbs and adjectives to their appropriate plural forms. Four such algorithms are given: one for each part of speech which inflects in the plural, and a unified algorithm for all such parts of speech. A word comparison algorithm which can identify words which differ only in their grammatical number is also given. Finally, an overview is given of a full implementation of the various algorithms in the Perl programming language.
The problem of English plurals
The English language is overburdened with idiosyncratic grammatical features, a legacy of its eclectic accretion over 1500 years . One unfortunate consequence of this otherwise admirable richness is that automatically generating correct English is fraught with difficulty. Composing the simplest of sentences may require quite sophisticated semantic understanding to enable the correct syntax to be chosen. Even at the lexical level it can be a complex matter to correctly inflect the individual words of a sentence to reflect their number, person, mood, case, etc. The use of English plurals in synthetic sentences is a case in point. In computing applications, for example, it is quite common to encounter error messages which jar because they do not correctly inflect for grammatical number:

Finding out when two's company and three's a crowd
By David Lamper and Neil F. Johnson
David is a member of the Mathematical Finance Group at Oxford University and can be reached at lamper@maths.ox.ac.uk. Neil is a theoretical physicist running a research group in the Physics Department and a faculty member at Oxford University. Neil can be reached at n.johnson@physics.ox.ac.uk. You are leaving work for the commute home and want to get there as quickly as possible. There are two possible routes, Route and Route 1. Which should you choose? When it is 3:00am and streets are empty, one is as fast as the other. But at 6:00pm, hundreds of other people are trying to do exactly the same thing. Since all commuters remember which route was least crowded on the previous few nights, each one tries to second-guess the others, hoping to find the least crowded route. However, if too many people choose the same route, that choice becomes the worst to make. Sound familiar? It should. Although everyone knows which route was crowded on previous nights, the reason we don't all make the same decision is that we're free agents. Therefore, we tend to analyze the same information in different ways and come up with different conclusions.

197. Technology As A Tool For Integrating Africa Into The 21st Century Global Economy

Technology as a Tool for Integrating Africa into the 21st Century Global Economy
The following are in-depth answers to millennium-related questions e-mailed by producers at the British Broadcasting Corporation radio.
BBC Network Africa : What can technology do for Africa in the new millennium?
EMEAGWALI: A few millennia ago, Africans were the first to enter the Agricultural Age. The first to build in stones. The first to pioneer in technology. Today, Africa is behind every continent in technology and as a result is the poorest continent. Technological knowledge can be used to create wealth and alleviate poverty in Africa. Kwame Nkrumah also said: "Socialism without science is void." Therefore, we cannot reduce poverty in Africa without scientists and engineers. The lack of technological knowledge is the reason for the wide disparity between the rich and the poor nations. The 500 richest people on Earth has more money than the 3 billion poorest people on Earth. Because the rich nations are getting richer much faster than the poor nations, the gap between the rich and poor will continue to widen. This gap can be closed African nations focusing on developing an economy that is knowledge and technology based, instead of one that is based on the export of natural resources.
