DECISION Conley David Dunlap ("Grievant") initiated this proceeding on July 16, 2003, alleging he has been unfairly compensated in his position as a Sanitarian for the Morgan County Health Department ("MCHD"). Grievant seeks back pay for the amount he believes he has been underpaid. The record does not reflect what proceedings occurred at level one, and a level two conference was held on July 15, 2003. The grievance was denied at that level on July 16, 2003. A level three hearing was conducted on August 6, 2003, followed by a written decision, denying the grievance, dated August 11, 2003. Grievant appealed to level four on August 15, 2003. A hearing was held in Westover, West Virginia, on November 6, 2003. Grievant represented himself, and Respondent was represented by Bill Kearns, Administrator of MCHD. Five key issues can serve to summarize the complexity of the restructuring process and some of the challenges being faced. The first issue consists of developing a vision that unites projects. Identifying outcomes that will be assessed is also crucial, as is obtaining the active support of the community at large. Also important is principals' ability to redefine their roles by becoming facilitators. Finally, changing basic organizational practices to better meet the needs of at-risk students is another issue that requires attention. SYSTEMS THINKING: FROM PROJECTS TO VISIONS Most schools begin restructuring by developing a project or projects. Examples include new governance models, block scheduling, integrated curriculum, or technology labs. Educators are coming to realize that restructuring requires a systems perspective. Projects may be important first steps, but restructuring is rarely accomplished through a series of disconnected projects, no matter how innovative. A vision must overarch and unite these projects. Beyond such agreement, schools have little guidance as they undertake vision development. In general, vision seems to be built by creating an environment in which all participants in the school have access to information about current practices and shortcomings within the school, to current journals and articles from education and the world at large, and to innovative school sites where they can see new approaches in practice. Using this information, they construct a vision. This approach to vision building is bottom-up. The leader does not possess the vision; it is developed and owned by everyone in the organization. The leader facilitates, guides, and supports the process (Conley and others 1991).

Conley, David (2005). College Knowledge: What It Really Takes for Students to Succeed and What We Can Do to Get Them Ready. San Francisco, CA: Wiley/Jossey-Bass Not only is the title of this book a "mouthful" but what Professor David Conley heaps on the reader's plate may also be a little hard to digest. Based on the findings of Standards for Success, a three year project of the Association of American Universities in partnership with the Pew Charitable Trust, this volume focuses on the basic knowledge and skills college-bound students will need in English, math, natural sciences, second languages, and the arts, in order to be ready for college. In explaining why many secondary school graduates are not prepared for the rigors of the college classroom, Conley emphasizes that there is a big difference between college-eligible and college-ready. A student may have taken and passed the courses that have been approved by college admissions officers but, alas, that doesn't mean he is actually prepared to meet the expectations of his college instructors. The author does not infer that all college bound students are unprepared but there are enough to merit a book of this nature. As the name implies, the goal of Standards for Success is to identify the specific knowledge and skills necessary for success in entry-level university courses. Assuming the findings of the study are correct, it becomes obvious that any attempt to align state and district content standards with the material set forth here will be a very tall order. In theory there should not be a wide disparity between what the study indicates students need to know for entry-level university courses and what the state, county, and local education bureaucrats deem is necessary for graduation. Unfortunately, that gulf exists. Even if one focuses just on the college prep, honors and Advance Placement courses that schools offer and then look at the compendium of material college-ready students are suppose to have mastered, the shortfall is staggering.
