Here's a spiffy chart that tells us how much each state gets in federal spending for every dollar its citizens pay in federal taxes. The federal tax burden falls much more heavily on some states than others, according to a new analysis of federal fiscal operations. Comparing the federal tax burden by state with an adjusted set of the Census Bureau’s most recent data (2000) on federal expenditures by state, Tax Foundation senior economist Scott Moody has ranked states in order of which got the best deal in 2000 from Uncle Sam’s tax and spending policies. ... Factors influencing the shifting of federal dollars include the location of people who receive Social Security, Medicare and other substantial federal entitlements, the location of federal employees, federal procurement decisions, and grants to state and local governments.

Idea management may help validate knowledge management

Not long ago, companies used the suggestion box to collect ideas from employees and, in some cases, customers. Often, after it filled up with little slips of paper, the box would be emptied and no one would see the suggestions. Rare was the company that actually followed through on the best of those ideas. Eventually, suggestion boxes devolved into a subject of derisiona symbol of corporate detachmentand few companies use them now. But the flow of ideas in the workplace hasn't stopped. Ideas continue to be batted around boardrooms, exchanged at water coolers, and created during long commutes, often only to fall through the cracks and remain unrealized. Most companies do a poor job of nurturing ideas because they're unwilling to commit to the maintenance and promotion of a successful idea-management process, says Marsha McArthur, innovation manager for the U.S. medicines group at $21 billion drugmaker Bristol-Myers Squibb Co. That's because "everyone has the attention span of a gnat," McArthur says.

Apologia Pro Tormento: Analyzing the First 56 Pages of the Walker Working Group Report (aka the Torture Memo)
I have read a redacted copy of the first 56 pages of the Torture Memo (alternate source 2. The memo notes that Justice Department opined in a separate memo dated January 22, 2002, Re: Application of Treaties and Laws to al-Queda and Taliban Detainees Gonzales memo US, The Paquete Habana 3. As previously noted by the WSJ, the memo argues (accurately, in my opinion) that the Torture statute, 18 USC US, can identity of the lead author USC III Missouri v. Holland , if not long long before. The Structural Constitution: Unitary Executive, Plural Judiciary , 105 Harv. L. Rev. 1155 (1992). My explanation as to why this article is profoundly wrong and dangerous can be found at A. Michael Froomkin, , 88 Nw. L. Rev. 1346 (1994), which in turn sparked separate and not entirely consistent answers from each of the two authors of the Structural Constitution article.     Jim Leftwich's Flying Spaghetti Monster T-shirt at Boing Boing store
    Boing Boing is selling a fundraising shirt to support the National Center for Science Education (NCSE), an organization that defends the teaching of evolution in public schools. We went to our favorite illustrator/designer, Jim Leftwich, and asked him if he could come up with the ultimate Flying Spaghetti Monster logo. He was happy to take on the assignment to support the NCSE. Jim's logo is simply stunning. He came up with two designs for the shirts, which you can see at the Boing Boing store. All profits from the sale of FSM products will be donated to the NCSE.

    Liam Neeson's great performance and a wonderful subject Cons Did no Irish actress apply for the part of Kitty Kiernan? The Bottom Line A good film for students of Irish history and those interested in the events of the Irish independence struggle. Don't expect realism, but still worth the watching. Full Review Plot Details: This opinion reveals minor details about the movie's plot. This is not history, but it is awfully convincing. The story and legend that has grown up around Michael Collins is rather a fetching idea for a movie, and for the most part Neil Jordan does a tremendous job in portraying the "Big Fella". Most of the congratulation goes, of course, to Liam Neeson in the role of Michael. He is wonderful in the part of the Irish revolutionary, and he manages to imbue Michael with the force he needs and yet retains the sympathy of the man. Slight infractions occur, things are romanticized and there is at times some rather unbelievable dialogue, but all in all Neeson is excellent.

Dear Editor: David Leonard's article in ColorLines (Fall 2004) on "white populists" in the mass media left me wondering whether he actually reads or watches the very people he attempts to critique. Say what you want about Michael Moore, but he's a genuine progressive who doesn't deserve to be lumped with not-as-smart-as-he-thinks-he-is libertarian Bill Maher or conventional Clinton liberal Al Franken. Professor Leonard didn't see the same Bowling for Columbine that I did. Moore's tone in that film may have been flippant and light-heartedhe always isbut I did notice that he located the origins of U.S. gun culture in the slave patrols of the Old South and in the white-settler roots of the country as a whole. That's no "passing reference" to racism, that's a fundamental critique of white supremacy as the central fact of U.S. political culture.

    By Michael Rubin E ight American troops died in Baghdad, as fighting erupted between Coalition troops and followers of Muqtada al-Sadr. Hearing the news, Senator Edward Kennedy (D., Mass.) declared Iraq to be "George Bush's Vietnam." Evening-news anchors question whether this weekend's violence marked the start of a Shii revolt. Quite the contrary.
    Far from rebelling, the majority of Shia are breathing sighs of relief. Iraqis consider action to rein in Muqtada al-Sadr long overdue. An Iraqi judge issued a warrant for Muqtada's arrest last summer, charging him with instigating the April 10, 2003, murder of respected cleric Majid al-Khoie, hacked to death in Najaf's holiest shrine. American hand wringing and delay has allowed Muqtada al-Sadr's operation to metasticize into a more lethal network.
    In Najaf, Baghdad, and Basra, followers of the 30-year-old firebrand cleric have terrorized the local population. Since liberation, Iraqis have had the freedom to watch satellite television stations, except in Najaf, where Muqtada al-Sadr's militia members invade homes and smash satellite dishes in a scene more reminiscent of the Taliban's Afghanistan than of Iraq. In Baghdad and Basra, Muqtada's vigilantes beat and harass women. Doctors, lawyers, tribal leaders, and shopkeepers repeatedly ask visiting Americans why the Coalition has failed to rein in Muqtada al-Sadr.

    A dinner date with George Michael and his boyfriend Kenny Goss, auctioned online for charity, has been withdrawn after organisers were hit by hoax bidders.
    The date, auctioned as part of yesterday's Radio Aid appeal for the tsunami fund, appeared on online auction site eBay, but was withdrawn when it became apparent that the bidding was fake.
    By yesterday afternoon, The Guardian reports, the bidding had passed the £4 million mark and those behind the appeal decided to temporarily pull the prize.
    In contrast, other prizes - including tickets to The Brit Awards and a Downing Street tour by Tony Blair - had reached a prize amount of over £25,000, with a few days on the auction remaining.
    In a bid to ensure the money would reach the victims of the Asian disaster, eBay reopened the bidding for George Michael to authorised members only, according to the newspaper.
