Introduction
et seq., particularly pursuant to Section 4 and 7 of the Act. 16 U.S.C. §§ 1533, 1536. I am also chairman of the Endangered Species Coalition Board. Today I will focus on four basic values of the ESA critical habitat provisions: 1) the legal, or conservation, benefits of critical habitat; 2) the scientific, or biological, benefits of critical habitat; 3) the economic, or value­based, benefits of critical habitat; and 4) the social, or common sense, benefits of critical habitat. My overarching theme is that while the critical habitat provisions of the ESA have tangibly benefited species at relatively low cost, the provisions have nonetheless not reached their full potential. Legal Benefits The tangible benefit of critical habitat is reflected in at least two basic ways under the ESA. First, the definition of the term critical habitat says that it is the “specific areas” that are “essential to the conservation of the species.” 16 U.S.C. § 1532(5)(emphasis added).

SNAPE, III REGARDING CONSULTATION UNDER SECTION 7 OF THE ESA JUNE 25, 2003 Introduction Thank you, Mr. Chairman and Ranking Member of the Subcommittee on Fisheries, Wildlife and Water. On behalf of Defenders of Wildlife (Defenders), where I am vice-president and chief counsel, as well as our approximately one of inter-agency consultation under the Endangered Species Act (“ESA” or “Act”), 16 U.S.C. Sections 1531 et seq ., pursuant to Section 7 of the Act. U.S.C. § 1536. I am also chairman of the board for the Endangered Species Coalition, which represents approximately 400 citizen groups, scientific entities and small businesses on behalf of a strong and vibrant Act. See generally www. stopextinction.org. My biography was circulated to this Committee earlier this year in connection with testimony on ESA critical habitat. By definition, my written testimony can merely touch upon the many varied consultations now going on across the country. I would be happy to answer any questions regarding the policy themes I raise herein. Familiarity with Section 7 of the ESA is presumed in this testimony.

The Old Mill Snape
Brief History The following is a brief history of The Old Mill, it will be added to and expanded as further information becomes available. If anybody has any further relevant information on the Mill or the people who worked and lived in it I would be pleased to receive it. The Mill around 1907 from the Terrace The modest miller’s cottage and granary were constructed at the same time and a Norwich Union fire insurance policy exists dated 1801 which insures the windmill, working gear, granary, stock and "his new dwelling house and chattels" at £550:0:0 for an annual premium of one guinea! Interestingly another policy dated 1884, when additional buildings had been constructed, shows a sum insured of £500:0:0 for an annual premium of £1:16:4. Negative building cost inflation in those days it seems! The mill worked through various owners producing fine white flour and, in the middle of the 19 th century, was also used for the grinding of coprolite, a phosphate rich material found under the abundant crag deposits locally, to produce an artificial manure. The material was discovered by Edward Packard a Saxmundham chemist who subsequently built his own mill near Ipswich and went on to become a founder member of Fisons. In 1897 the mill was purchased by Harry Hudson from the widow of Joseph Lee, he worked the mill until he sold it in 1925 and, since that time, it was known as Hudson’s Mill. There were two other mills in Snape, Markins mill, with an open trestle bottom and cloth sails, in Sandy Lane producing brown flour, built in 1800 and demolished in 1922, and a smaller cloth sail mill somewhere on the track from Sandy Lane to Blackheath Mansion used for turning a wood lathe.

Snape Castle - early history
In about 1250 a manor house was built in Snape by Ralph FitzRanulph of Middleham. It would most probably have been a single roomed wooden structure incorporating a great hall. Ralph’s eldest daughter, Mary “the Lady of Middleham”, married Robert de Neville of Raby Castle and Snape stayed with Neville family until the late 16th century. It is possible that the original site of the manor house was across the road from the present castle, surrounded by small houses. Snape village as it is now was probably not developed until the early 15th century when the new Snape Castle was built.
The present castle (then known as Snape Hall) was built between 1426 and 1450 as a fairly plain stone manor house. The site was unpromising as it was very boggy. Oak piles 2.5 feet in length were driven into the ground to make firm foundations; these were rediscovered at the beginning of the last century when drains were being dug. The most important surviving parts of the medieval house are the Great Hall of which only the ground floor survives, and the chapel.
In 1532 John Neville (1493-1542) the 3rd Lord Latimer, married his third wife, Catherine Parr, who resided at Snape for some years. In 1536, during the Pilgrimage of Grace (the Roman Catholic revolt against Henry VIII’s suppression of the monasteries) Snape Castle was occupied for a short time by the Catholic rebels. Neville died in 1542 and in 1543 Catherine married Henry VIII.

"At this point the listings program for the Fish and Wildlife Service is entirely shut down," says Assistant Director of Ecological Services Jamie Clark.
