About the Speaker: Dr. Bhupinder Singh, former commissioner of scheduled tribes and scheduled castes, former advisor to the planning commission, has had extensive experience in government programs for tribal development. In addition, he has academic qualifications in that area and currently heads an NGO focused on tribal development.] Western democracies are fortunate - the people are educated, they are conscious, and this is what makes democracies tick. of the issues. In India, literacy is very low, the percentage of people illiterate, poor, and backward so large the function of democracy is onerous. So an organization like Asha, with a focus on education has a very important role to play. The constitution was forged by founding fathers who were very conscious of the real state of the country - they were aware of the people who form scheduled castes (SCs), scheduled tribes (STs) and backward classes and the social problems associated with them. That is why they included special provisions for the rights of these groups. We have to consider Constitution, the UN Human Rights Declaration, IRO Commission 106, 169, and other relevant statutes to understand the situation in India. The Constitution also laid down guidelines which the State must follow in regard to these backward groups. In Article 46 the Constitution has said that the State shall protect SCs, STs and provide means for their development and has laid down means for doing so.

New Delhi: As Haryana Congress MLAs meet In New Delhi to elect the new Chief Minister, indications were available that it could be from the Jat community, quashing hopes of veteran leader Bhajan Lal.
Lal, who is attempting to become the Chief Minister for the fourth time, belongs to the Bishnoi community.
Spotlight: Elections 2005
There are several contenders from the Jat community for the top post. They include senior leaders Birender Singh, Bhupinder Singh Hooda and Randip Singh Surjewala, who is also the State Congress Working President and a former Indian Youth Congress Chief.
Detractors of Lal had launched an intensive campaign against him since the outcome of the polls to deny him the top post.
Other prominent contenders include Union Minister Kumari Selja, who is a dalit.
Ahead of the Congress Legislature Party meeting in Delhi where the formal election of the new Chief Minister would take place, Birender Singh had a meeting with party chief Sonia Gandhi.
Party General Secretary Janardan Dwivedi also had a meeting with Sonia.

A Year On, India is still not shining
Is India surrounded by failed states, as a headline in The Times of India proclaimed last week? How about the state of affairs in its own boundaries? Prem Shankar Jha comments
we now have six-hour power cuts in Mumbai, a city that used to pride itself on the reliability of its power supply, and 14-hour power cuts in Delhi. There is absolutely no place in the entire country where water is safe to drink. Every river is polluted and there is an indescribable accumulation of filth beside every road or rail track. The well-to-do get around these problems by drinking bottled water, deploying generators in their homes and factories, and installing reverse osmosis water purification systems. They go to sophisticated and horridly expensive private hospitals and send their children to schools that costs per month what the average Indian earns in a year. It is the poor who are bearing the brunt of this collapse.
