Curtis Tarr, President, 1963-1969
About Curtis Tarr (1924- ) Curtis W. Tarr, Lawrence's twelfth president, served the university for only six years. During that time, he negotiated the agreement and shepherded the merger of Lawrence with Milwaukee-Downer College, a move that increased the university's endowment from $7,000,000 to $20,000,000. Tarr came to Lawrence from Stanford University where he had served as a lecturer and assistant dean of humanities and science. He holds an M.B.A. from Harvard University and a Ph.D. in American history from Stanford and while at Lawrence conducted many history tutorials with individual students. Tarr served in the Army during World War II. Toward the end of his term of office, the university began to experience tensions associated with the Vietnam War and desire of students to be more involved in campus decision-making. As a result, the Lawrence University Community Council was created in 1968. President Tarr left Lawrence in 1969 to become an Assistant Secretary of the Air Force. Washington, DC, 20426 Mr. Chairman and Members of the Subcommittee: My name is Curt Hébert, Jr., and I am Chairman of the Federal Energy Regulatory Commission. I appreciate the opportunity to appear before you to discuss the Commission's hydropower licensing program. My testimony today will provide a brief overview of the hydropower licensing program, and some of the challenges it faces. I will then focus on the recommendations for improving the hydroelectric licensing process made by Commission staff in a report submitted to Congress on May 8, 2001, as required by Section 603 of the Energy Act of 2000 (the 603 Report). I fully endorse staff's recommendations. The Commission's Licensing Program The Commission currently regulates over 1,600 hydropower projects at over 2,000 dams pursuant to Part I of the Federal Power Act (FPA). Non-federal hydropower projects are required to obtain Commission authorization if they are on lands or waters subject to Congress' authority. Those projects represent more than half of the Nation's approximately 100 gigawatts of hydroelectric capacity and over 5 percent of all electric power generated in the United States. Hydropower is an essential part of the Nation's energy mix and offers the benefits of an emission-free, renewable energy source.

Roughly defined, their former territory is the eastern drainage area of Sacramento River from a point a few miles north of Chico southward to Cosumnes River, a distance in a straight line of about one hundred and ten miles (p 99). On linguistic and geographical grounds Dixon (The Northern Maidu, Bulletin American Museum of Natural History, XVII, 1905) recognizes three divisions: the Northeastern Maidu, partly in the arid plains of Lassen County, but more numerously in the mountain valleys of Plumas County; the Northwestern Maidu, west of the first-named division and north of the Yuba River; and the Southern Maidu, south of the Yuba River. Considerable differences, all due to environmental and other external influences, existed between these divisions (p 100). It must not be thought that within each of these more or less arbitrary divisions there was a uniform culture. In every case there were rather wide differences between opposite borders. Thus, among the Northwestern Maidu the people of the valley and those of the foothills were nearly as divergent as the two northern major divisions ( p 100).

Herald Staff Writer The Rio Blanco River just south of Pagosa Springs has been diverted for almost 30 years to meet irrigation and drinking needs. Not much is left. Instead of flowing into cool, deep holes and swirling over a rocky bed, the choked river now gurgles down in a shallow, brackish mess. Silt and gravel that used to wash out under a fast current now slowly fill the river bed's depths, pushing the water up and widening the flow. With more surface area exposed, the water temperature rises, killing fish and other aquatic life in the process. Twenty years ago, I was counsel to the U.S. House of Representatives committee that dealt with fish and wildlife issues such as the Endangered Species Act and establishing national wildlife refuges. Part of my job was to draft legislation (at the direction of members of the committee and with the help of the pros at legislative counsel), and to craft the committee reports that became the “legislative history” that accompanied the legislation and served as a guide to agencies and courts interpreting the legislation. I didn't know much about salmon in those days. Raised in Louisiana, living on the East Coast, the complexity of salmon biology was not on my radar screen. Nor was I familiar with the habitat requirements for grizzly bears or the migration patterns of sea turtles. While the needs of animals are incredibly diverse, we were of necessity writing “one size fits all” legislation and legislative history.
