    The surprise resignation of CIA Director James Woolsey three weeks ago prompted several influential senators to predict that John M. Deutch '61, former provost and Institute professor of chemistry and current deputy secretary of defense, could be his successor. However, despite the favorable outlook, Deutch may not want the job, according to a Jan. 7 article in Congressional Quarterly Weekly Report The article cited congressional sources as saying that Deutch has turned down the offer because he "enjoys the No. 2 position at the Pentagon, where his power and profile are unparalleled among administration deputy secretaries." This new appointment would follow many years of experience in Washington for Deutch, who has held consulting and advisory roles in every administration since Kennedy, except under Nixon.

    What does the lord provost do on a day-to-day basis?
    I start at about half past eight in the morning, and because of the type of job I do, it could be anything up to nine or ten at night before my day pulls to a close. This week in particular will be one of the late ones nearly every night.
    In addition, I go on Radio Tay fairly often and part of my reasoning for this is to answer questions and concerns that people have got. If individuals have a problem, they can come down to reception, have a cup of tea or coffee and a chat. In addition to that, I am a justice for the peace; so many people come to speak to me on that front.
    Another thing that we do on a regular basis is that the schools come in, mostly primary schools. It's now part of the remit of the local governments so they come down to the chambers, find out a bit about the history of the city and civic history, find out about politicians and the role of the Lord Provost. I like that. We also go out to visit schools; they're a credit to the city.

    At present, only those units that can afford to hire technical support staff (or contract with a service provider) can get a full offering of services and support. This has led to a sharp divide between technological haves and have nots at UWM. Are these efforts adequate? What measures can and should UWM take to provide an adequate base level of services and support for all units, faculty, and staff? What difficult decisions will we have to make? What universal mechanisms should be put in place for deciding what software the campus buys or licenses, for research, teaching, and administrative tasks? It is our understanding that library acquisitions are handled by a campus-wide board of representatives. To what extent should acquisition of software be similar to library acquisitions and textbook purchases?

    Posted by Jeff at 1:22 PM Comments: 1 Email this post In another example of unbelievable government incompetence, read this article. New York City had to recall its math review books for 3rd to 7th graders, due to a large number of math errors, not to mention spelling and grammar errors:
    Several answers in the guide were wrong. There were also sloppy diagrams and improper notation of exponents. There were at least 18 errors in the guide, and grammar and spelling issues proved just as problematic as the math. For example, the word "fourth" was misspelled on the cover of the 4th-grade manual. School officials blamed the mistakes on an ineffective fact-checker.

    Welcome back to the start of a new academic year. This is my fourth at the University, and during my time here, there has been significant change on many fronts. The greatest and most visible of these is the physical transformation of the campus. Other significant changes which are not quite as visible have also been occurring that have a significant impact on our University in both the short- and long-term. This year we welcome an incoming class of about 3,200 students comprised of 70 percent Connecticut residents and 30 percent from out of state. Of the 18,000 applications received this year, up 4,000 from last year, the greater percentage were from out-of-state students. This is the first time in our history that the balance of in-state/out-of-state applications has shifted in this way. Provost John D. Petersen

    The Academic Plan provides the University with a roadmap for making strategic decisions that will enable us to target our energies and our recources toward identifiable areas of excellence. At the Board of Trustees meeting on March 23, I had the opportunity to outline for the Board our plans for capital spending over the next several years. The discussion of the sequencing of projects for the remainder of the UConn 2000 program, as well as preliminary planning for 21st Century UConn, required that we look critically at the present state of our buildings against our desire to continue to move UConn academically to among the top universities in the nation. Provost John D. Petersen Moving forward, our capital allocations will tie directly to our Academic Plan, while continuing to address building replacement dictated by safety or necessity based on enrollment demands. On March 19, Suman Singha joined my staff as the new vice provost for academic programs. His activities will focus primarily on the implementation of the Academic Plan, including the development of the Provost's Grant Competition. He brings a wealth of experience in research and administration, in addition to a whole host of other qualities that will benefit my office, and ultimately the University, in myriad ways.

    The history of the Office of the Provost is virtually as old as the University of Pennsylvania itself. Benjamin Franklin himself recruited the first Provost, Rev. Dr. William Smith, in 1754. For most of Penn's history, however, the Provost did not enjoy the full range of powers and responsibilities of the modern Provost's office. Through most of the 19th century the Provost's authority extended only to the College and even there, as late as 1879, the Trustees believed they should (and did ) intervene in cases of student discipline. Not until the provostship of William Pepper (1881-94) did the faculties and finances of the professional schools come under the direction of the Provost. Not until 1914 did the Trustees finally relinquish to the Provost and the several faculties final say over curriculum and degree requirements. And it was still a year later, when the dismissal of Wharton assistant professor Scott Nearing created a hugely unfavorable public reaction, before the Provost, Deans, and academic departments gained full control of faculty appointments and issues of academic freedom. Finally, towards the end of the provostship of Edgar Fahs Smith (1911-20) a consensus emerged at Penn that the Provost should have responsibility for all the University's educational affairs. The first modern Provost at Penn was Josiah H. Penniman (1921-39). Penniman steadily advanced the idea that the principal function of the University was research and teaching. Research and the increase of knowledge had been at the very conception of the Graduate School of Arts and Sciences in 1882. The School of Medicine had established the Pepper Laboratory of Clinical Research in 1895; the Law School created the graduate degree of Master of Laws in 1907, "for the purpose of encouraging original legal work;" the Wharton School established an inter-disciplinary Department of Industrial Research in 1921.

    ANNUAL REPORT OF THE FACULTY ADVISORY COUNCIL: 1994-95
    The 1994-95 academic year began with the leadership of a new President, David Frohnmayer, a new Provost, John Moseley, and a new OSSHE Chancellor, Joe Cox. Frohnmayer described his major challenges as selling the U of O to Oregon and getting the campus to talk to itself outside of the traditional committee structure. Financial problems continued to plague faculty and staff as Ballot Measure 8 passed thus eliminating the state contribution to the employee's portion of the PERS retirement fund, effectively giving all employees an average 6% decrease in salary. The prior two years passed without any increase in salary from cost of living or merit. In response to this situation, OPEU later went on strike in early May and finally settled with a 5% increase in July and a 2% increase in 1997. Within the context of these difficult times, President Frohnmayer has provided the campus with optimistic energy. The FAC resumed its traditional role as the confidential advisory body to the University President. Provost John Moseley and Vice-Provost Lorraine Davis were also in regular attendance. Four major issues of concern to the faculty as a whole and to the Assembly were discussed at length. A brief description of these discussions follows. BUDGET The University dependence on undergraduate out-of-state tuition continues as the state contribution shrinks to about 30% of the 1994-95 revenue. After 1994-95 we will have a balanced budget and operate in the black, but by a very small amount. To maintain this balanced budget we will need to have an 8% increase (1100 students) in enrollment while the faculty size remains constant. Improving productivity is a key issuedoing more with less. Most of the enrollment increase is expected to come from improving our recruitment and retention of undergraduates. Admissions expectations for next year appear excellent since competing in the Rose bowl gave us national coverage.

    Published Nov. 7, 2002 Thoughts on strategic planning When John Lilley was hired as the new president of the University of Nevada, he recommended that the university create a new position of provost. In August 2001, he appointed chemistry professor John Frederick as interim provost, a position that oversees the academic units on campus and provides direction for the intellectual mission of the university. The university then conducted a nationwide search for a permanent provost but the search was unsuccessful. By this time, the chemistry between the two Johns (some faculty refer to them as Big John and Little John) had cemented, and Frederick had grown into the position.     Lord Provost John Letford
    Lord Provost John Letford was born in Aberdeen and came to Dundee in 1943 and later served apprenticeship in Caledon Shipyard as Marine Coppersmith. He served in the Royal Air Force from 1956-58. In 1989 he was a Training Manager with Community Industry Rathbone for 15 years and a Councillor in Tayside Regional Council and Labour Party Chairman for Camperdown. He serves several committees with interests in sports, theatre, education, local services and disabled associations. He has been involved with Dundee City Council since 1994 where he worked his way up to be our current Lord Provost. He is married to Elizabeth and has four children and thirteen grandchildren.
